Fortune Ettiquette
I prefer a "Fortune Buddy" system, but that doesnt cover everyone that doesnt have the pack.
So I tend to just doll it out, but I do find I do it less at higher elvels as any of the effects become less beneficial it seems.
My wife and I both have the power, and mostly just use it on each other. I will occasionally hit someone else with it if they use it on me, but for the most part, I don't play buffers because I don't like to. I don't want to become one, so I'm not real free with it.
The few times I've used it unasked, I've never had anyone complain, since if they don't want it, they can just click No in the box that asks you if you accept.
I usually fortune a squishy or if someone fortunes me.
I've been asked not to fortune someone because the visual/sound effects were a problem and/or character background didn't suit it.
One thing that drives me insane is people fortuning in mid-combat. PLEASE don't do that. I'd rather never be fortuned than have that box pop up as I'm trying to kill/buff.

With sgmates when on team we just buff the person next on the team list.
While on PUG's tho I wait for someone to buff me then I'll hit 'em back or if they ask.
People are screwy sometimes about buff's best to play it safe.
I fortune everyone on the team that doesn't have one. Sometimes people cry on the forums that they don't like being buffed but I have never had it happen in game.
While waiting around for a team to get together I will fortune tanks first as they have the riskiest job normally, then the team leader for forming the team, then anyone else as time allows. If someone doesn't want one I will of course skip them. Fortunes are by no means a requirement for success, but other than for hard core immersive role players I can't think of why anyone should be offended by them in a team. I don't throw them around at Wentworths and the like, but I am not offended when someone hits me with one there.
If I remember I tend to try to Fortune the whole team.
I've never once had anyone complain. The Fool is the only one with a negative aspect, and it's only a 3% tohit debuff... hardly something that'll make a large impact, especially later on (even lowbies won't be hugely impacted).

I often forget, but if we're on a team standing around doing nothing I'll fortune someone, and I'll do it if someone hits me first (then I remember). Sometimes we're doing things so fast that there's hardly any time to think about buffing.
Outside of teams I almost never use it, unless someone else hits me with it first.

I usually fortune everyone on my team that doesn't have one. I don't think it's anything that requires asking first. If they don't want it, they can always click "no" or do nothing at all and let the time run out.

I've only had one negative response when giving out fortunes. There is a certain player on my server that will not accept fortunes due to religious beliefs. Whenever I team with this person i try to let the other players know not to read this players fortune. Other than that i usually get a fortune back for whoever i first initiate a fortune reading. I especially like to read the fortunes of lower level characters in atlas park.

The first was that since fortune can be declined some people wanted all buffs to have that option.
The second complaint was when they removed the ability to decline the buff and people demanded it be turned back on.
After the devs complied and reactivated the ability to decline the buff the griefers started complaining because they couldn't harass people with the buff anymore.

My peeve with Fortunes is that people must think it's like any other buff, except that Fortunes brings up a pop up confirm pop-up window. An pop-up window in the middle of a fight is very annoying and inconsiderate. It is reminiscent of unsolicited SG invites.
Teams are the number one killer of soloists.

To me, the main point is why are you doing the Fortune, or any buff for that matter.
If it's while people are gathering at the door for a mission or gearing up for the next fight in a mission, buff away. If I'm in the University working at the invention station or at the Auction House buying things, don't put the damn buff on me. Especially if it makes a pop up that interferes with what I'm doing.
Spamming buffs are random strangers is a bad habit too many people have. I blame Everquest. When EQ came out, you got better at a skill or power by using it more often, so you'd have mobs of buff spammers standing outside each city hitting everyone who came by with buffs. It served a purpose. I could go to the buff spot and get rained on and then go kill bats or wolves or whatever, and they got to practice their new spells. But almost no game system does that any longer. People just randomly spam buffs out without even knowing why they are doing it. Without even thinking about how short the time the buff will last. Are people supposed to suddenly stop what they are doing and run to a mission as fast as possible so the buff will end halfway through attacking the first mob?
I am waiting hopefully for the day when all Auction Houses and Black Markets, and heck, even inside the Stores, University, and the Plaza around Miss Liberty all have the 'No Powers Zone' that Pretoria has in it's Auction House. Maybe then people with buff powers will figure out there is a difference between being useful and being annoying.

The only time I mind a random buff is when someone hits me with thermal or ice shields. I don't care if they're the best buffs in the game, I don't like how they look and that's that.
Sonic/Force shields aren't so bad since they aren't as graphically intrusive to me.
I have no problem whatsoever with Fortune buffs. Having to click the accept button for the Fortune doesn't bother me at all.
The devs could always implement a feature in options that will enable or disable buffs from non-team members but I'm sure there are technical reasons why such a feature could never be implemented.
The Pop Up. Because you have to accept it, it's actually more annoying than the other buff spam in the game.

It's not a big deal to me, but I am a little surprised at how often a teammate will stop to read your fortune in the middle of a fight. I always think, "Really? Is that the most useful thing you could be doing at this moment?"
I admit, I hardly ever cast the fortune myself. I don't play a lot of support characters, so I'm not in the habit of buffing teammates, and half the time I forget the power is even there.

Unless you don't want the buff, in which case just ignore the pop-up and it goes away on its own. (This is what I understand the complaint to be. If you're complaining about having to accept when you want the buff, well, that's another thing entirely.)

The jerks try to time it so they can get the window to pop up on you when you are in the middle of something so the window will be distracting you.
Now personally I'm used to blind invites popping up on me so I can ignore the fortune window when it shows up.
Unless you don't want the buff, in which case just ignore the pop-up and it goes away on its own.

It doesn't go away fast enough. If you hit a person who is addicted to mouse clicking targets instead of tabbing then it's in the way. If someone is in another window doing crafting, selling or trading it takes precedence and may cause them to close a window they didn't want to or choose something they didn't intend to.
And most importantly, why should I have to wait for the thing to go away when instead you could just not be annoying and not spam Fortune like a crack addicted monkey pleasuring himself.
Most of the time, I auto-click on 'no' and keep moving. It's an annoyance, like rubber banding while moving or typing something in local that I meant to type in team. Annoying things happen, ignore and move along. If I'm at the Auction House I will take the time to tell the person they are causing problems for people who are trying to make bids, but that's because I've had people who were annoying enough to spam it in the Auction House and also stupid enough to not keep track of who they've hit with buffs and will come around a second or even third time if I don't tell them to stop.
Buff spam, Fortune or otherwise, is an annoyance. The correct etiquette would be, buff before combat on your team mates. Leave everyone else alone.

I'm curious to hear about people's tendencies with regard to fortune use.
The first big question is
"Is fortune always welcome?"
Are there some people who think the possible drawbacks of fortune (for example, I know fool can often lead to END problems on lower level characters) make it a risk they'd rather not take? Is it alright to use it in combat, or does the act of clicking on that button really piss someone off.
2nd Question
How should Fortune be given out?
Do you just always fortune someone if they fortune you? Or, since it offers a good chance of a damage boost (even if minor), does that mean you hit your damage dealers with it first? Or perhaps you just fortune anyone who's costume you like?
In a large group, do you always target whoever is first in the team menu?
Or do you use it on tanks or key team players?
Or is it just random?
I'd love to hear people's rationale, if they've thought about it, and have a perspective.
Would rather not hear from people who don't care.
