And I'd bet a large sum that i21 is atleast 3 months off which is plenty of time to add another round of PP
Positron's i13 letter: We are trying to make PvP more accessible to new players, while giving experienced PvP'ers the advantage that comes with formulating tactics around the new systems we're putting in place. PvP from now on will be on our priority list. If something isn't working out, we'll be in there tweaking it and making it work, for the entire future of the product, not just Issue 13.

The list provided by the devs was not a complete list.
I am sure there are quite a few suprizes that will players smile...

This is what I think is going to happen....
A major Revamp of /Poison set and the dev ports it to Corr, Troller and Defender.
The whole /Poison set is a laughing matter. With the new change of aoe shield buffs, each SINGLE debuff of Weaken and Envenom costs 13 endurance. Freezing Rain costs 20 something endurance and it hits many targets, but if you debuff with Weaken and then Envenom, you already spent 26 endurance.
Poison Trap under /Poison is the most useless power in the game. It has zero synergy with the rest of the set.
What's left is to normalize all Assassin Strikes and improve Stalker's old sets (Claw, MA and EM)! You don't need to bring back the missing PbAoE attack. You just need to make the existing ones better! For example, make Slice a WIDER and LONGER cone.
That sounds like the argument for why there would be proliferation in i20, too. And i19. And, well, pretty much every issue that hasn't had "X" feature, there've been people saying "well they didn't say it wasn't coming!"

At which point you could send your melee in with Noxious Gas to beat on and debuff that held group.

illusion to dominators please!!!!! and broad sword too brutes?
And Dark Blast/Dark Manipulation for blasters, and Dark Assault to pair with illusions on Doms (cause you can recolor the illusion set dark anyway).
And maybe Ice Melee and Ice Armor for stalkers.
And finally Fire Blast/Thermal for Defenders.
i can absolutely, positively, guarantee that there will be a power proliferation in i21. wanna know why, and what? that would be dark miasma to trollers, why you ask, well i'll tell ya. i've had a character concept sense i started playing that was a grav troller, and with what we had available, DM would be a great secondary, but it just wasn't available. now that time manip is coming, it makes a much better fit for my character concept, therefore, we will now get DM as a secondary for trollers now that i no longer need it
(i won't tell them that i have a fire/DM troller concept as well, cuz if i did, it would just jinx it again and we would never get it)

I certainly dont expect any proliferation but it would be nice. The ones I want most are:
Force field for corruptors (ice/ff).
Illusion for dominators (illusion/fire, illusion/energy).
Radiation emission for masterminds (necro/rad).
Ice melee and energy aura for scrappers (ice/ea).
Fire blast for defenders (traps/fire and storm/fire).
Traps for controllers (fire/traps, earth/traps, elec/traps).
Poison for controllers (fire/poison, earth/poison, illusion/poison).
Dark miasma for controllers (fire/dark, illusion/dark, earth/dark).

It was already stated by Black Scorpion during the Praetorian Surge events (and again during a Ustream chat) that there's Proliferation planned for i21.

Thanks to @EnsonsDeath for the GVE code that made me VIP again!
With a new tutorial and a (presumably) new VIP server on the horizon, playing fresh new characters on this shiny new server could breathe a little bit of life into the early game. It’s getting a little hard to find a team outside of Incarnate Trials and weekly Strike Targets already. With only one new powerset in I21, a little proliferation could go a long way towards giving folks a reason to make new Level 1s rather than just focusing on how to move their existing Incarnates over as quickly as possible.
One personal note: I just had a fight last night with Maelstrom in one of the tip missions so if you could only proliferate one powerset for I21, please, please, please give us a version of Martial Arts as a blaster secondary. Please. It totally works. You’ve got your stun, you’ve got your build up, you’ve got your knockback “get away from me” power, you got your AOE knockdown. With some minor adjustments, it would work wonderfully as blaster secondary and would provide us with a much needed “natural” option for those primary powersets that don’t have a thematic match. I have a number of blasters using energy now that would instantly get a re-roll with MA if it were available. What better time to do that than with the release of a new issue with a new tutorial?
