Paying 100,000,000 INF to the best build. I'll be the only judge of best build.

Rules:
1) Aiming for HIGH survivability while maintaining Damage that blasters are known for.
2) Must have Fly
3) Must Use Force Mastery w/ Temp Invulnerability
4) Must have Hasten, and be overall a very quick recharge centric build.
5) Can NOT use HO's or Purple sets.

Tips to win this challenge: Gear the build toward ranged damage (no blappers).

Thats some serious setbacks to make a build with, this means to get 1) you will have to spend alot more

I think I can modify one of my existing blaster builds as a pretty good submittal for this when I get home to play with my Mids.

Just wanted to check though, I can work with the Force APP easily enough, but would you be 100% against switching to the electric APP? It keeps the Energy concept going still, Surge of Power is approx equal to Force of Nature, Charged armor is arguably better than temp invul (2% less smash lethal, but 19% energy resist), and you can get some nice bonuses from the hold. Static discharge is also a nice AoE filler with boost range.

Like I said, I can make something work with Force APP, but figured I could see how opposed you were to the electric APP.

From my vaults . Conceptualized as a flying artillery platform, the only melee attack I took is the one that shoves stuff back out of melee (power thrust). This let me squeeze in assault, vengeance, and aid self.

Well, my attempt might be a little lower on def and rech than some of the other proposed builds, but it does have some other advantages

Key features:
47.4% S/L resist
Force of Nature access
41.8% ranged def (figured i would go hover blaster from your requirements), capped whenever you have powerboost active
mag 12 KB prot
Full stealth capability (Stealth IO+Super Speed)
Aid Self+power boost
Energy Torrent/Explosive Blast/Repulsion bomb (knock down don't forget) all slotted out as attacks, with 4.28/5.71/16 second recharge respectively... but each also has the force feedback proc in it, so you should be able to maintain some pretty high +recharge from that proc
Hasten has a 14-20ish second downtime (since its not perma its hard to figure out the exact downtime), but as mentioned, you should be able to get some decent use form the force feedback proc
Endurance drain only .62/sec with recover of 3.29/sec with all the defensive stuff (aside from stealth things) turned on, performance shifter proc, decent end slotting in all attacks, and conserve power

Side bonus:build is on the cheaper side for me, and I would assume you as well since you are able to give out 100M for it

Oops! Thanks for pointing that out, Black Assassin. Reading comprehension FTW. I personally don't think Hasten adds much to this build, the difference between bolt->blast->burst and bolt->blast->bolt->burst is about 2 dps, less than 2%. [total dmg of all attacks/(total cast time of all attacks+(.223 x number of attacks for Arcanatime))].

Since one can only take 4 power pools, this means I'll have to ditch either the medicine pool or the leadership pool. It doesn't make sense to give up a 10% boost (assault - applied to base, not enhanced, dmg) to gain less than 2% dps, so medicine it is, I guess.

So, here it is again with hasten, no aid self. I picked up a few extra shineys with the extra slots, but still don't feel it's worth the trade.

Did you mean Saturday the 8th or Sunday the 9th, but you can't have both.

Wait, since when did assault boost base damage, i dont think anything can boost base damage... assualt just adds a % in the same fashion as an enhancment (though not ED'd) or build up.

IE if you have 100% base damage+100% enhancment slotting and assualt is +10%, its only a 5% increase in final damage I thought.

Anyway, i figure Hasten is also more for the AoEs than the single target chain (though even then if you have enough other recharge its not huge). Plus, you do what the client wants

And i would just like to point out that asking for high survivability and then making us choose an epic that reduces our survivability makes no sense, you could get alot more from your toon if you picked up the def shield which would free up alot of slot space and cut costs, just my 2 inf

Glad to see you answered your own objection. I've been playing blasters since day 1. LOVE them. And Hasten has never NOT been a staple that enhances every single one of them. Show me a blaster w/ a ton of INF spent on him, but w/o hasten, and I'll take the one w/ equal INF spent with hasten every time. DPS is PER SECOND, and halfing recharge is like doubling dmg...to a point.

as a caveat, cloning another persons work won't fly. I'm going through each build and would notice "copying" pretty easily. In which case the winner would be the first entry by date.

Here's another take on a build. It goes for ranged (and energy) defense since it sounds like you want to play at range anyway. And hopefully the ranged defense would help against mezzing attacks. I also added stealth with the Celerity stealth IO in sprint because I've found that having the initiative in terms of when to strike is very helpful and another layer of protection.

I had to think about this for a minute to see where the confusion was . You're correct, nothing *changes* base dmg. By 'applied to base, not enhanced' dmg I was trying to clarify the difference between a +dmg boost and dps, I meant the same thing you stated; not that it somehow changed the amount of base dmg. i.e. dmg = base dmg x (1 + dmg enhancements), where dmg enhancements is anything that boosts your dmg- slotted enhancements, +dmg set bonuses, buffs. Assault usually winds up granting around +5% to total dps, but it can be a bit more when dmg enhancement is below 100% -or a bit less if damage enhancement is above 100% (possible with set bonuses).

