While the visual clue in that pic makes it pretty evident who the devs have in mind, I must agree that Statesman would be a better choice.
- The City of Heroes comics tended to portray Statesman as arrogant and self-absorbed. His continued leadership could pose a problem to effectively dealing with the Praetorian threat.
- Even Hero 1 thought Statesman was a bit too violent. Hero 1 (nee Honoree) could always be restored to his old self using the Lost Cure, perhaps with Sister Psyche's help in restoring his shattered mind, and step in to fill Statesman's leadership role.
- Statesman dying, as one of the fore-running Incarnates on the side of good, would give more weight to the role of player Incarnates who would have to step up to fill the void left by the death of Marcus Cole.
- Statesman's death would potentially even give Emperor Cole pause, as they share the same powers and source of their power and if Statesman can die, as powerful as he is... it could demonstrate to him that he's not as safe as he thinks he is.
- It would be an excellent opportunity for a major player-participation event in the game.
Anyway, just my $CURRENCY 0.02 there.

Issue 16 made me feel like this.

My moneys on Manti.. and then sister psyche going down the mother mayhem route, and mind controlling everyone to kill the person who killed manti...
I kind of gotta go with Vaden here, how has Statesman really been the bane of everyone's existence? He's not much different from one of those statues. Then there's sheer fact that we all hate him just goes to show there'd be ZERO emotional impact of his death.
If they're going to kill Statesman, they'd need him to become more likable in the first place.
Now just removing statesman would be easy, especially to set up for character development.
First: You have him fight Tyrant... And then the Well of Furies withdraw all support from him mid-fight, leaving him not only a normal human, but suffering a relapse of his Mustard Seed Gas poisoning (which, the Well of Furies never did actually cure).
Second: Someone else intervenes and dies to help him, I'd probably say Blue Steel, BaB, Manti, or even an ordinary PPD officer. Bonus points if they honestly lay down a surprising amount of smack on Tyrant. This would prove to Statesman you don't the power of the Well to stand up against super powers.
Finally: After recovering in the hospital, Statesman, now just Marcus Cole again feels humiliated and humbled by the experience. Realizing that the world has greater heroes than him already, he goes on a sabbatical journey, vowing that when he returns to be strong enough to support other heroes.
Bonus points: Something similar happens to Lord Recluse, only instead of going on sabbatical, he, armed with only SoA AT powers, proves that even without the support of the Well, he's more than capable of keeping the rest of Arachnos in-line, but still develops common sense and withdraws to straighten Arachnos out (like that horrific idea of making Arachnos bases have chicken wire floors and mandating female personale to wear heels) and strengthen the hold he has.

If you read the history, Statesman was responsible for what is now known as "Boomtown" by tossing a Rikti ship or two in its direction. The history doesn't specifically say that (that I could find), but any whose origins are dated from the time of Boomtown's decimation have reason to dislike, even hate, Statesman. Since none of my characters originated from Boomtown, I have no personal complaints against him. My SG leader, on the other hand, does.
Here's a quote from the history: "From the moment the first invader stepped through a portal, the heroes in Paragon City sprang into action. Statesman led the charge, quite literally, hurling his body into one of the largest attack craft. A minute later the massive flying fortress exploded from within and fell crashing to the ground. The seemingly unharmed Statesman flashed across the sky and into another ship, with similarly devastating results. It was only after the third such assault that he became aware of the tremendous collateral damage these falling behemoths were causing when they crashed to the streets below. Aware of this problem, he changed tactics, using his incredible strength to actually push the giant ships out over the river before demolishing them."

You'd think that a hero of Statesman's stature and knowledge would be a bit more intelligent in such things, no? The quote doesn't directly point at Baumton ("Boomtown") as being the recipient of those ships crashing, but we can infer that evidence seems to indicate that it was Baumton and the Rikti War Zone.
Personally, I don't think it will be Statesman who will die, but rather, Manticore, followed by Sister Psyche who may commit suicide at her loss (depending on how close her and Manti are depicted).
Statesman is the face of the game, so I doubt it will be him. I wouldn't mind Manticore be knocked off. His death may alter Sister Psyche (Psychic + Trauma = Plot Set Up) and could shake things up for Wyvern. Another one would be BABs, he is losing a zone and it is usually the black guy who gets killed first, or maybe the devs are genre savvy, that may be a psych out.
Statesman=!Jack Emmert. People still seem to ignore that. And States merely suffers from poor writing.
I doubt they'd kill anyone off, honestly. Killing characters off for shock value and such is an incredibly lame thing I doubt our dev writers would lower themselves to.

Though I do agree that one would think Statesman would have known better, some part of me almost thinks that that was a mistake if it hadn't been up for so long. seems like something to poke the lore thread about.
