- On Primal Earth, he goes on to become the hero Statesman, while his friend Stefan Richter becomes his foe Lord Recluse.
- On Praetorian Earth, he becomes Emperor Cole.
- On Axis Earth, he becomes the Reichsman, dictator of Axis Amerika and leader of the Fifth Column.
That said, it's not unreasonable for a Praetorian to have some distrust for any Marcus Cole they should happen to encounter.

Fact 1 - I just read the history timeline on the CoH website that says Marcus Cole is Statesman
Fact 2 - I have two toons in the GR content which were both planned out to be Heroes when leaving While leveling through Praetoria, I have come to dislike Marcus Cole. Even my Loyalist toon dislikes him. But with decision time fast approaching, how do I reconcile the fact that Marcus Cole (evil bad bad man!) is also Statesman (awesome Superhero)? I really don't want to be a villain, but unless I can pull some justification outta my tush, I'll be forced to do it. Help me! |
Marcus Cole of Praetoria is known as Emperor Cole and is also called Tyrant by some.
Marcus Cole of Primal Earth is widely known by the name Statesman.
There are many characters who have counterparts in both Praetoria and Primal Earth. Consider them as being sort of like identical twins that live in different dimensions. They may have started out nearly identical, but growing up in different worlds has made them into different people.

Emperor Marcus Cole of Praetoria is the classic study of what would happen if you let a civic-minded superhero like Statesman become so obsessed with the idea of imposing order and security over everyone that he effectively decided to establish a totalitarian government to better "protect and control" society. Strictly speaking Emperor Cole is not evil or a "villain" in the traditional sense, but he has imposed his will over his people to such an extent that he's basically forced everyone to give up their basic freedoms in exchange for his "enlightened protection". He's a comic book version of an Orwellian Big Brother.
If you want your characters to be heroes when they go to Primal Earth then it makes the most sense for them to be playing through the Resistance arcs in Praetoria first. There's no real right or wrong way to do it, but as far as the game is organized Loyalist=Villain and Resistance=Hero. You can tell that via many hints in the game not the least of which is the artwork used by the Agent of Praetoria and True to the Last badges - Loyalists get the red arachnos symbol and Resistance gets the blue star. But if you want a Loyalist to become a Primal hero just come up with a good RP reason why that's the case. Like I said there's no real right or wrong way to play it.

The idea that Praetoria is a parallel (or mirror) dimension to the Primal Earth where the original City of Hero/Villains is based was the whole point of the Going Rogue expansion.

GG's pedantic one-liners aside, it's really a game mechanic for rolling an AT to any side, not introducing new players to the City Of universe.

Emperor Marcus Cole is the one true incarnation, the savoir of his world while all his inferior counterparts have failed theirs. Accept no extra-dimensional substitutes, citizen!
Perhaps your faith in Emperor Cole has been shaken after your sacrifices necessary to do your duty defending our utopian metropolis; perhaps your curiosity has been piqued about a world in which another version permits its inhabitants the "freedom" of choice. If you turn your back on Praetoria now and travel to Paragon City, you will witness firsthand what happens when a people have free will: They selfishly choose to destroy everything good and pure, or stand by and allow others to do so, since they are incapable of the superhuman sacrifice that is Emperor Cole's burden. Only the Emperor can be trusted with the choice of destruction because we can be certain that he will use it only to protect Praetoria and defeat its enemies, wherever they are to be found.
Paragon's self-styled Statesman just stands around by a dock at the crime-ridden Independence Port, naively entreating lesser heroes to fight his battles for him. Honestly, he might as well be fishing.
Wikipedia (and the Paragon Wiki) has some good reading on the subject of parallel universes in fiction. (They are also often referred to as parallel dimensions, or even just parallel Earths.) A nice plot device, but the concept stems partly from the possibility that parallel universes may really exist.
For a good example of what this means for well-established comics, see a list of Marvel's parallel universes with a brief description of each.
But City of Heroes shines in this respect, too. The game encompasses dozens of realities, not just parallel universes but also various planes of existence within each. The physical natures of these planes vary widely, from the Spirit World that Croatoa is partially submerged in, to the physical realm most of our characters call home, to the Pocket D (pocket dimension) created by DJ Zero's extreme reality-shaping powers.
The characteristics of the various universes also vary widely--see that last link for a list of known parallel universes in City of Heroes. I use the term "known" because, presumably, many others are out there, undiscovered. Also, many well-written AE arcs have taken the concept and ran with it.
