This isnt the place for this. Your friend needs to email support, we're players not employees.
He was not banned simply for not playing for a while. They don't do that. There's some other reason to it. Go to Cityofheroes.com. There's a support center link on the left side of the page. You can contact support that way. We, the players, can't tell you why the account was banned.

I apologize for using this forum in this manner. The support system is being unwieldy, to say the least of it.
I acknowledge that my use of this forum for such a thing is against policy, but I am willing to take such a risk to garner the attention that is possibly necessary to resolve the problem. I highly doubt he was banned for not playing, that was a mocking remark.
I'm not asking fellow players for help here. Just raising a pitiful flag to try and catch the attention of someone who can help... again, not a player. So, again I shall apologize for involving you all in my and my friends selfish concerns.

And have them verify the email address while they're there. If your friend just stopped playing for a while (not "after arguing with someone," not "after running AE farms 50 times a day," but just "got bored and left for a while,") it's possible the account itself got hijacked and used for nefarious purposes.
And thank your friend. I don't get to use the word nefarious very often.
Thank you all for your help on this matter. I've sent a PM to theOcho, and made sure my friend would try calling the billing support instead of just the E-mail support.
I told him about the nefarious bit too.
Hopefully we can go back to righting wrongs and dishing out vigilante justice once more soon.
It might be worth mentioning that in the not-too-distant past, a few weeks ago, there was a relatively large ban net spread for something that NCsoft suspected was happening with a bunch of people's accounts. My roommate's account was banned, although she is one of the most helpful people in the game.
Point is, unless your friend was doing something he knows was wrong, there's a very good chance that it was banned by mistake during that sweep. Be sure to convey to your friend the message not to panic, Ocho will help get it fixed. It was a day or so after I raised the issue that they got hers unlocked.

I called and emailed NCSoft and they said there were many accounts whose user names and passwords were compromised by some malicious hacker. After I verified a few different product codes to the customer service rep, they unlocked my account and all is well.

The OP's friend should phone support (as opposed to e-mail), for more direct, instant assistance. I've read a few accounts of unusual difficulty in resolving this matter even by phone, so I can only imagine resolution by e-mail would be even more difficult.
Also, the original key used to activate the game seems to be a common thing support is asking for (despite the unreasonable nature of such a request for longer standing accounts). Hopefully the OP's friend has kept the original documentation.

This happened to me resonantly. Apparently my account was somehow involved in real money trading. Anyhow I went to the ncsoft page> help> support> ask a question. And told them about it. We eventually got it all worked out. Response time for the questions was surprisingly fast.
Edit: Ack. I know exactly how it happened. I just remembered that while going threw some old toons and several of them had spam from real money traders I never bothered to get rid of. They probably ran a sweep threw the in game E Mail system and banned anyone who had a lot of them. Make sure you go threw all your toons mail and clear them out.
Why would they ban the people being TARGETED by RMT'ers? That doesn't make sense, as then you make the victims... victims.

Edit: Ack. I know exactly how it happened. I just remembered that while going threw some old toons and several of them had spam from real money traders I never bothered to get rid of. They probably ran a sweep threw the in game E Mail system and banned anyone who had a lot of them. Make sure you go threw all your toons mail and clear them out.

Is that how it happens? If so that is ludicrous. I have no idea how many alts I have deleted with tobs of RMT emails. Now if they had come across one that had said "Heck yeah I'll buy some influence even though I could earn it off the market in 4 seconds,' I could understand.

My guess, and this is only a guess, is that there was a large amount of unauthorized account activity (login attempts, master account access attempts and who knows what else) and NCSoft decided the easiest way to combat this would be to lock down the accounts until it all got straightened out.

I couldn't figure out where the support forums were, so I'm going to post this plea here in the player help section.
A friend of mine, a long time CoX player, has just today tried to reactivate his account after a short hiatus. He was stopped by a message saying he was permanently banned.
I have been playing with him since the release of CoH and he has never been banned or even approached about misbehavior in the past. So it confuses me why he might be banned for simply not playing for a while... permanently at that.
I'm told that he is even blocked from logging into the forums, and that is why I'm posting here in his place.
Hopefully this can be resolved. Thank you for your time.
