You only have 1 power that is rated to do damage by using it and that is your first power mesmerize. After that no attacks are rated for damage and you are not actually hurting anyone personally. They might hurt each other but your not actually doing it.

Been some good ideas here! It's an interesting problem, I think, which is why I started the topic.
Ok. It's obvious that there's a lot of issues with trying to garner 0 DMG. Fair enough. So... perhaps, as the character levels up past, oh, 20 or so, there is a small amount of damage allowed... perhaps through a storyline of 'mixing' powers or other retcon type story.
I don't much like changing rules, but maybe it'll help further build ideas... so, if it helps, simply minimize the damage output so that the character is still rather completely dependent upon a team to get XP, but contributes very well to the team's efforts by debuffing or buffing or healing or what have you.
The character then can take a potshot or two, but it still 'gimped', as it were, without being on a team, where their talents shine and make the team just that much more awesome.
I like the last two builds though, very nice. Ice/Kin, eh? I went Ice/Rad, but I think I like the Kin one better.

I was actually thinking mind/kin as well. The trick is to make sure it its slotted well for ally assistance but doesn't have credible damage. Technically, powerful confuses mean the build isn't *completely ineffective* outside of teaming, but without damage it also can't really solo, because it would have a heck of a time earning any XP.
I wouldn't solo it, but it would definitely contribute strongly to teams, while basically dealing zero damage (so long as you stay away from Mesmerize). |

I'm going to go with mind control/force field troller.
You don't do anything for damage. No pets even. The best part is even if you can do a little insignificant amount of damage, it breaks your controls and probably does knockback, bouncing mobs all over, possibly getting you more aggro than you can cope with.
On a team though, you bring a massive amount of control plus casting enough defense to give everyone a pretty much always on barrier. Can't heal really but who needs healing if they don't get hit?
The devs are putting in an archetype IO that rocks the aura as a proc. Maybe we can ask for the devs to take that whole concept to its logical endpoint and add an IO that removes all damage from powers?
I have a Stone(Read:Granite)/Ice Tanker who mostly just uses Taunt, Frost, Frozen Aura and Mud Pots for aggro, generally slotted so they're up as often as possible without many endurance issues. Otherwise he's using the Medicine Pool, Ice Patch and 2 ST holds to help support the team, really effective in a team low on support or fighting something tougher than usual but really bad solo because of the choice slotting and Ice's inherantly lowish damage, really bad DPE too.
I have toyed with the idea of an Emp/Dark Defender who slots their attacks for -tohit and recharge then getting the -dam Interface for a full support character.
I am the Blaster, I have filled the role of Tank, Controller and Defender

I'm gonna ignore a part of the OPs request and throw out a TA/AR Defender. At least through lvl 42 is pretty un-solo-able, but is awesome on teams. No defense whatsoever, but grabs aggro by the ton. With no team, faceplant city. With a team, horrible burning death (and debuff) machine.
So, if the critical point of the OPs post was pacifist, my suggestion totally isn't the answer. If the critical point is it's a Jekyll and Hyde solo to team alt, as the Title of the thread indicates, then I have a strong candidate..
I'll be slotting out Scorpion Shield and going to IOs soon, though, so I hope that changes some..

I'd say Psi/Emp troller is about as weaksause as you can be solo wise without INTENTIONALLY building to be a lame attack character.
You have almost no self buffs other then regen/recovery, no pets, only mediocre debuff inherent in psy, most of Psy control does zero damage with it's holds (easily the lowest direct damage troller set). In short you'll have almost no way to kill anything at all.
Furthermore, you'll be a massive asset to a team; everyone loves an emp. and an emp who has a lot of mez holds is even better. You'd be a power multiplier, and a team supporter from the word "go"; and would be completely worthless in a straight up solo fight.
Mind Control has damage in all of their ST attacks except confuse (and confuses increase damage, if indirectly, and significantly raises experience gains in low damage situations).
Before epics, Mind does much better damage than Earth or Ice.
here... just for fun... threw together the mind/emp i was thinking about. Granted, there is some damage here but it's pretty weaksause all things considered. With different slotting you probably could take this up to softcaps in s/l; or get up into perm haste territory (it's not far off it)
understand this was built with the OP's intention in mind. Pacifist who doesn't want to hurt people, who can't solo for squat, but is a huge team player. This is about as good as i can do on the fly without building something insanely nerfed. The only 2 damage abilities i take after level 1 is Terrify and Boxing. Terrify because it's a sick/sweet hold, is just too good to pass up, even if it hurts people it's damage is pretty low when not slotted for damage. Where as boxing was needed to get tough/weave

i've played pretty much every character build you can make. trollers/doms tend to be my fav of them all. I've killed people with all sorts of lame builds. I'm telling you, in the grand scheme of things, Mind control just doesn't bring the damage outside of indirect damage with confusion.

Weak. Could not solo many missions. However, would not be a bad teammate at all. Beats any of these Mind builds with their confuse that would allow people to solo most of the game.
The City of Heroes Community is a special one and I will always look fondly on my times arguing, discussing and playing with you all. Thanks and thanks to the developers for a special experience.

You made an impossible to solo character for sure, but I dont see it being useful on a team.

Exactly. It's useless on teams, therefore most are going to dump it and force it to solo. But it really CAN'T solo. So, up **** Creek.
make A shield tank.skip shield charge.grab leadership, medicine, presence, stealth pools instead of secondary s powers. Maybe even tp friend.
Max taunt, personal defenses, grant cover, leaderships....you'll be useful on teams....with only brawl and secondary attack soloing would be agonizing.

Would it be that hard to make a Mastermind that just so happens to be a complete pacifist? You have your buddies there to do the dirty work for you and all you do is support them and your allies.

Would it be that hard to make a Mastermind that just so happens to be a complete pacifist? You have your buddies there to do the dirty work for you and all you do is support them and your allies.

i think passivist is a better term for this. "I'm okay with violence as long as it's not against me and I don't have to inflict it myself."
The other terms that come to mind for people who will participate in taking down others as long as they themselves don't have to actually attack are mob boss and chickenshit.

I don't have time to work up a build right now, but an Electric/Time Controller would be a good option. You get have one of the lowest damage control sets paired with a buff/debuff set that doesn't do much to boost your own damage, but you'll completely neuter any mob that gets near you while massively buffing your team.
