I like the ones from Top Cow more, they were more serious and had better art.

I think the Blue King issues were more inline with the players game as Horus, Apex and War Witch was supposed to be players in Paragon.
Top Cow was ok as well. In those storylines you got a better feel for the background of the main heroes and the history of Paragon City.
But as a player I liked the first line better as it showed the plights of a band of heroes just starting out. The very last page of #12 of the Blue King ones is my very favourite.

I used him in one of my AE arcs too (it was a self-made 'revenge' mission for one of my characters that was sent to the Zig by him.)

The Blue King comics had a great feel because our three heroes were "minor" heroes. They were not all-powerful and had to use their wits. They were vulnerable. It had great appeal to the players, since that pretty well describes our own heroes in the game.
The Top Cow series featured the "major" heroes, but they ranged from Okay to Meh to Bleah in various aspects at various times, and I did not care for the way some of the authors treated the various characters. Some of the scripting was just painful to read.
The exception in Top Cow writing was Troy Hickman. I think he gave us a Statesman with humanity and a functional but "interesting" Freedom Phalanx. I really enjoyed his take on Citadel as well. I have continually banged on the drum to revive the comic with Hickman scripting and the Noble Savage doing the art. I think that team could revive either Blue King or Top Cow and put out a sensational product.
I am very interested to see where that "clue" is going to take us.
"How do you know you are on the side of good?" a Paragon citizen asked him. "How can we even know what is 'good'?"
"The Most High has spoken, even with His own blood," Melancton replied. "Surely we know."

I guess Praetorian WW, Apex and Horus might show up, but I can't imagine why when they're barely in Primal earth, and none of them (possible exception - War Witch) really fit an Incarnates story.
I just find it unlikely that the devs have picked out these increasingly obscure characters to be a major part of I19, but I hope I'm wrong.

Then again if those 3 Heroes are making a come back as Praetorian then they going need to add more lore in Primal Earth as well to bring them back form the Grave.
All of this can even be some type of Gag to cover up there true goal form us.

Here's hoping for a Boomtown revamp with an Apex Task Force! (And perhaps a revamp of the level range for Boomtown.)

That'd be pure awesome - and if he was actually an ally in some of the missions, as you said.
