Most of the controller AoE holds do no damage by default, though you can - and many do - add damage procs to them.

Every /unsign vote is a vote by someone that knows how to play. If this went into the game at least two ATs would be worthless in PvP or PvE. Hell if this happened half my characters would be impossible to play. And all other ATs would need a drastic nef to bring them inline with those effected. Probably remove all mezz resists/protections. Then try PvP.

This is the only fair thing to do. It's totally unfair that my Empath can't pwn everyone. 
Here is a post from Warhammer Online, they are saying that the CC in that game (beta, I assume) might be too weak:

The players seem to believe that less CC is good. Isn't it interesting that in this PvE oriented game, players are happy with lots of CC and in the PvP game, players are not.

Ice Arrow (TA) doesn't do any damage. It used to, back in issue 5 beta.
Oh yeah, I know there are lots more, but I just thought I would whine about that one a bit.
