That is so awesome, it's exactly what happened to me. I was level 12ish, had about 5 days in the game, and was just watching the contest. I wasn't even standing in line, but a bit off to the side. I got 5 million. (In July of 04).

Same here their was a coalition SG B-day party in Pocket D. I was just standing around and they were like here are the winners... They tried to trade with me I told them to keep the money.
Plus I find most the time it is just people they want to recruit or are already in their SG.

When I hold a costume contest, I look at many different things. First, I make sure the costume "makes sense", meaning that the pieces fit to make something that appears whole. Then I check their background information. I check the background for two things: to increase the chance that the character won't be deleted (and my influence passed on to them isn't lost in the aether -- this assumes their background is cohesive and not random bits of info), and to find out how their costume relates to their story. I don't care how "cool" your costume is if it doesn't make sense for your character.
Next, I refuse to hand influence to anyone over level 29. It's just a personal rule of mine. I also rule out any knockoff costumes that I recognize, then I move on to knock out "generic" costumes, meaning "Full Enforcer" and the like. It might look cool when used all together, but it really doesn't show originality and familiarity with the costume creator. I put a ton of weight on using pieces in a manner "outside" their intended purpose. Mixing and matching is something I look for specifically, even if it's just a mix and match of different styles of tech pieces. My main's "battle armor" is of this variety, using a combination of Cyborg, Enforcer, and Vanguard.
Of course, I haven't hosted a CC in a couple years. Of the many I've attended in the past, I won a fair amount of them. Lately, however, the trend for the CC is "who has the largest chest, the skimpiest clothes, or the most annoying costume color combination imaginable" that wins. It's a shame, really. I know it's all "preference" or "opinion", but I still don't like standing around for upwards of 30 minutes just to find out that the chick in the bikini top and thong is "the winner".

I thought about doing a CC but frankly I don't care enough about costumes to judge one so I didn't.
Instead I came up with the brilliant idea of handing 5-10m to random people with A) no vet badges and B) no AE badges
The only people I found were on trial accounts. I'm sure they were very happy to get the 50k-ish I could give them..
As for me... when hosting a contest, I usually state what I'm looking for. For example, a few nights ago, I hosted a contest on Triumph where I asked to see people in Vanguard or Cimeroran costumes. I also provided a secondary prize for the best other costume around.
When judging a contest, I like to look at secondary costumes (if availiable) and the info people put for their backgrounds. But first and foremost, I state right of the bat what I'm looing for. It seems unfairly arbitrary to not have something in mind, and if you see something outside your parameters to award it accordingly.
I run a contest at random at least once a month, and yeah, I am sometimes looking for recruits for my SG. Being called the League of Extraordinarily Well-Dressed Gentlepersons, it's a natural recruiting area. And I must say, from that Roman/Vanguard contest I found a great new member to the SG.

I've won several CC with varying degrees of Original, generic sets, and tributes. My biggest winner is probably my Mary the Martian (Marvin's sister). Funny thing is, I only pull her out for a CC. Never play her...
All the CC's I've won, though, were in CC's that I did not know the people/SG holding it. I was never asked to join a SG, and have generally had a decent experience with CC's. Of course I've lost many, but I chalk it up to whatever the CC judges want I didn't give them.
I just look for crap that makes me go "Wow I wish I thought of that."
I have held a few contests, been in a few, and won none. The last contest I held had a very good turnout--- mainly because of the prizes I offered. 1st place got a crafted Numina Unique and a Performance Shifter:Chance for END, 2nd place a crafted Kismet unique and choice between a Steadfast Protection knockback IO or a Karma Knockback IO, 3rd place got the IO that was not chosen and 5 million INF.
I was disappointed by the most recent contest I was in.. I thought all of the finalists were very mundane and there were LOTS of very good costumes to choose from. I understand that "beauty is in the eye of the beholder" and all that, but these choices seemed especially uninspired to me.
For not winning any costume contest I've been in with it; I have this one costume on my scrapper that, in the past 10 teams I've bean on, at least 2 people on each team have complimented my costume, and I often get tells from people passing by that they REALLY like it. These people need to host more contests on triumph. :P
But I'm not really complaining; many of the top 3 that I've seen recently have been fairly good... perhaps not always to my tastes, but then some people like rap 'music', and I wish to destroy that particular form of artistic expression with a huge explosion whenever I hear it.
By far, the best costume contest winner I've ever seen was dressed in black (or really dark blue) tights with the Emblem Blend pattern on the chest (in a brighter colour) and then a circular chest detail that was the same dark colour. the character's name had something to do with eclipses (if not simply "Eclipse"). He beat me for 3rd place. -That- I didn't mind loosing to; it was a fairly simple costume, but very well done (was shortly after those 8 or so "emblem" patterns were released).

