Every major hero has its major villain... a good list would be...

Thanos (Adam Warlock)
Dr. Doom (Fantastic Four)
Magneto (X-Men)
Red Skull (Captain America)
Kang (Avengers)
Ultron (Giant-man/Ant-man/Avengers)
Baron Mordo (Dr. Strange)
Dormammu (Dr. Strange)
Loki (Thor)
Dr. Octopus (Spider-Man)
Green Goblin (Spider-Man)
Mole Man (Fantastic Four)
The Mandarin (Iron Man)
The Leader (Hulk)

I dont see Galactus as a villain... too cosmic...

but if you go over the major hero list you will automatically find the arch villain to go with it.

I guess a better explanation would be which villains are the most dangerous? We'll also toss in evil, thus eliminating Galactis.

Example: Doc Ock may have a certain marquee value (especially to the main stream) but he's not threatening the world or the galaxy/universe any time soon.

I agree, right now with the Symbiote teamed up with Flash Thompson. Venom is being played like he was during his anti-hero days. Same goes for Eddie Brock with his Anti-Venom persona. Not really much of an A-List villain.

No Kingpin? He was always a solid Spider-Man antagonist, and his first-rate arcs in Daredevil by Frank Miller and later Brian Michael Bendis raised him to A list status as a dangerous opponent, the closest the Marvel Universe has to a Professor Moriarty. (And let's not start about how John Byrne bit his style when rebooting Lex Luthor back when.) Has a supervillain ever so ruthlessly exploited a hero's weaknesses as he did in the "Born Again" arc?

Does dangerousness rank here in terms of simply overall scale or the particular threat represented to the protagonist?

Norman Osborne (he has morphed into the Lex Luthor role)

Red Skull

...and that would be it.

Others I considered but kicked are:

Galactus (more a force of nature than a villain)
Mandarin (not well known enough)
The Leader (see comment above)
Dark Phoenix (dead? alive? too confusing...)
Magneto (good? bad? young? old? um...not sure)
The Hulk (wait - that won't happen till this winter )

EDIT: I could / should add Ultron to the list too.

I'd add Bullseye.

I'd also remove the Red Skull, I've always hated him. The Nazi villain thing is tired and played out, but that's just, like, my opinion, man.

Magneto (depending on his mood)

Baron Von Strucker (Hail Hydra!)
Loki
Vulcan (I know he's new, but his bat$#!% insane attack on the Shi'ar, killing Banshee, Black Bolt and Corsair, and ripping Gladiator's eye out made me like him quite a bit.)
Kingpin
Fin Fang Foom

For most evil in general, though not world threatening:
Bullseye
Sabretooth
Carnage

Biggest threats to the world in Marvel:
Reed Richards
Professor X
Legion
Franklin Richards
Jean Grey (whenever she's alive)

Biggest problem in today's Marvel, is alot of those great icons of real big villainy are either dead or reformed
