I'm prepared to offer a bounty of one double-chocolate cake with fudge frosting dizzled with fudge, magic shell, and chocolate chips to BaB's for animating Ball Gowns / Hooped skirts for players!
I would recommend making your post in one of the existing threads where the Devs are calling for such feedback.

or Sexy J's costume request thread.

Good luck with that. Player budgets (processor assets per player model), cape systems, technical limits, cape physic limits, etc. Not that I don't feel ya, it's just some of the things the animators will say to shoot down your suggestion

I'll sign off on any suggestion to give PCs access to Carnie stuff. D/RM outfits especially, but corsets too.

I agree the hats that your toon wear does not come with a option to change the hair. Not all Hair is Short Or long or maybe you toon might be bald, you still might want to put a hat on Him or Her.

Totally agree about hats & hair.
The number of hats for females that do not have male haircuts (or totally bald) is distressingly small. I'd love to have a secondary option on hats that lets you choose between 3 different hair styles (short/bald, medium (like some have now), and long).
What's good for the females is good for the males. We don't all have military-style haircuts under our hats. What about us long-haired country boys?
As for flowing skirts: never say never after what's been accomplished in the last year. Maybe someday but it is true that it doesn't seem likely.

My toon was Pimpstress Bambi in game for 2 years, and shocking someone got mad and petitioned me... after 2 years. There can be half naked chicks running around, but I can't be Pimpstress Bambi?

On topic, hats being a separate costume piece from hair is one of the very few things I liked about Champions Online's Character Creator. It's something I've always wanted to have here.
I've always felt that hats could be moved to "Detail 1" and still work, allowing them to sit on top of any hairstyle.
Sure, there may be the odd clipping issue with some combos, but we get that anyway (eg Glam hair and capes)
