Best aoe for scrapper
I'd probably say Elec/Shield or Fire/Fire for high AoE damage.
It would likely be a Spines/Dark or Fire/Dark. Maybe /Shield.

Elec/shield -> High burst AoE, decent enough normal AoE to kill whats left over, poor single target, very hard to kill once you softcap, due to very high burst damage
Fire/Fire -> Medium sustained AoE, decent single target, squishier then most scraper.
Spine/dark -> Medium to high AoE, low single target, not as squishy as /fire
Fire/dark -> Medium AoE, decent single target, not as squishy as /fire
Fire/shield -> Medium to high AoE, decent single target, not very squishy once you softcap.

Started my spines/fire last night. He looks AWESOME.

I have a leve 50 Spines/Fire that has 33% defense and a prett decent recharge speed for healing flames. The Burn change made him even better. AoE... got lots of it.. Spine Burst, Blazing Aura, Burn, Throw Spines, Ripper...
Yeah he is good for AoE.. Im in deparate and overwhelmed there is always Self Destruction followed by Rise of the Phoenix.
The hard things I can do--- The impossible just take a little bit longer.

I'd guess the best is Electric/Shield with massive recharge, but haven't done any math. Just a guess.
My Fire/Shield feels like it has very good sustained AoE (near perma Hasten, Fire Epic).
In a market forum thread, Fire/Shield and Electric/Shield were the top Scrappers for farm speed of the few that took up the influence per hour challenge. That could easily just be a sampling problem, though. I don't remember what other Scrappers participated, and don't know what sort of builds anyone was running.
Even though I'm still leveling, my Electric/Fire feels stronger for AoE than my Fire/Shield or my Spines/Dark, but I suspect it's because I'm level-pacted with a tank that loves herding, so it's all burst, pause, burst, pause. Great, great burst damage, combined with serious squishiness in my case since I don't have to worry much about survivability. Or wouldn't, if the tank didn't like aggroing several groups and letting them filter in as their friends go down. New enemies tend to like me!

My spines/fire/fire is a beast, 2 damage auras, Spine Burst, Burn, and fireball. I built for recovery, recharge, and melee defense.
I crashed a cadillac through the gates of hell and returned with a fistfull of dollars.
I saw an Elec/Shield scrapper the other day with AB, SB and FS on him.
He was very happy.
I think other people on the team got frustrated as they didn't get to kill anything.

I'll put my softcapped Elec/Shield/Mu scrapper up against anyone. He can lay the hurt on a couple spawns of minions and drop them in seconds without getting a scratch on his shiny shield.
BU + fully saturaited AAO + LR + SC + TS + Ball Lightning = death. Oh, and I'll throw in a Chain Induction while waiting for AAO to build up, so thats jumping around as well when the AOE's go off.
I've got a Spines/Elec built for AoE goodness. Basically the same benifits as spines/fire except better endurance management and better recharge. Slightly less damage from the Aura.

I'm not sure about optimum farming technique yet, but I've started farming (bosses off) with my Fire/Shield/Fire to see how it goes. Currently, I'm doing one x8 spawn per Build Up cycle, which recharges in 26.6 seconds. Jump into spawn, wait for them to gather, Build Up, Shield Charge, Fire Ball, Fire Sword Circle. About half the time there are a few survivors, often due to them not aggroing. Maybe take them out, maybe ignore them. Move to next spawn. I don't feel like I go any faster if I start attacking the next spawn before I have Build Up, as they're more spread out, sometimes they'll run, and I just end up wasting all of my time on single targets instead of just wiping out entire spawns all at once.
I think I'd need more AoEs to go faster. Actually, I'm just not sure how I could go faster unless I had more really big radius AoEs. It takes almost as long to get to the spawn and for them to gather as it does for my Build Up to recharge.

Unfortunately, if you don't have great burst damage on your farming scrapper, you'll never keep up with a farming brute. The main reason being, you don't have a lot of time to wear down the mob as a scrapper before they start running away from you. Of course this isn't an issue for a brute with their level of agro.

I've had several people come along, and they've always commented on how fast I go.
It's not all about the big numbers.

The chasing is because of the dmg aura. No taunt in the auras. The one thing I hate about DB/Ela scrapper.
You can round them up pretty easily, at first. But when their health gets low, they all take off. Its mading.
Also, if you can get around the running, DB/Ela is good AoE combo set too.

Elec/SD or Fire/SD with fire or mu epic powers get my vote for best aoe scrappers. Other combos are in the same neighborhood, but they fall behind in either their ability to hold aggro or their survivability. And I know this is about aoe, but sometimes you want some single target damage, and spines is painfully defficient there.
And a fire/sd or elec/sd will keep up with or surpass any farming brute.
I have a FM/SD scrapper and I have to say many times I'll round up a scattered mob without taking damage and then slam em with sheild charge and firesword circle and finish off anyone left before my buddy's Rain of Arrows even hits. Fast, efficent, and funny as hell watching arrows rain down on corpses.

I love my Fire/SD, but I'll take my SS/Fire Brute over it any day for pure AoE mayhem.

How would a Claws/Fire/Mu scrappy rank with those?
I'm currently building one myself and looking at different builds for it..with the one I'm looking at right now:
With double stacked Follow Up (and 16% damage bonus from sets), Spin will do doing considerable damage, then add Burn and your Damage Aura to that, and Ball Lightning, too. With Eviscerate as backup great damage for after the initial assault, and Focus/Mu Bolts for runners.
If you build for good recharge (I'm working with 75% on Mids right now) Spin recharges every 3.5 seconds (2.7 w/hasten), Burn every 9.5 (7.5 w/hasten), Ball Lightning every 12 (9.5 w/hasten), Eviscerate every 3.3 (2.6 w/hasten). Healing Flames is up every 15 seconds (12 with Hasten). Hasten has a downtime of about 15 seconds or so. Not to mention Fiery Embrace for random added damage buff every minute or so.
I realize that the damage per Double Stacked Follow Up and Spin is lower than Fire Sword Circle with a fully staturated AAO, but considering I can do Spin 2-3 times for every 1 FSC, not to mention Blazing Aura is still ticking about 39 damage every 2 seconds the overall damage should be higher than FM/SD, especially that shield charges recharges much slower than Burn as well.
I dunno, but to me that looks pretty solid AoE damage. Just not sure how it compares in practice.
