Make me wonder why the authorities bother with heroes for hostage situations. "What? The Council has taken some City Councilmen hostage, and you want to call in some heroes? Don't waste their time; we'll just nerve gas the building and sort out the villains from the hostages at the hospital."

I'm not sure what the story is for villains, or if it's even explained.

The fact that you will automatically be teleported to the hospital means that you can never create a narrative with a true level of threat in this game... unless you just ignore the mechanism and its underpinnings.

You know, im weird, this long and i never played a mastermind past level 10, no reason, they seem fun, but i just never did, but i have leveled numerous dominators, i love them .
Zombie pets walking around under the Atlas statue is going to be annoying for me. I'm sorry but that's how I feel. It's just a game and I'll try to ignore it but it'll be hard.

Zombies are fine if you take the right approach. Zombies can basically just be puppets. They're often associated with evil, but it's possible to make goodguy necromancers. Guild Wars has them.
My Necro/Dark started off as a good person. She was part of a noble family that practiced necromancy and dark magic. They revived the dead and assembled flesh and bone into new shapes to use as pets and servants. For instance, they might create dogs or birds to carry messages long distances, scout, or hunt. They might use humanoid zombies to build buildings or do other menial labor.
Creepy but not evil.
