Initial level cap for Going Rogue
I don't see why as all the powers and such are already in place.
No plans for raising the level cap. The devs have been far m ore interested in alternatives to just "bigger numbers."
The reason both COH and COV started at 40 and went to 50 is... that there were no 40s on release. Gives the players time to play through, lets the game be released a little earlier, gives the devs a bit of time to polish up 40-50.
The game can have as many levels as the designers care to have. All abilities scale on a level-comparison formula. As for adding abilities to buy: who said they had to stuff abilities into those levels?
When City of Heroes was first released, the highest level a hero could be was 40. With the release of Issue 1, the level cap was raised to 50, and consequently accompanied by new zones. In the release of City of Villains for Issue 6, the initial level cap was again 40, and wasn't raised to 50 until Issue 7. Will Going Rogue follow this weird 'tradition'? If so, will level 50 characters be unable to do anything in Praetoria, or does Ouroboros patrol alternate timelines as well?

Noone except the devs knows the answer, but I'll be sure to ask at hero-con (unless they have already explained how things will work first).
Always remember, we were Heroes.
There will be a lot of "end game" content in GR, so some of that is likely to cover 50s turning evil or good.

Since there's going to be a new Praetorian Starting area you should be able to Experience all the low level content in Going Rogue as well

EDIT: Although, if the new starting content is set at "neutral", wouldn't that get messed up if you started playing it as a Hero or Villain?

I am neither for or against more levels, but there are several powers that I wouldn't mind having extra slots in......XD
Getting extra slots after 50 should be hard to do, however.

And I'm sure I'm not the first to think of this.. But wouldn't starting neutral also mean you could choose your powers more freely? As in mix vill and hero sets?
It's late, I probably didn't think this through, but the thought of it isn't half bad..

It's certainly possible that the same will happen in Going Rogue, but depending on how level 50 heroes and villains entering Praetoria are handled chances are that "tradition" will not be mainatained. My guess is that Going Rogue will be able to account for levels 1-50 of all factions at launch in some form or fashion. I'm sure more will be added in subsequent Issues after GR goes live.

Ur was a city in ancient Sumer, located at the site of modern Tell el-Mukayyar in Iraq's Dhi Qar Governorate. Once a coastal city near the mouth of the then Euphrates river on the Persian Gulf, Ur is now well inland. Currently, Ur is south of the Euphrates on its right bank, 16 kilometres (9.9 mi) from Nasiriyah, Iraq and close to the site of ancient Eridu.
The site is marked by the ruins of the Great Ziggurat of Ur, which contained the shrine of Nanna, excavated in the 1930s. The temple was built in the 21st century BC (short chronology), during the reign of Ur-Nammu and was reconstructed in the 6th century BC by Nabonidus.
It's possible... but not likely. Actually, I think that GR MIGHT be a bit light on mid-level content. So that might be something they'll work on for the following patch. I forget the exact sources, but I've heard that Going Rogue will offer a lot of new engame content options, and will also be fixing/enhancing and building on a lot of the low level content. So if those are the two focuses, then the mid-levels might be a bit lacking.

I don't think so - from the info we've had so far, it just sounds like you pick an AT and the power sets that AT can use, and then you play in the new low level zone until your moral rating makes you a hero or villain.

It would however be a chance to not only give a chance to create hero dominators and villain defenders, but also proliferate powers more. I love what has been done with earth for dominators and would like to see far more of that to be honest..
