The NPC in Ellen Town must be a contact or a trainer.
Its a Carnival of Light woman, you can see the sticks at the back and the boots. Looks like a upgrades Vanessa Devore, or maybe another Praetorian Carnival.

Why doesn't tyrant use nuclear weapons on the primals.

Because even evil has standards.
Albeit some rather twisted or weird ones.
So maybe having been at ground zero of a nuclear bomb made Cole honestly think twice about such a decision... Or it could be that he just knew Hamidon wouldn't be affected by the Nukes at all.

I really just wanted to say mad props to the texture artist(s) that worked on this new zone. They've done an awesome job giving the zone character! I hope the music guys were on top of their game for the zone as well. I think one of the weakest areas in this game is the music.

Looking forward to visiting First Ward!

I always thought that the Ghouls were sort of an accidental plague started by one overzealous scientist trying to outdo Neuron which then raged out of control.

As the new zone is accessible from Praetoria, will there be loyalist and resistance storylines or just the same missions as the primals get? If there are praetorian storylines, does that mean the level 20 exit mish is gone/moved? Also, since there is access for both primals and praets, will it allow access to the opposite word (primals to praetoria, praetorians to paragon/rogue) instead of having to use pocket d or go through the exit praet portal mish?

The screenshots of the new zone(s) look awesome. I really hope the legacy zones in CoH/V get the same treatment as time goes on. And I for one am looking forward to our new giant flying sea turtle overlords.
