I no particular order..
# 7 Gave us Mayhem missions, as you mentioned, and also added Grandville and increased the level cap for Villains from 40 to 50 prompting a TON of retired villains to appear and scramble for 10 more levels LOL
# 8 Added Safeguards hero side and for the first time it wasn't necessary to run everywhere until level 14. Also gave us new content with the revamp of Faultline and started the VET reward system.
#9 Gave us the Invention and Market system which drastically changed the game making it possible for any hero or villain for have the best available enhancements through crafting or simply by selling and buying the best SOs. It also gave Villians their first opportunity to battle Hamidon
# 10 Gave us the RWZ and the first opportunity for COV and COH players to team other than during the special event in Pocket D.
#11 Which gave us Ouroboros and the ability to travel back in time. Not only adding content of its own but allowing all those desperate badgers out there to relax and enjoy the game without worrying about missing that "Badge mission" from the contact.
Not saying that the other issues haven't been good and added to the fun but those 5 issues dramatically altered the game in a period of just slightly over 2 years. Leveling became easier, travel was easier, finances improved and a huge amount of content was added. I can still recall, prior to issue 8 getting my MA/Regen scrapper to level 19 and discovering I had used up every mission from every contact I had. I soloed a lot back then and hadn't discovered the fun of task forces so with more than 5 bars before I hit 20 I found myself street fighting and running door missions in PvP to get to 20 so my contacts in Talos and IP would talk to me. Prior to issue 9 it was not uncommon for characters in the 30s to still be buying and using Training Origin enhancements because they couldn't even afford DOs much less SOs. Issue 11 allowed the serious badge hounds to stop living at the debt cap so they could coax a badge mission out of a contact .. now if you miss a badge just go to Ouroboros and run it. Heck with the new merit system in place I do most of them that way and not only add badges for doing time travel missions but gain reward merits for completing the mission itself. And this doesn't even include QoL improvements like upping the amount of influnce/infamy a player can transfer, adding stores in Kings Row, new train stops on the green line, and the addition of PURPLE recipes.

Elec Armor Energize - Very elegant solution to the set, really impressive that they did this while obeying the cottage rule
Oro Replays - Even if they are kind of clunky (let us invite people!)
Dominator Buff - They're much better

Fautline - I never even went there before Issue 8, but it's a great zone
Co-Op Teaming - Plus how fun the ITF is
Difficulty Settings - Customize as you wish

Power Customization - I wasn't excpecting to care about it, but it's amazing

Really tough, because there's been so many good ones.
My top 5:
1. Super sidekick - A huge improvement, making it vastly easier to form teams
2. Striga - When the Striga zone was added to the game, the concept of thematic story arcs that stayed in a single zone was premiered; it then went on to great use in CoV, Faultline, RWZ, Midnighter club, and other places. Striga was where it all started!
3. Inventions - made slotting so much better - and now you have non expiring enhancements
4. Villain Epic ATs - one of my favorite archetypes
5. Sonic resonance reskin to current graphics - no more headaches!
Nearly got on the top 5 list:
- These are #6 and #7: Tailor and Respec. It's hard to remember that when CoH started, you had to make a new hero (or delete and remake) to get a new costume or new power or slot selections!
Honorable mentions:
- Costume additions like capes, wings, the skirts that came with Issue 4 that were pleated and varying lengths, the additions to those skirts to make leather, patternable, etc, the Justice and Sinister sets, Samurai and Tech Sleek veteran reward sets, mirror finish updates to metallic sets with Ultra mode, Ear and Tail on separate choice lists, power color and weapon customizations, and I could go on and on with great costume additions.
- Jet Packs purchasable in Grandville and Shadow Shard available from first level if you need a 'travel power'
- Train to Founders Falls
1. PvP - Still one of the few reasons my subs are active.
2. Invention System - It's content without the messy mission stuff involved. I love being able to improve my characters in various directions and getting stronger without having to be weaker elsewhere.
3. Rikti War Zone - Fantastic stuff here, a whole slew of new arcs, new contacts, a new coat of paint and a raid instance. Great work here.
4. City of Villains - While it did split the playerbase into two sides, it's still loads of fun to this day.
5. Going Rogue - Brave statement but I've seen some crazy looking Enhancements out there. I want them, now.