Why do I feel like I just made that *less* clear?

for the sake of argument, consider a power that does 100 dmg with no enhancements.

we'll give it +95% for ED-slotted dmg from enhancement slotting.
dmg = 100 x (1 + .95) = 195 dmg

now well give it assault...
dmg = 100 x (1 + .95 + .105) = 205.5 dmg

and again, with 20% +dmg from set bonuses
dmg = 100 x (1 + .95 + .105 + .20) = 225.5 dmg

Regardless of enhancements or set bonuses, assault adds 10.5 points of dmg to the power.

The stealth stacks. Either individually is not enough to avoid getting noticed at close range. As a practical example, trying to stealth to the tree in STF without both (or similar, such as SS + stealth io, etc) is going to get ya smoked.

Congrats to the winner

Here is the built I sent in.

Range Defense Cap.
Aid Self - Combined with Power boost its a full heal from just about zero health.
AfterBurner offers Incarnate Defense numbers.
Was a toss up between PFF and Repulsion bomb. Went repulsion bomb slotting for stun for 17 second stun on minions allowing for some free time to deal with bosses. Though PFF with Aid Self would be nice for those "Oh Shoot" moments, but from personal experience being ranged capped and trying to heal is not that much of an issue.
Repulsion field is for those pesky fliers. Though limited in numbers can be a pain sometimes. Come near me and get knocked back down.
Active regeneration of 253%
Recovery within the 2 point ratio which is what you want so you don't suffer from endurance issues during a fight.
I didn't go with Nova because it puts you in melee range and also causes you to drop your toggles.
I have a Arch EM that uses a jet pack to hover blast and I am soloing 4/8 settings with him. This build is much better then what I have in many respecs. You learn as time goes by.

I went Positional Range capped compared to typed defense cap. I'm pretty sure you know going Positional is always more favorable then typed when it can be obtained. As it protects you from all type damage attacks. On top of this as you know going for range cap also provides you with negative and energy defense numbers which are almost capped at 37%. Which would be capped out using afterburner which in turn would also allow your range defense cap to exceed the new incarnate defense numbers of 59%.

Resistance wise the only difference was 9% for smash and lethal.

I had a higher inherit damage bonus and accuracy bonus. Even with Aim and Build activated my numbers were higher.

End result comparing our same attacks mine do more dps and have higher accuracy.

I had a much higher Status protection numbers, including protection from 3 status effects that the winner did not cover. On top of 12 knockback protection which is considered the number to have when fighting an AV, compared to 8.


On top of all of this my build offers 73% higher regeneration and the ability to heal yourself without the need of inspirations, thus allowing you more freedom to choose what to do with your inspirations.

And as I mentioned in a previous post its within the 2 point variance that is favored when looking at endurance spent to endurance recovered ratio. Otherwise you will be dependent on blue inspirations to supplement your endurance on a regular basis.

I am not trying to sound like a sore looser. But mathematically the numbers speak for themselves.

Now saying you wanted Nova blast in your build might have been a different story. But I assumed you didn't since you didn't mention it or at least didn't care if it was in the build or not.

I just found your comment a bit odd about my defense numbers and resistance numbers.

As long as the OP doesn't mind missing a lot (several attacks are 85% vs. +2s) or popping lots of yellows, resting a lot or popping lots of blues (I figured a 'burn time' of 94s for the ST attack chain), dealing subpar dmg (ED capped dmg in only 3 powers) or popping lots of reds, and getting mezzed a lot more often (or popping lots of break-frees)... should be fine .

edit to add: i used bolt-blast-bolt-burst as the ST chain. not the best chain for dmg, but the most end-efficient chain available to the build.

Me too. I actually started an Nrg/Nrg last night on Virtue becuase of this discussion. Was going to do a Beamer, then looked hard at it. I have always loved Energy, hated the KB. You know what. I am just gonna deal with it. This build will be the one i go with, unless I find something spectacularly better. Also, Ranged def, 12 pts KB prot, and all the other bells and whistles. I'll see ya in the cities. I'll be the guy hovering around while everyone I'm fighting goes flying past you.

Since you posted Plainguy, and "With all due respect", I'll address your sour grapes side by side with the winner, that I don't think you opened or you'd see some differences:

Plainguy's build:

NRG: 37.1%

Psi, Fire, Cold, Melee, AoE: 11.2%
Ranged: 46.2%

Ninja Assassin's:

Psi, Fire, Cold, Melee, AoE: 13.9

So, you're right. Numbers DON'T lie. If you'll check, I asked for most survivable...I never said I was gonna hover around and snipe. The power limitations were listed. Berating his build doesn't help change the fact that his is the more "survivable" build. Even if I were going w/ your playstyle of hover snipe, I'd still use his. Ranged mobs close to Melee whenever possible. This is the AI of the game. Omitting that omits the build of CoH at it's core. The ones who cannot close will have abilities to give -Fly THEN close. Most mobs in the game also Use S/L or incorporate it, whereas many fewer use NRG or NEG. Sure, If I were farming then I'd want that, but this is for general play. (Also if I were farming it wouldn't be this AT).

Hope this hasn't sounded too snotty, but saying you're better than a winner is bitter and shallow, and in this instance incorrect. I spent 2 hours looking over every entry, and this one beat the others. I stand by my choice, and state again, your numbers just weren't there. Also 9% res difference is HUGE! Don't discount that.
