Let's make the most annoying enemy group ever!
And Phase Shift and MoG.

The Audition, Arc ID 221240 (6 mish, complex mech, comedy)

Just for fun, let's mix and match various powers of NPCs to make the most frustrating enemy group imaginable!
The winner gets absolutely nothing other than to wear the trollface and wear it proud. To start off: PPD SWAT equalizers with Nullifier grenades, sapper guns, chill of the night, and KoA Caltrops. |
the trick would be everything being minions or lt's that do annoying things so there are a lot of them
really, I think you can do it all with CoT except END drain
Earth/Storm controllers. Ruin Mages and Tsoo Sorcerers getting together in the spirit of cooperation.
The devs beat us to it.
Diabolique.
Goodbye. Not to the game, but the players. Goodbye. Everyone, remember to have fun. That's all I can say.
Also, give all the minions Power Sink.
All their dialogue ends with a wink emoticon.
All enemies have, and use, smoke grenade.
Give them taunt that actually works.
Malta gunslingers with the perception and hitting range of nemesis snipers, using ammunition that simultaneously holds, saps, and debuffs you. All while dealing a combo of lethal/psionic damage.
... and no recharge caltrops for close in work.

In addition to my aforementioned Power Sink and Smoke Grenade for minions, they'll also need World of Confusion.
Annoying?
Give them a very fast recharging, auto-hit, unresistable Siphon Speed.
Bees that throw caltrops and phase shift as they're running away
Give them some power that phases you, isn't actually auto-hit but might as well be, and lasts forever. Like Ballistas have. Give it to the Lieutenants. That way, you can't even escape the annoyance by getting yourself killed. And in case you do manage to get yourself killed, they have Curse of Weariness too.

Why would we need to *make* the most annoying enemy group ever, when they already exist? I point you to.... the Knives of Artemis.

For melee characters, fighting the witches in Croatoa can be pretty annoying. They're hard to herd too. In general, anything with huge resists and pitiful damage is annoying. The fights take forever and you're not in any danger.

I made the most annoying enemy group ever in one of my AE missions.
Minions with Ice Armor and Icy Assault. With all 18 powers.
If you're fighting 10 of them, you have: 20 copies of Chilling Embrace stacked on you, and no end because they tend to all fire Energy Absorption at the same time.
Oh yeah.....they fly too
I put them in a mission advertised as a fire farm......they were the ambush
The comments I got on that one were HILARIOUS. Imagine the havoc they would wreak on a Fiery Aura brute, with almost no resistance to Cold damage.........
......I'm mean.

I made some enemies that stealthed and summoned minions or held players. people not expecting the need for break free's were a bit miffed at that.
then I made a mission with fire control enemies that spammed smoke, stealth dominators, stealth masterminds, and the rare stalker enemy. randomized patrols meant that you'd never know if you were walking right into 1, 2, or 3 groups.
you could have it all
My empire of dirt
I will let you down
I will make you <3
Siphon Life, Dark Regeneration, Vengeance, Summon Minon, Regen Aura, Healing Aura, and Dark Consumption.
Minions:
Earthquake
Hurricane
Phase Shift (especially Carnie phase shift)
MoG
All psy powers without a positional defense tag
Nullifier Grenades
Group Invisibility
Lts:
Tar Patch
Sonic Blast attacks
Howling Twilight
Dark Servant
Build Up, Aim, and Rage
Heat Loss
Wormhole
Phase Shift
MoG
Sapper guns
Fulcrum Shift/Siphon Power
Boss:
Build Up, Aim, Rage
Group Fly
Detention Field
Radiation Blast Attacks
Phase Shift
MoG
Various very high damage attacks
All hit with the accuracy of a Rularuu eyeball, or are autohit. I created a mission that only used non-positional psy holds as attacks, and my scrapper was held with 2 stacks of his mez protection and OWtS on, so an alternative would be to have them all use those attacks.
TW/Elec Optimization
Well let's start off giving them the same resistance to damage that CoT Spectral Demons have at lower level.. only all the way to 50. you know what I mean .. by the time you manage to defeat 3 +0 minons you have no end left and are 3/4 dead.
Staying with CoT for a bit, because imho the devs already created the most annoying villain group in COT [lol], lets use that same annoying habit they have of vanishing into thin air in the middle of a battle.. then show up later wanting your head WHILE you are battling another group.
Now for some powres and I saw some really great ideas already
1. That stick stuff the PPD throw all over the place that slows you to a crawl and makes it impossible to jump
2. Caltrops lots and lots of caltrop .. the combined effect of 2-3 or more minions tossing those is your character looks like some one set the film to slo motion.
3. psi attacks specifically anything that will lift a character up and toss it half way across the room like what you see in the final battle of the Renault SF. Hey everyone loves to watch their helpless character being tossed around like a wash rag while they are completely unable to attack.
4. Something similar to Ion Judgement .. If we really want maximum annoyment why not aid ONE attack that does mutliple damage to multiplr targets as it bounces back and forth!
5. ahhhh almost forgot .. Superior invisibility. Your walking down what seems to be a deserted hallway and then BAM.. your dead! That always registers high on the annoyance scale. while we are at it ..
6. Assassins strike.. if we are going to let them roam around unseen may as well make it possible for them to take us out with one strike .. right?
Okay we have a pretty good feel for their powers now .. make the minons all look like Teletubbies and the lieutenants like an off shoot of the smurfs (no not evil nasty looking little dwarves like the red caps...cute adorable looking like the actual smurfs) .. Imagine the increased annoyance of all those powers when you relaize something that sickeningly cute is what is doing it to you. LOL Can anyone tell i HAD to watch way too much of that stuff while my daughters were growing up?
Were always the good guys. In D&D, were lawful good. In City of Heroes were the heroes. In Grand Theft Auto we pay the prostitutes promptly and never hit them with a bat. Leonard
