I'm a forum noob, so bare with me. This is in response to Blue_Centurion's last post.
I've never made an Energy/Energy blaster, so I hope I picked all the right powers. I also didn't know what patron/epic pool you were planning on going with, so I just picked Force for PFF (LotG mule and decent power). Lastly, I'm also on this big Afterburner kick. I made a Fire/Dark/Flame blaster with Afterburner and loving it (also an LotG mule).
My build has no purples. I did include the glad 3% def IO you said you had. The levels of the IOs are as if I was making/slotting the toon. All the generic recharge IOs are +5 enhancement boosted, and all LotG 7.5%'s and most of the proc IOs are minimum level so I can get the most out of them (I exemplar alot). Although I recently found out PVP IOs work at any level...mine would still be level 10 as I'll never get one as a drop and would most likely buy it via A or Emp merits.
It's ranged soft capped (45.7%), aoe is at 31.3%, energy and negative at 39.5%, the rest are considerably lower. 15.5% damage bonus and 107.5% recharge, with hasten, not perma'd, sorry. My resists are also low, but my thinking is, you're at ranged, you're ranged soft capped, if you're getting hit that much you're doing something wrong and deserve to die. Might be harsh, but this is my mentality playing my own toons as well.

Looking back over the build, you can sacrifice some AoE defense (3.76%) for more recovery, global accuracy and recharge by replacing the Detonation sets in Torrent and Explosive Blast with Positron and/or Ragnarok (for 1 of them). -
I'm going to save you 125 million influence. You have 6 LotG 7.5% global recharge IOs. Only 5 of any particular bonus works.

1. Any proc that affects you (chance to heal) will only trigger on the initial target. Any proc that affects your enemies (chance to hold or dmg) will have a chance to trigger on each jump.
2. Perf Shifter proc gives your enemies endurance. Tested this, and yes, it sucks.
3. Placate proc does not work for the same reason as chance to heal proc. Your Static Field becomes a pseudopet, so if it did proc, enemies could not attack your Static Field, which they can't attack anyway. -

As for Synaptic Overload, Domination only effects the initial cast. -
I love my Elec/Psi dom. Between Drain Psyche, Paralyzing Blast, and Synaptic Overload, all of which have a 100% chance to reduce recovery, and Conductive Aura draining endurance, I can completely drain most GMs of their end. Then I just beat on them while they stand there...fun stuffs. (I'm easily amused.)

An Elec/Psi Dom can completely drain Reichsman's endurance, and prevent him from gaining any. Then he just stands there. Dunno if an Elec/Psi would be able to drain Reichsman and the 4 AVs at the same time...would be fun to try tho =)

Drain Psyche is affected by Heal IOs. On my Elec/Psi/Fire Dom, I have 5 Doctored Wounds and an Accuracy IO. According to the in-game tooltip:

I did an STF level shifted and mapserved the team 3 times before folks in a global channel suggested it might be the level shift.
I thought maybe it was just the STF, and kept the tier 3 slotted on an RSF, after we mapserved once, I unslotted it.
I got bored and went to kill Eochai with the tier 3 slotted, and that's when I was mapserved fighting Eochai. -
I had the Spiritual Partial Radial Revamp (tier 3 Spiritual) slotted and I got mapserved while trying to kill Eochai in Croatoa...

I made my Elec/Psi Dominator when GR came out and I'm loving it.
I have Jolting Chains in my current build. It's unslotted, just a Devastation Hold Proc in it, and for me, that's enough.
Gremlins are ok. I rarely use them on teams, usually only bring them out for bosses. Solo, the extra dmg helps, except they tend to go off on their own, die, and leave me having to deal with 2 groups.
This is my current build. It's perma-hasten, perma-dom, almost perma-Drain Psyche (currently alpha slotted with tier 2 Spiritual, so it is Perma online.)

Heal IOs in Conductive Aura don't help much, the regen, even fully saturated is crap. Conductive Aura is an End Draining tool, in fact, it's your best one.
Paralyzing Blast and Synaptic Overload, in addition to being great powers, have a 100% chance to reduce your target's recovery rate, helping with sapping. Your other powers only have an x% chance to reduce recovery rate (it varies according to power).
Static Field is an awesome power. It's a pulsing sleep, so unlike other sleep powers, it continually reapplies itself as long as mobs stay in the field. Mobs in the field also lose end while giving you and your allies standing in the field end. It's not much, only 2 or 3 end, but every little bit helps. It also applies a slow movement and -recharge effect. -
I have a 50 Elec/Psi/Fire on Justice and I'm loving it. She's my new favorite toon, my old favorite being a 50 Ill/Kin troller...poor neglected Controller.
My goal in most long fights is, "Can I drain this AV/GM's end before my team can kill it?" Don't get me wrong, I do my part to unload as much damage as I can on the mob, it's just a lil game I play with myself. =P
Last night I was in an ITF, and on the last mission (defeat Rom, kill 300 cims), I got to play my lil game, and actually got some compliments on my end draining abilities. After Rom rezzes the first time, I don't know what it is, but it seems easier to drain his end, so, pretty much, after his first death, all he did was stand there with no blue bar. He'd die, I'd pop a break free (break free + Domination = no stun from rez), he'd rez, and then just stand there as his blue bar disappeared.
It's a fun combination. The first 31 levels were slow solo, I ran a whole buncha TFs. Gremlins at 32 helped, be ready to recast them often tho, they're one of the dumber pets (I've only played with Illusion and Fire Control, and I've got to say they're dumber than both the Phantasm and Imps.)
At 41, I actually picked Ice Mastery first, kept it til 50, then at 50 tried Psionic Mastery, and finally settled on Fire Mastery.
My first thoughts were to try to softcap S/L with Ice Mastery, but the more I played the toon, the less I felt I needed the defense.
I feel safe using Electric Control, between it's sleep, confuse, AE hold and knockdown, and Psionic Assault's Drain Psyche and Psi Shockwave, I can usually sap a group before they can do anything to me.
So, I switched to Psionic Mastery, took Link Minds, World of Confusion, and Psionic Tornado. I came to realize something, I am way too lazy to keep casting Link Minds. On my troller, I buff all day long, but on my Dom, well, there's a reason I made an Elec/ Dom instead of an Elec/ troller, no chance of picking a secondary with buffs. =P
Fire Mastery doesn't really play well with Electric Control, the dots from Fireball and Rain of Fire don't mesh well with Static Field's sleep pulse, but the dmg...if things are dead, they're not attacking you, right?

A friend told me I couldn't level a toon from 1 to 50 without making a new alt, I proved her wrong, and the thing is, I'm still enjoying the toon. =) -
Is the receiving character at least level 10? If I remember right, characters under level 10 can't send or receive mail.

I tried the stun proc in Conductive Aura when I first got it. I wasn't very impressed with the results. It works, just not as much as you'd want it to =P