Here's a way to have some fun:
Grab some prizes from your loot storage bins and go Atlas.
When a cc is organized. Go and reward the one you think should win.
And you didn't have have to go through the bother of organizing one.
And don't forget to broadcast the one you think won and what prize you gave them.

Yeah, I can imagine that's tough to find. As a new player (5 weeks) I escaped the AE thing in favor of seeing the regular content.... but I still went to AE at lv5 when the contact popped up, and tried one short mission solo. So I've got a couple AE badges.

In some cases, CC's seem rigged. In other cases - yeah, the people running it may just have a different idea of aesthetics than you.
I entered a "Patriotic-themed" contest on July 4th. When I went to Icon to make my contume, I thought "hey, lets make a clean and clear design, without too much clutter." Personally, I think it worked well. Maybe not enough to win, but.... Meanwhile, the winning costumes (while clearly thought out and well designed) were much more busy and complex than mine. So, even if I *did* think mine was the best, it obviously wouldn't have been in the eyes of the judges. Them's the breaks.
I've won a few here and there. I've lost more than I can count, and I've been a runner up a few times.
I don't think I have ever gone out of my way to enter one, but if someone happened to be holding one while I was in Atlas I'd sometimes hang out for a few. Nothing like free money for just standing around for a few minutes.
I've seen a number of winners that didn't deserve to be seen in public with the costume they had on, let alone be given money for it.

To keep it simple, whenever I hold a CC all I look for are cool costumes. I'm not interested in how long it took you to make. You could spend an hour making your costume but if it ain't cool in my eyes you don't win.
And that's the way any given CC should be. Hey, I'm the one putting out the call for the CC and it's my influence out of my toon's pocket. Therefore, it's my opinion that matters most.
One of my friends used to hold "costume and bio" contests back in '05.
He said it was really, really funny to see how many people showed up with typo-filled bios they had clearly made up between the time he announced the contest and the time he held it.
I'm pondering having a "second costume contest": winner gets a set of halloween salvage and an escort to the nice lady in Croatoa and back.

Dream Weaverz tries to host a CC on Liberty every Wednesday at 8:00p eastern... Our SG usually has several judges present and that helps eliminate the 'personal preference' aspect of choosing a costume/winner.
We usually list 4-5 toons in team chat that 'we like' and then debate the merits to reduce the number to 3 and decide from there who 'we think' has the most creative costume...
There is no rhyme or reason to many of the costumes we've seen and there are certainly a large number of random costumes out there.
It's all subjective, but we try to have several judges looking and choosing so it's not just one persons likes or dislikes...

I've won exactly one CC of the few I've entered. It happened to be with what 'I' thought was my best costume combined with a nice backstory. *shrug* I most likely entered a CC who's leaders had similar tastes to mine, nothing more.
Anytime someone you don't know comes up and says, "cool Costume", "Awesome look", or "I like your toon." Just just won a real CC. The prize is that someone liked what you did so much that they sent you a tell. That's worth more than any infulence gained standing ina conga line in Atlas.

Why do so many contest organizers insist on a "no powers" rule? I mean, I understand not wanting some jerk to disrupt everything by having Shadow Fall running the whole time, but telling, for example, a low-level fire tank that he can't have Fire Shield running seems unfair, especially when stuff like weapons or combat auras are usually considered okay. A lot of the time, powers are just as much a part of a character's visual element as their costume is; you think the Human Torch was designed to look cool when he's not on fire?
FUN FACT: That burst of light when you level up is actually the effectiveness escaping from your enhancements all at once.
When there are a lot of toons around, the amount of graphics can affect other low end computers. It can cause lag or boot people entirely.

And...a CC is usually for the best costume, not how many/few powers you have. Lots of powers detract from the look of a costume anyway and also give mid/high levels an advantage over lower levels. So the 'no power' rules is usually one that makes for fairness.
