Why does pain domination have to be evil?

You didn't actually refute anything I said. If he's the epitome of the superhero, why does he use his powers for evil?
If the Punisher blew up a building to collapse it on a villain, we'd all agree he was a vigilante. If Superman threw a villain at a building, causing it to collapse, why wouldn't he also be a vigilante? Heck, the Punisher would most likely have made sure the building was empty (so nobody would tamper with his trap, but still, no innocents), whereas Supes would have acted in the heat of the moment, meaning the building was probably populated. And as I said before, Superman can go back in time. After destroying the building and killing hundreds, he could go back in time and catch the bad guy before impact, but does he? No. Never. Superman performs acts of evil in the pursuit of justice when he is capable of making other choices, and he rarely shows any remorse. He is the very definition of a vigilante, and you cannot prove otherwise.
Heck, his very presence is a violation of the law - he's an illlegal immigrant, unless he's at some point applied for refugee status. But to do that, he'd have to reveal his true identity, and I'm pretty sure he's never done that.

This is true in theory, but I don't find it true in practice. I'm not going to spend the time earning hero merits on nearly a dozen characters. I have a few heroes that I run them on, and anything they earn using them I can send to anyone on either side. Meanwhile my Rogues and Vigilantes can attend any trial, SF or TF for the other side except the CoP, which concerns me very little. Most of my villains have become rogues, and I see no need to move them further.

Pain Domination actually works pretty well for Natural origin in that way. It's too bad I can't change the animations to better convey that my MM is giving orders, rather than using the Empathy animations.
