Actually there are already casinos in bloody bay and pocket d (the monkey fight club also has games in addition to the arena). Could easily add one to other city zones. Might already be one for all I know, I don't pay half as much attention to the hero zones as the villain ones. Always too annoyed at having to leave them to get somewhere else to do my missions.

In all seriousness, for a real inf sink, make the payout tradeable on the market whatever form it is. If they trade hands that is even more inf destroyed per the transaction fee.

I like the idea of being able to gamble infamy/influence in order to get something which could be redeemed for merits/tickets/rikti merits...whatever....just something to reduce the inf in the game other than the market.
For Blue side you could create a Cruise ship casino based out of Talos Island with a ferry that takes you to the ship located offshore (outside the 3 mile limit). You could even make it a co-op zone.
Heavens! You could even have some missions take place aboard the cruise ship/casino.
1. Underwater baddies attack the ship.
2. Bombs need defusing on the ship.
3. etc,etc,etc..
Allow bets to be placed on arena matches, with the "house" keeping a 20% cut.

I feel this is an excellent idea. I also like the casino boat idea as well. Missions on the casino boat + gambling on said boat is excellent. If only I can get a reasonable return on influence/infamy spent, I think this would be excellent. Bear in mind, if the casino costs more than the inf reduction from BM/WW transactions, then noone will use it. If it costs less, and this is easy to figure out from merits, then it will quickly slurp inf out of the economy.

Last I knew there were specific regulations for online betting in any kind of game ( which is why there are alot of poker and casino games based outside the US). Adding betting of any kind to COH may make it subject to those regulations, and hence won't be viable.
I am an ebil markeeter and will steal your moneiz ...correction stole your moneiz. I support keeping the poor down because it is impossible to make moneiz in this game.

exchange inf for prestige, for instance... So, if we're exchanging fake money,
inside a game location (however it looks), for tokens, vouchers, Market Merits,
whatever, even at a variable exchange rate, I'm not seeing an SEC sort of
issue here. <shrug>
FWIW, I like the concept, and would encourage the devs to consider the idea.

I beleive that as long as there is no way that proceedings from in game gambling can be converted into real life money this regulation does not apply.
They literally hundreds of gambling and casino programs that allow you to play Vegas/Monte Carlo bigshot with fake money, both online and as standalone software.
I even remember a strip poker game on the Apple ][ (Those graphics were awesome in 1982) that used currency you could spend to see less, if you take my meaning.

However, the idea was an inf sink. If a large ungoverned "pot" isn't an inf sink. It's just playing the shell game with who has and doesn't have it and not destroying any.
I think gambling, straight up inf for inf, on something like roulette would be the way to go. I like the offshore casino boat. Park it outside Striga Island.
Of COURSE you (the player) are not going to break even, on average. Won't stop players from betting, though. I remember when Foxwoods was new (indian casino in connecticut.) I don't remember the exact numbers, but it cost like $50 million to build and paid for itself in 3 months.

Let the slot machines (or w/e) work. Let player pay w/ inf and be paid in tokens. Tokens are redeemable for prizes (temp powers, enhancements, salvage, w/e but not inf) and or random rolls on reward tables.
Inf goes in but doesn't come out.
As per real a casino, the house always comes out ahead and takes a cut besides.
It's a totally voluntary tax that could be enjoyable as well.
I don't think it work as well if people could gamble inf for inf as if the gambling was inf for goods.
