NCSoft store error
Are you trying to renew from a location far from your CC's billing address? I heard once that part of their risk management is to determine your approximate location via the computer's IP address you are currently at and seeing if that's close to where you should be according to your account info.
Another possibility is that the account management for subscriptions is currently offline and that's simply the only fail message they have.
No idea if you can go through support for this.

Call the credit card company back and ask for the Fraud department. I went through a similar situation a few years ago and the "regular" staff looking at the card couldn't see any problems or the attempted charges.
It turns out is was being blocked as possible fraud due to the store IP address being outside the US. Several calls to NCSoft in Austin and several to the Credit Card company didn't find the problems until someone with the credit card company got the wild idea to transfer me to the Fraud department.
All that NCSoft's billing department could see when we tried the transaction with them watching my account was that it was being blocked (not denied) by the credit card company.
Once I had them whitelist my purchases from NCSoft it stopped my problems.
EDIT: Some of the information is in the stickied post by Lighthouse called Discussion: Credit Card Billing Issues
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.
Black Pebble is my new hero.
That was the first thing I did when I called my credit card people. Check if my transactions are being blocked due to Fraud suspecions (It happened to me about 4 months ago and took quite a while to figure out what the problem was as well, so when that happened it was the first thing that occured to me). It's not, though.

It is a toll number to Austin, Texas, so be aware of any long distance charges you may incur. This number is available Monday through Friday, 12 PM to 5 PM, Central Time Zone.

Call support tomorrow instead of emailing. Calling for billing issues clears things up MUCH MUCH faster. Make sure you've got some kind of information to prove that you are you (boxes or emails with serial codes, etc.).

I tried calling them before, they put me on hold for like 30 minutes (I was buying a 6 month sub package, first time failed, second time it went though, but my credit card got charged twice even though the first never really went through)...and then I got disconnected. And that's long distance calling since I'm like half way across the world. Never got my money back too, but that's besides the point >.>
But, on the plus side: I tried the operation from a different location (was previously at work, tried from home) and it worked. No idea what's up with that, considering I live and work in the same city.

So...I'm trying to renew my CoH account, using the same card that I've been using for the past 7 months. But, I keep getting this error when I try:
The order did not pass risk management assessment
Which leads me to believe that the NCSoft site is stopping my transaction? Any idea why? How can I fix this? I tried using PayPal (funded through the same card) but that also didn't work. I've been using the same card since November last year, not sure why this all of a sudden. Any help would be appreciated.
