I tried calling them before, they put me on hold for like 30 minutes (I was buying a 6 month sub package, first time failed, second time it went though, but my credit card got charged twice even though the first never really went through)...and then I got disconnected. And that's long distance calling since I'm like half way across the world. Never got my money back too, but that's besides the point >.>
But, on the plus side: I tried the operation from a different location (was previously at work, tried from home) and it worked. No idea what's up with that, considering I live and work in the same city. -

That was the first thing I did when I called my credit card people. Check if my transactions are being blocked due to Fraud suspecions (It happened to me about 4 months ago and took quite a while to figure out what the problem was as well, so when that happened it was the first thing that occured to me). It's not, though.

So...I'm trying to renew my CoH account, using the same card that I've been using for the past 7 months. But, I keep getting this error when I try:

There are a lot of ways to build a /Cold Corr. Like you said, the starting, and most important step is lots of recharge. Because of Heatloss, you can cut around quite a few edges with Recovery. Try not to make it to where you're TOTALLY dependant on Heatloss. But you can still cut recovery a little slack.
As for defence, there are many ways to do it, and all of them work. You can go for S/L defence, or you can go for S/L/E defence (well, both ways you're gonna end up with sizeable Energy Defence due to the fact that the Corrs' only defence shield has all 3), or you can full ranged defence. While Soul Mastery is usually good, it's not necessary on an Ice/ corr, plus Dark Mastery has a much better recharge on Soul Drain. My Advice, though, is to actually go for an epic that won't force you into Melee at all like Soul Drain would. -
What I would really like, not including new pieces which is an obvious:
- Allow patterns on Tankers and Tank Tops for males
- More hair styles.
- More faces
- Don't limit my selection of colors on my powers. Get rid of the "Light"/"Dark" thingy and allow me to actually customize my powers like I want to. -

From the list that Zombie Man gave me, I looked at better GPUs that are at around or a little higher in price range. Ended with a list of (from 'worst' to 'best'):
GeForce GTS 250
GeForce GTS 450
GeForce GTX 260
GeForce GTX 460
Gonna check and see the availability and pricing on those cards. -
My ISP is Orange (the French one merged with JTC). And that page is a spoof. There is no actual cable service available in Jordan, sadly.

I see your system specs but what is your connection to the internet like?
When I had this problem, I first upgraded my memory. This stopped the client crashes but the loads were still slow. I upgraded again from a dualcore to quadcore with noticeable differences in load time. I went from loading last to loading first.
But while I think these things played a factor I believe bandwidth is the key in this. I've heard some say that 10KB is all this game needs but I just don't believe it but I can't find anyone knowledgeable enough to dissect this issue.
Do you have access to a 3G/4G wireless card? I use my VerizonWireless Card to troubleshoot CoH problems when I'm on the road. I don't think you need a new computer just more bandwidth.
(Funny part is, I've just checked again earlier today. Still can't upgarde my connection due to ISP's s***** servers and router nodes and stuff).
Awesome, so you recommend the GT9800? (Also keeping in mind that I can also order something that's not in the list. Will take a few days longer to get but if it's worth it, I'll take it). -
I am freakin' ASTONISHED.
So today, I went shopping for parts once again. And I found a great deal (I think, at least) on a brand new computer (we have several shops around here that build custom computers and sell them). It's nothing ground breaking. but from what I'm using right now, I figure it's a massive improvement from what I currently have. It comes with an I3-2100 processor (3.1 GHz/ 3 MB cash), 1 TB HDD, and 4 GB DD3 RAM (and all other components of course. And for my embarrasement I forgot what type of MB is on it x) for about $470. You guys think it's good? I can jump to in I5-2100 processor for an additional $125, but in all honesty I am most probably sticking with the I3.
Now here's is my dilemma. I need to choose a graphics card to go with it. Right now the selection they have is: nVidia GT210, G-FORCE9500, and G-FORCE GT9800. Of course, I pestered the guy there long enough to make him wait for me to make sure what kind I want, and that if I wanted something they don't have, they would order it and install it for me as well. So...can you guys help me choose a Graphics card to go with it? The PSU isn't a problem, can be freely changed to match whatever I need.
I'm super excited right now. But I need the expert advice from you guys. I know I"ve been asking a lot, please bare with me a little longer :P

I'm no expert, but I do believe people will be able to provide a much more helpful advice if you provide your system specs and PSU output so they know what is actually compatible with it.

I'm from Jordan, BTW (it's in the Middle East). I tried looking at new egg see if it delivers to my country but for some reason the site keeps crashing my browsers whenever I get to "check out" phase and the delivery location selection. But from a quick look at their FAQ:

Hyperstrike, thanks a lot for all your suggestions. Especially the new machine ones. Will definitely keep those in mind as apparently my system is indeed not exactly worth upgrading all that much. So will look into buying a new one a few months from now when I have the money for it saved. -

Well. More RAM and a new HDD where almost sure go for me (The HDD I have right now is too small and I need more storage space). I will have to check the market and see if they have any CPUs available that work for my motherboard. If can get a good deal on a Core 2 Quad processor might as well get that. My budget isn't exactly that tight. I have about $1000 saved aside for "personal luxury" ATM. But I honestly would rather not spend all that on a PC since there are a few more things I'd like to get as well.
Also, Hyperstrike. Yes my machine is directly connected to the modem. I'm not using a wireless connection. And I defrag my system every 2 weeks, plus after every patch for the game. I have an old IDE HDD right now, but the new one will definitely be SATA (probably going for a 500GB one rather than a 1TB. I don't think my MB will like the 1/2 TB HDDs). And since I'm getting a new HDD, I'm going to have to do a clean OS install eitherways. The old HDD will just be connected as slave drive for additional space. Plus there's a lot of stuff on it I want eitherways. There is nothing I can do about my connection right now, since as much as it sucks, sadly it's the highest available in the area I live. Been waiting on my ISP to upgade their stuff for 2 years now.

Thank you for all the info. I will certainly look into it. The only problem is that the vast majority of online sites do not deliver to my country. So I actually have to go around shops and check what they have and for what prices and stuff (and from what I"m seeing prices around here are rather higher than what I'm seeing online). That's why I'm trying to get the "research" done before I do that so when I buy something I know I want that.
