When was your previous subscription set to lapse, or the billing cycle set to renew for a given month? You don't get the points when you put money in if there is still time left on your previous month's subscription. So if you fist subscribed on September 5th, and you add more money for the next month on September 29th, you wouldn't receive the Paragon Points until the 5th of October when your monthly subscription cycle refreshes.
I I think that's how it works, but I am not sure how it works to be honest...

True, it is now October. But if your billing cycle rolled over 2 days ago, that was still September, which means those points that you would have received on that day were front-loaded to you with the release of the head start. That also means that your next points will come in late October, since that is when your next billing cycle occurs.
Today is the first day since the i21 head start that any account will be awarded points when their billing cycle rolls over.

I guess the bottom line is that as long I am not having to pay extra for those 400 points per month in addition to my subscription. Because that would truely blow.

For example. I started my account on the evening on the 9th of the month and in 7 years I have always gotten my rewards for being subscribed on the evening of the 9th.

You will receive 400 points on October 2nd. When exactly during the day is hard to say because your account renews at the exact time of day that you activated/reactivated your account. So sometime between 12:00AM and 11:59PM on October 2nd you will receive 400 points and a character transfer. You may receive them at different times throughout the day, but you will receive them. If you don't, only then should you contact support.

If I understand how this is currently working (not necessarily as intended)
- You receive your points on your billing date from now on (October, on). NOTE: Some have reported not getting their points yet. Might need to be something manual done on Monday.
- You receive the Transfer token on the first of the month.
- And I have no idea about the Reward Token. Some received them on their billing date, and others didn't. At least some of the ones that didn't did start September off with an extra.

So I am still not clear on how it is currently working.
As I recall the devs thought the reward tokens were going to be given out differently.
So basically you get all your rewards on totally different days.
