The concept is that you are stronger than your Henchmen; thus they are lower level than you with the obvious exception of the Tier 3 Henchie. He is the same Level, but you are still the Boss. Sort of a show of your own Power and ability to control an equal, but you arent going to surround yourself with equals to tempt the Fates. I mean, in game lore at least, Lord Recluse's lieutenants are not his equals, but His only true equal is the Destined One (whomever that may be).
Besides it works fine as is.

If you want to make them weaker/stronger than tweak their base stats don't just change their levels. |
Tweaking their base stats doesn't work, partly because a WHOLE LOT of stats scale with level, and partly because a few stats don't actually originate from the character. Base accuracy, for instance, is set per class, not per instance of pet.
And, really, what do you hope to get out of this? Even if they make them your level but tweak them to be functionally -2, what did you gain? A bigger number that means nothing? You're not going to make Mastermind henchmen any stronger than they are. In fact, Masterminds are more than strong enough as they are, and it's fairly easy to make an argument as to why they're overpowered.

If you want evidence, ask the x5 spawns in the Council and Longbow bases from last night. You might need to wait for them to get out of hospital, though. Or, y'know, be able to commune with the dead

Yeah, henchman levels are fine. Supremacy does a lot to make up for whatever disadvantage in combat they gain from lower levels, and x8 is a pretty common solo run for a lot of high-level MMs. I don't think anything's broken here.
As for the OP - MMs are already incredibly tough with all their pets as they sit now - they really don't need a buff.
Redside or Blueside? I mean, okay, the one you fight redside is entirely doable, but the one at the end of the STF... If you have, I'd like to hear how.

Statesman totally cheats, though.
What has he got, like 3 tier 9s? His crashless Unstoppable, his 'kill all Nightshade's pets in one' footstomp and his Zeus Lightning, which really is literally an I Win button.
I've seen at least one video of AV Recluse being solo'd (not in the STF), by a DM/Shield Scrapper. Has anyone ever solo'd AV (alright Hero) Statesman?
All I know is I want a power that makes all my MM's robots combine into one giant robot, that my MM then climbs into. So I can go stomping around in a giant robot.
Don't entice Castle to look at MM numbers! Just let us have Demon Summoning and hush up!

Me and a buddy once did a map with a whole pile of AVs and Heroes at 50. We were a level 50 Dark/Invul Brute and a level 50 Ice/Cold Corruptor. We've also duoed the Mender Silos Strike Force.
I can say easily that even though we tore through many AVs and Heroes like puppies through a shoe store, Statesman gave us pause. We barely managed to take him down in AE mission, and in the Mender Silos he got one of the only two kills in the mission (the other was Malaise, who pounced the Corr while I was pounding on Infernal.) He was easier to kill this time due to the Jade Spider's help, but still: stupid tough.
I have to say though, the Footstomp and the Lightning didn't phase my brute at all (and the corr death was a result of coming in to use Heat Loss and getting hit by both of them in a row), but the Crashless Unstoppable is cheattastic. It's the same reason I can't solo AV Ms Liberty on my brute despite being able to stand against her wailing on her for an amount of time I simply call 'long enough.'

Naturally, I wouldn't bother trying to solo team-designed content, but since I can pretend it doesn't exist and the game gives me a free pass on him, I don't see why not.
Furthermore, Recluse is fightable solo (kind of) in the hero version of the Mender Silos TF, where he's the one holding the Statesman. Of course, I had the whole Freedom Phalanx with me by that point, so it wasn't exactly "solo."
