I don't think I have ever written a single player note in any game I have played. The thought that someone would write one about me has never even crossed my mind. I suppose I would want to look though.
I can only read so much adoring praise and complimentary commentary about myself before... Ah, actually... it never gets old!

Honestly I can't see someone saying much about me though. I tend to fly under the radar.
I'd read them. I don't give a rats #$@ what strangers on the internet think about me, but I'd read them out of curiosity.
(i.e. No, it would not have any impact on my play style.)

Unlike rep comments, these would not be a useful tool of learning. When you get Rep comments, you know these were generated by the law of averages. Many people saw what you posted, and the the few who commented, be it good or bad, are meaningful. Player notes are generated from events which very, very few people get to notice. It's not useful as an appraisal of how I come off to people, it's an appraisal of how I came off to that particular person, which tells me more about the person than about me.
Hence, reading other people's player notes about me would be about as useless as reading their hidden journals, and far more useless than reading rep comments people have left for me.

Speaking of rep comments, what happened to them? I can no longer see the scales icon AT ALL. Did they take the system out completely?

I'd be fairly shocked if there were any notes for me to read.
I use the Stars and notes function a lot. I actually love the system. I rarely use it for negative feedback. I use it for a few things. Everyone in the SG I am in gets 5 stars. After that I use it to rate.
As I said I only rarely use it for negative comments, to be honest the people I run into this game for the most part all rate 5 stars anyway. But there is the odd occasion (probably 2 or 3 times since the function came out) that I've just given somebody 1 star and moved on.
I have a couple of times since seen one of the people moving through the city with that star over their head, and once was invited to a team they were on. As I said, I love the function.

The only time I've made notes was for new players, so I could remember the different things I'd shown them.

Global name is easy - the global name, without the @
The number - the rating, from 0-5
The names are the odd bit - it's not just separation by name, but by spaces in the name as well. (if you noted me, you wouldn't have "Memphis Bill, Name2, Name3" but "Memphis, Bill, Name2, Name3")
"Note" should be self explanatory.

I wouldn't care what was written, and I wouldn't change anything based on it.
As for playernotes, I use it all the time on a lot of my toons.
Most commonly, I reference it for PvP, detailing all kinds of things about
players (some tactical, some attitudinal, some build-related).
If I've run across complete f-wits, they're noted appropriately, as are the
people I've genuinely enjoyed and respected during my wanderings.
I also use the system to help track inf, items and ToDo plans for various
characters in my own "custom" entries.
Overall, it's a rather handy feature for me, personally.
But, for people who would read it, I'd throw out the Fleetwood Mac caveat
from "Oh Well" -- "Don't ask me what I think of you, I might not give the
answer that you want me to... Oh Well"

Not that the forum version didn't have its funny side, because nothing gets a snort of derision out of me faster than a wannabe-scorching attempt to flame one's opponent down to the ground... anonymously. Now that's courage....! Got something to say? Sign your name, cowboy. [general "you," there.] Then I MIGHT - note, might - at least take the time to read it. PROBABLY not, but I might.
Funny how that simply never happened. At least, last time I checked about a year ago when I turned it off, it hadn't. Should never have been implemented, let's hope it never returns.
