My first guess is an accidentally-accessible dev tool. The devs have noted before that most of their tools are kinda "baked in" to the engine, and a certain other game developed by the same guys added an improved /demo environment that had things like playback/forward and controls.

It could be that this team is working on a similar tool to help them make cutscenes and videos more rapidly-- the back and forward views could be used to track (and with other toolbars modify) what appeared to happen.) and this UI somehow slipped out "into the wild."

Generally speaking, internal tools don't get nearly the same visual treatment as user-side tools, which would explain the different appearance....

If you can't figure out what key makes it appear, I'm going to say it's a sequence of keystrokes that does it. Try the Konami Code with WASD?

That said, living in Arizona, Spanish is already very prevalent (just walk

As for the original question, I have no idea. I've never seen it, but it most
reminds me of "playback controls" of some sort of graphics debugging tool.

I'll be curious to see what it turns out to be...

I've had that appear 2 or 3 times myself. No clue what it is, have never seen the 'off' button. I've just shut game down and reloaded.

They are clickable buttons, but don't seem to do anything. Clicking "off" or "hide empty" makes the interface disappear, and that's it.

Happens on all my characters (which isn't a huge list, really: two controllers, a defender, and a blaster). I use roughly the same keys for all my characters:

F1, F2, F3, F4, F5
1, 2, 3, 4, 5
Q, W, E, R, T
Tab
A, S, D, F
Space
Arrow Up, Down
Numpad 0, 5, 8

Very rarely I'll use other keys, but those are my "core" gameplay keys. Maybe it's a combination with some other key that I'm accidentally hitting.

I'm suspecting if you had some sort of "debugging" flag or build, those buttons would do more. You checked the COH executable - did you see any new or interesting log/data/debug files anywhere that aren't on the others? That value change as you do anything?

I'm really curious about what this does now.

Okay, with all the responses here, it's starting to sound like it's an actual, bonafide dev tool that's leaking out. I've never seen it myself, but whatever it is it looks like it has "For the devs" written all over it.

If I had to guess, this is an animation debug tool used to record and adjust, step by step, the animations, animation speed, and movement of an entity.
Developers don't name libraries randomly, and it's clear to me, from the path used, that this is a debug tool of some kind. The actual buttons shown seem to be related to the animations, what with Vel likely being shorthand for Velocity.

Since this thread was resurrected, I'll just note that I encountered this bar for the first time this weekend during a raid. Was a bit too busy to tinker with it much before it disappeared.

So it's something in the COH client. The question is what is it.
My friend @Shotty Mario also got it while he was running an Incarnate Trial. No idea what it was; he tried to fiddle with it but it didn't do much. I too thought it was a Demorecord tool.

Ditto! I have somehow managed to get that same thing at the bottom of my screen a couple times and have no idea what combination of keys strokes I accidental hit to make it appear. It always goes away eventually so I just chalk it up to me being in a hurry and being a typo queen,

I've had it occur too, generally in high enemy areas. May mean the server is fragmenting packets and when our client interprets them, it's calling that window to be opened.

Can't say for sure, but that's my speculation.

In addition to the above speculation, Vel appears to be Velocity. Perhaps a tool to create clones for testing?
