Just offering up my thanks for the info; I've got at the very least one character who really, really suits this emote to a "T". 
I got my code!

I set up an email account for Captain-Electric on Gmail (for added security, I used the name of another pseudonym I have used in MMORPGs). Then when I signed up on Facebook I proudly told it my first and last name (Captain Electric), to which it promptly called shenanigans. So I opted to use Captain-Electric's in-character secret identity, Elliot Warner. (Shhh. Don't tell anyone.) According to its friend recommendations, Facebook has no idea who the real me is.
Do I see this as gaming the system, just for a code? Heck no! If any of you have City of Heroes characters with Facebook pages, feel free to add Ellio-- er, Captain-Electric! (However you do that on there.) I've always kind of wanted to play around with Facebook, but because of privacy concerns, this is the perfect occasion for the perfect compromise.
Edit: A deluge of Captain Picard-inspired characters in 3, 2, 1....

If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

If half of the characters from Heroes were able to have Facebook and/or Myspace pages, I don't see a problem with a video game character having one.
Everytime I try to upgrade it says this code can't be used to upgrade an account. Any help?

The Promotions page still doesn't work for me.
Teams are the number one killer of soloists.
I got mine as I'm already on Facebook for friends and family purposes.
And guys, you do not have to sign up as yourself. If you wanted to, you could sign up as Arcanaville or Steelclaw or Samuraiko with a hotmail address (they count as valid) and you're set. I know more than a few folks who have CoH character FB pages just for fun.
And if you're on as yourself, you can change your privacy settings if you're concerned about security. MMO's, video games, all sorts of things are using Facebook for exclusive promotions and giveaways. It's just the way of things in the era of social media.

I don't play any of those crazy games, and I only accept people I actually know as friends, and I sure as Praetoria don't click on every link that shows up on the 'News Feed'. So far, so good. YMMV.
