Eu/ NA merge
Used to see this all the time NA-side, but don't much any more. I think people just got tired of it.

I still type it occasionally.
I never expect it, because I have a sort of reverse altitis. I can only play four of my characters, and they're all level 50. I can't tell you the last time I had a character go "DING."
Where to now?

I truely LOL'd at this.
I can't remember when the "gratz" stuff went out of style. I do remember being on teams, back when I was on Champion, and you'd see a full team worth of them everytime.
I still see it a lot on Virtue. Most of the time someone on the team will say it but it's rare to see everyone say it.
Hmm.. Interesting. I would agree that there may be a decrease in it's usage but I don't know about a full out cessation. I even have a "Gratz <target$> !" bind set up and use it quite regularly. So, no, you're neither alone nor are you a dinsosaur Breth. You may instead consider yourself amongst a special breed of Hero/Villain.
Oh, and 'Gratz !' to you for still Gratz-ing !

I still hear it a good bit, too.
Amusingly, that vet reward "Return to Battle" can lead to some gratzing confusion, since it puts all the big Insps next to your name in the team display the same as if you had leveled. More than once I've gratzed someone who just rezzed himself with that.
I have NUMPAD0 bound to "say Congratulations!". Using shorthand "gratz" bothers me. (Using it myself, that is)

Biggest Troll on the forums? I'll give you a hint:
I tend to see it fairly regularly (other than the very early levels where it happens rather frequently - IE, start a sewer run with "I'll just pre-gratz everyone now.")
I still see it lot. I even had someone quit a team I was on because we didn't know they had leveled and didn't grats them. (it wasn't on purpose though, we were in quite a hard fight at the time)
I've just joined Freedom and Virtue and I'm having a grand old time, thanks for accepting us in... but one weird thing. I'm so used to typing gratz when someone levels and either me or just one other person does it, is it not deregeur anymore? Am i a dinosaur?

I dunno about the "yee haw y'all" thing tho. Do we have a Gran' Ol' Opry Server?

I don't see it much anymore either.... but then most of my teaming is now in the incarnate trials...

Still happens quite often on Pinnacle, at least among the people I play with.

I still see it a lot on Virtue, if not on Freedom as well (iirc). I don't think it's ever gone out of style; the last time I played I was on a team of 45s and we all got to say it a couple of times and did so.
Perhaps what you're seeing is the gratz burn-out for people playing low level toons? If you said gratz every time someone leveled during a sewer run, you'd be saying it like every fifteen seconds.
My circle of friends does it often. Heck, Sunday I was running with my fiance and one of my friends, all three of us in the same apartment, within touching distance of each other, running new Shield characters through the low end of Praetoria (we got from 1 to 16!)...and we still gratsed each other when we dinged. I even gratsed my friend, confusedly, when he vetrezzed, because I am not used to that power yet. Saw all those big insps, went "I thought you JUST dinged! Grats!" and he was like "vetrez" and I was like "YOUR INSPS ARE LYING TO ME!"

I use gratz all the time or even CG if I'm in the middle of a fight.I also frequently give grats to myself because I'm not paying attention to my own bars and just hear the ding and assume it's someone else on the team.

I like saying Grats and it would be a shame if it did fade away.

On a side note ... "yee haw"? Does anyone ever actually say that?
