Teams are the number one killer of soloists.
I've had that happen on a few occasions. I literally had to spam "claim" like 100 times, even going as far as sending it back to myself a few times, and trying to spam it on a couple of toons.

Also, make sure that you do not have any other windows under the email. Map, contacts, inventory......etc. I've had problems before with trying to claim the items & it seems like if there is another game window under the claim button it doesn't work, ever since I make sure all windows are closed

With the default setup, the "minimize chat windows" arrow shaped button is right under the claim button causing it not to work.

Also, be sure to open the mail window large enough that the Claim button is clearly visible and not overlapping anything. Often when you first open it, it'll be squashed down a bit, and the claim button doesn't work in that position.

I've had this happen to me a few times as well, alot of times, like it has been stated it will click on whatever is behind the claim button, but I find that clicking on different places of the button helped, in my experiance though that may have just been the multiple clicking that did it, it seemed like it claimed more "reliably" when i clicked higher on the button
I tried resending it a couple of times and still didn't work(though I could claim it on the character I sent it from originally). I logged off and played another char for a while and tried it again a few hours later and it suddenly worked. ???

Is the receiving character at least level 10? If I remember right, characters under level 10 can't send or receive mail.

Zoning has helped me out a few times.
I was trying to claim a rare bit of salvage, forgot my salvage was full and after that it wouldn't allow it to be claimed even though I'd made space. It allowed me to claim it after zoning.
I do live in fear of hitting ignore rather than claim though.
