Personally, I would rather have a delay than have a major bug that screws up the game for some people. I've been working on a dominator on live, but I have not heard about that dom bug. I think I would have been peeved if my dom can't dominate.

Dear Devs,
Please release it when it's polished. And you can't polish something nicely if you're exhausted and sleep deprived. So please take the time to combine Efficiency with Accuracy in your enhancements screen. That means getting enough Endurance, which includes a balanced breakfast. It means eating your Hero-O's (or Utopios), and then drinking like two, or maybe seven or thirteen Red Beasts on the way to work. But sometimes, I know you're all thinking, these things just aren't enough. Well, you're right. And when times get tough, I mean really tough, the tough get Superadine. I know this guy in Kings Row.

It just seems counter intuitive to have a GAME ALTERING change for new players like inherent fitness and then not release it while you have new players actually checking out the game for the "Going Rogue" expansion.
Of course I'm guessing one of the major reasons for the change is new players who quit playing because standing around after combat watching a blue and green bar slowly refill doesn't feel all that heroic. I could be wrong.
Inherent fitness could be for all the veterans who still haven't figured out after 6 years how to use IOs to mitigate their endurance problems and are thinking about quitting ANY DAY because of it. In which case they should take their time with the release.
If they've toughed it out for 6 years a few more weeks shouldn't make any difference.
