I'm not sure, but I don't think anyone didn't win because their costume wasn't "Party" enough. With only three winners per server, I'm sure it just boiled down to "There are a bunch of awesome costumes, but we have to narrow it down to our favorite three!"
I won! 
The goal is to make the Devs Laugh. At least in my mind. So I went as Disco.

I won on Virtue last night as well. I used my Mardi Gras inspired brute, Vieux Carre, because what says "party" better than Mardi Gras?

I just want to again thank the Team for being cool enough to have some fun by taking something they deemed worthy of charging money for and handing it out for free to a bunch of contest winners!
For whatever it is worth... I snuck onto Liberty (Because that was the only night I could make it... and I love the Liberty people I've met on the forums) and I was lucky enough to win with this costume, hehe:
I took my Amazing Ape and put him into what I decided could be a winning party outfit...

I had a lot of fun at the various parties! However, I still haven't received my costume codes for having won the party pack last Thursday on Guardian. 
Has anyone else that won a party pack not received their costume codes either?
There is a little bit of a delay with the sending of the costume codes but we have your contact details folks, we'll get to you as quickly as possible!

sadly, i missed the notice of the party until it had already passed me by...see above statement.

If you don't get the codes to us soon then I am afraid we will need to start talking about you throwing in the upcoming Rikti Mentalist code as well for compensation, since technically it will be one of the "set".

I'll admit I'm kind of curious why this is taking so long. All they would conceivably have to do is e-mail the codes to the address on file for each of the winners. Am I missing something?

While I certainly enjoyed the chaos and the party, I'm kind of surprised that wearing bright golden armor and a gold trimmed black cape wasn't considered party wear for my magic blaster. That's what i wear to all of the Midnight Club events and they love it. Especially the gold sunglasses with the designer black frames. And my best golden aura.
Sigh.
I guess next time I'll just throw on a magic booster outfit. And considering the party crashers, my outfit was totally proper!