1. power/animation customization-sweet Guinea pig of Winnipeg i love this, I had been lowballing it to avoid disappointment, figuring that animation replacement for melee attacks (Ranged are a bit less animation intensive) would be too time consuming. babs caught me flat-footed on this, and i was thrilled. spine/thorn customization was nice too, since my main vill is a plant /thorn, and the crystal thorns look amazing. since unarmed martial arts are my main powerset in pretty much any game i play, this was huge, now of courrse, the only bad thing..I WANT MORE!!!!
2. ssk- if you pug, this is a must.
3. patrol exp. I tend not to have time to play during the week, and i have a number of alts. as a result, i generally have a full level of turbo-exp every time i log in, its very nice.
4. weapon customization. Have you gotten the feeling that i like customization? yeah, back in the day i staunchly avoided weapon based powersets since the weapons looked ugly(especially legacy broadsword..yikes was that monstrosity ugly), this fixed that and made me want to play a number of weapon users.
5. veats- like most i was suspicious about being one of the mooks that I had mowed down boatloads of in this game, but the powersets border on unfair they are so good. crabs are visually unique with the claws, have strong aoe potential, and can deliver ranged pain while still having good armor and mez protection. widows i like even more because of their blend of a finesse based agile character and a ranged psychic damage dealer. and once you start getting a number of them all running their "leadership" auras, veats an break the game, and it is fun.

I haven't really played enough of the Issue 17 arcs or TF to add them yet.
These are my top 5 favorite updates by Issues in order:
Issue 0 - City of Heroes. It all began here. 'Nuff said.
Issue 16 & Issue 11 - Power Spectrum & A Stitch in Time. Natural extensions of our character costumization. These additions have made my characters that much more satisfying to play! Super Sidekicking system that allows me to play with my friends that much easier and get rewarded for it, even if I am exemplaring down!
Issue 17 - Dark Mirror. Animated tails, reflective costumes, and better shadows. Updated graphics before Going Rogue even hits the live servers!
Issue 9 - Breakthrough. The next step in character progression for me. My very own end game before the End Game system was even announced!
Issue 1 - Through the Looking Glass. Levels 41 - 50 were added, my favorite store Icon was put in the game, additional costume slots for each character, and outdoor instanced missions!
Honorable mentions: Issue 3 for the incredible additions of Global Chat and Epic Power Pools. Issue 13 for the Merit system. Issue 2 for Character Respecification, Capes, Auras, and Badges.

A few conversations with other players has left me a bit curious as to what people have enjoyed most changewise since they started playing. So, what I'm asking people to share in this thread is roughly when they started playing, a list of their 5 favorite updates and why they were so awesome. It could be something as specific as an item in a booster pack, a whole booster pack, part of an issue or an entire issue.
So to get us started, here's mine, from the perspective of someone who started in December 2005, in the gap between Issue 6 and Issue 7.
#5 - Positron Task Force Revamp (Issue 17)
Don't get me wrong, I always enjoyed the Positron TF and this was the facelift it needed. Unique maps. A more cohesive story! References to other things that happen around it! I love some of the name dropping, though I'm doing my best to avoid spoilers here for those who haven't had a go yet. Rebuilt to be essentially the same with a solid ending and far superior motivation. Now all we need is for Synapse and Manticore to get the same treatments.
#4 - Mayhem Missions (Issue 7)
I remember being really, really excited when I first had a go at these in the Open Beta. They were exciting. I blew things up. I had a real superhero come and try to stop me from robbing a bank. This was exactly what I'd spent the last six months I'd been playing wishing for and now it was in my lap. I must admit, even with all the other content we now have I still really love these. I haven't done one in far too long.
#3 - The Crash Site becomes the War Zone (Issue 10)
Wow. Just Wow. I'd been to the Crash Site once to marvel at the area (which, admittedly looked nice) and a few other times to start Respec trials. That was an incredible way to take a pretty, yet unused and uninteresting zone to a whole new level. People go there, there's an interesting story to be had, a fun zone event and lots of little details like the Malta and Council bases.
#2 - Power Customisation (Issue 16)
We asked for it. We got it! I mean, sure as issues go it wasn't a big one. There wasn't a lot to explore or do, but even with only one major character it was a lot of fun. The amount of entertainment I got out of the simple fact that my character's regeneration powers didn't glow anymore was unnatural. I guess the biggest kick I get out of it though is that my supergroup has a few people that have similar powers (sonic resonance being a big example) but now, they all give a different atmosphere.
#1 - Faultline Revamp (Issue 8)
Another wow. Such, such an underused zone. Almost as much so as the Crash Site was at the time. Once this hit though, it became a hot place to be. Not as much as it was when it first came out, of course but for me at least, Faultline is still the place to go for a good story, for a visually pleasing, logically laid out zone and for a bit of the old heroic aspect of the game. What says hero more than taking back a part of the city and restoring life to it? Plus, there is the fact that this contributed to my #5. It also helps that this taught me how awesome War Witch is.
