Make a villain group go Rogue!
I like it.
It would not be hard to push the Outcasts to that. For instance, their face-offs against the Tsoo, modify the conversations to be like "You guys aren't wanted here" or some such. Also the Sky Raiders could be pushed that way.
Yeah, I was thinking something like the Sky Raiders could work for it, too.
Since Rogues are simply villains with scruples, how exactly would you show that a full villain group turned Rogue? Would their dialog be switched to discussions about what type of crimes were over the line?
It'd be less that and more new missions with the enemy group in it could occasionally put them as allies against a bigger enemy, or for a paycheck.

For groups that could go rogue: we could have splinter factions of the CoT who have remembered that they used to be good guys and no longer want to be evil, possibly led by Akarist.
There could also be Tsoo, with the whole 'honor' thing making them develop certain limits to what villainy they would be willing to perform.

Scrapyarders and Luddites are pretty close to Rogues already, but they don't work as well outside of their special areas.
Some Freakshow are going Rogue/Hero, at least in a few arcs/tips. Still, I'd like to see more, either of them or another group being more Rogue-ish.

Scrapyarders and Luddites are HEROES. They're just stuck in the Rogue Isles. Scrapyarder elites are Heroes, not Archvillains. They don't do bad things to anyone who doesn't have it coming.
As for Rogues, take a look at some Goldbricker dialog. There's one line about how he was breaking into a place and this little girl got in the way and so he just turned around and left. They want to steal and get money, but they don't actually want to /hurt/ anyone. Except you. Because you're a big bad villain.
And yes, many Freakshow have gone Rogue or even full Hero.

Agreed, regarding the Goldbrickers, they seem more Rougesh to me as well. Personally, I always thought it was a shame they were stuck in Cap. So a broader story line with them would be welcome.
The Sky Raiders are more on the other side of the spectrum of Rouges, they're pure Mercenaries. To be honest I can see leaving them alone story wise. Perhaps a slight rewright here and there to emphasize their Mercenary leanings.
Samuel_Tow is the only poster that makes me want to punch him in the head more often when I'm agreeing with him than when I'm disagreeing with him.

Also, I wouldn't call Luddites or Scrapyarders heroes.

Ye gads! Enough with the Sky Raiders! When it comes to Tip missions, the Raiders have become the new Longbow. I seem to be fighting them every other mission, in place of Crey and almost everybody else. Eh!

Maybe have the Freakshow lean towards Rogue?
I think it's possible that a large number of Outcasts might follow their leader's path.

The Freakshow are rogues. Atleast the ones working for Miss Francine. They are trying to reform themselves. I remember some even tried to stop me from robbing a bank.

...How the h. could Goldbrickers "go rogue" when the entire lot of 'em spends all day every day breaking into every office in Cap au Diable? That sounds like plain ol' crime to me.
And Sky Raiders? With a guy like Castillo at the helm? Bah. Castillo is far too busy holding up a hand-mirror and admiring his own naturally curly hair a la Peanuts co-star Frieda, to be any kind of heroic figure. He should never go rogue, because beating him up is only slightly less fun than beating up villainous idiot extraordinaire Ace McKnight. Wiping the floor with McKnight is one of the finer pleasures CoV has to offer.

Well, Vigilantes are still classified as 'Heroes' in the grand sceheme of things.
Going through the tip missions, you find that the Longbow hero group are actually pretty much vigilantes--you have to stop them more than once even as a hero.
But no villain group are Rogues! At least, not any big ones (I know Frostfire's a rogue that goes hero, but I dunno about the outcast group)
