Praetoria is not Primal Earth. Praetoria had an Asian nuclear holocaust and the Devouring Earth as a world wide plague. This world was dying
Primal earth has 'freedom'. That 'freedom' is abused by any and all, from magic powered thugs to ancient demon lords. Your citizens are vivisected by the Vahzilok, experimented on by Crey, killed by Rikti, and have their very souls torn asunder by the Circle. Yet you refuse to take the needed actions to stop these threats!
I would much rather live under the rule of Emperor Cole than live with the dangers of your 'freedom'.

I have a question for both sides of this.
I consider a graph. One axis is number of people. One axis is the amount of injustice and suffering. Just as a graph of engine power is RPM and horsepower, the important part is how many squares are filled in, not how high the peak of horsepower is. THIS shows how usable your engine is under real world conditions. Not just that tiny little powerband at it's peak. A big fat curve beats the heck out of a hyperbola. It is well known that there is suffering and injustice in all societies.As long as there are people there WILL be injustice and suffering. The government that causes the LEAST amount of suffering and injustice is best. The question to me is how many squares are filled in in the graph. The Preatorian hyperbola curve of injustice and suffering, vs the fat curve of Primal Earth to me shows that the vast majority of humans on Preatoria have it better than their Primal Earth counterparts. I mean I know it would seriously suck for the poor people in Mother Mayhem's place, and that sort of thing but...... The sheer NUMBER of people that suffer every bit as much, if not more is far greater in Primal Earth. The Preatorians may be a sadistic nasty bunch, but the scale of suffering on Primal Earth. Yeesh! I would propose that Preatoria IS as close to paradise as people can come, and still have people in it. For every poor soul suffering in Preatora, there are 1000s suffering just as much as on Primal Earth.Perhaps 10s of 1000s. I'll see you your Mayhem's cruelty, and raise you a Vahzilok, a Circle, a Lost, and 2 Rikti wars! I didn't even to need throw in a Crey, a Council, a Tsoo, or any Skulls, Hellions or Outcasts. Do any of you truly understand the SCALE of misery that came from the Rikti wars alone? How many wept bitter tears because Nemisis didn't have his head popped like zit on Brass Monday?* How many shattered lives? There is but ONE forbidden thing in Preatoria, and that is to oppose Cole. Preatoria is NOT totalitarian, but authoritarian. There is an important distinction. Cole cares not what you do unless you plan to challenge his rule. You can sit on your lazy behind and never starve if you of a mind to live such an empty life. So be it you lazy slug! There will always be the stupid and lazy. Get fat, and veg out. My final question would be, other than trying to change who is in charge, what can you NOT do in Preatoria that you can in Primal Earth? You see the small group that suffers as individuals and thus they mean more to your than the faceless millions. Well each and every one of those millions you discount because your mind can't grasp the scale are induviduals! *I will close with a quote from Stalin. They are sacrifices in a war against tyranny and oppression, the Resistance can't see that and aren't willing to sacrifice the lives of sheep which do not comprehend the price of true freedom.
No, to bring down this Tyrant the use of brute force is required, I'm sure that there's some way of engineering another 'Siren's Call incident', some rogue superpowered element that goes critical, taking a large surrounding area with it. If such a thing cannot be engineered than the next best think, a nuke, would do just as well.
Yes many would die but the world would be better off, the lives of sheep exist merely to be slaughtered by those which will rise from the ashes and lay claim to the wasteland, to fight off their rivals, bury them in the burning sands and stand proud atop their mountain of skulls, proclaiming themselves king.
Humanity thrives in chaos, we have stagnated as a species, we nolonger require the need to adapt or evolve, only through chaos and true freedom can humanity once again make another step, as a species, towards the next part of our evolution. This is as true in Primal Earth as it is in Praetoria but more so in the 'safe' world of Praetoria.
It is too safe, the citizens too complying, living in their quiet lives without much excitement beyond tattling out some minor nusiance of a neighbour to the Police force. There is a dull fear, not a look of terror but a constant nagging fear, that needs to be transformed to a true shock of horror in order to break the citizenry from their pleasant little lives.
We true villains, those that will not bow to Cole, those who will take whatever we want, from whoever we want, shall bring the citizens terror they could not comprehend and we shall say to them that we are the true saviors, not the Resistance. We shall explain to them that their city needs to burn in order for them to be free, if they will not listen, then to hell with them...

Why would anyone choose to live in a world where all that suffering, crime, and destruction is not only allowed to continue, but seemingly tolerated? Not the way of life I would choose, for myself, or my family.
There's an old saying, "If ain't broke, don't fix it." I see no problems with Emperor Cole's regime. Why should I trade security and comfort for the resistance's failures and chaos. I'm more than willing to do my part in maintaining order in Praetoria.
