A Local Guide to Ill/Rad Controllers
To get perma-PA, you need 203% or more total global Recharge. 30% of that comes from AM, and 70% comes from Hasten. I assume that your 143.8% includes AM, so adding Hasten's 70% gives you 213.8%, or well past the amount you need for Perma-PA. (With the Spiritual tier 3 boost, my current Recharge is 216%, but I don't have all those purple sets in my build.)
Several people have expressed an interest in getting the Mace PPP for the extra pet. However, you are giving up that fast-recharging single target blast that makes the Blind-SW-Blast-SW attack chain so effective. Comparing Fire APP to Mace PPP, Mace has Poisonous Ray, a single target blast with some -Resistance, but the recharge is 24 seconds compared to 8 for Fire Blast -- even with all the global recharge in this build, you still can't get a nice attack chain. Fireball is a great AoE, so those are pretty much equal. The Mace Shield is Defense rather than resistance, which is generally better . . . but if that is a significant factor, you can get a defense-based shield in the Ice APP AND a fast single-target blast. Fire offers Rise of the Phoenix, which is a pretty fun power to have but you hope you don't have to use it, while Mace has the extra pet. If your playstyle is to be more of a pet wrangler and less of a blaster, then I can certainly see going with Mace. But I rely too much on my fast Attack Chain, and changing to Mace would reduce my overall damage. |

Looking at my build, I could actually drop one rech IO from hasten, grab Spiritual (very rare is necessary here), and I'd still have the 275% total recharge necessary to get perma hasten. Interesting :-)

I don't currently have access to Mids, so I can't check your numbers.
Superior Invis is an Endurance Hog, so unless you are not going to use it, it needs to be slotted for EndRdx. And I have an easy solution -- move 5 slots from Ling Rad (where you are getting 3.something% Recharge) and slot 5 Red Fortune in Superior Invis for 5% Recharge. Together with the LotG Recharge, that's 12.5% recharge in that power.
Ling Rad works fine with a single Accuracy as long as you have some global accuracy and plenty of global recharge. Plus, the Spiritual tree has Slow, so you don't need to enhance the Slow.
I would get another slot into Blind, for an Acc/Dam Hami-O. Blind is used so often that the damage adds up. You could take one from Spectral Terror or the Travel from Recall Friend (but lose a little ranged defense). I would also put another slot for EndMod in Stamina -- you may have endurance issues.
In Scorpion Shield, you could trade the second -Knockback for a Luck of the Gambler Defense. That second -Knockback has only a few times when it really helps. If you replace the Acc/Dam/Rech in Phantom Army with a pure Dam/Rech, you'll cap Damage and Rech.
Do you want Blood Mandate in the Tarantula? Don't you want Recharge? I don't know since I have never had it.

Hey Local, I love the guide and my build is very very similar to yours. My global is at 113.75 just like your original build and PA's recharge is at about 1 min 58 sec, but i still feel like PA loses aggro for a second while i recast it, can you clarify?

The term, "Perma-PA" is actually a bit of a misnomer . . . Even when you get enough recharge so that PA recharge before the last one expires, you can cast the new set before the old one expires, but there is still a moment when the previous guys despawn and the new guys come in. Each PA guy appears about a second after the previous one appeared, so it take a total of about 3 seconds to replace PA.
"Perma-PA" simply means that the Recharge time for the power is shorter than the duration of the pets. It lets you re-cast to keep PA out all the time except for that short period during re-casting. (Of course, you need to keep Hasten and AM and any other powers that boost your recharge running at all times. While most people keep Hasten on Auto, it may be hard to remember to keep re-casting AM all the time.)
As a result, even a "Perma-PA" Illusion controller needs to take that short time into account when casting PA, as sometimes an AV might take a pot shot at the controller while PA are being recalled. (This is a big problem on the Statesman's TF if you want to try to tank Lord Recluse with a Perma-PA Illusion Controller. It works better with two who stagger the cast time of their PA.) Often, Phantasm's Decoy can fill the gap and pull aggro while PA are re-summoned. It is also useful to be invisible during this time, as it may keep you from being noticed quickly enough for an attack during the re-summon. Another way to deal with the cast time solo is to duck around a corner when you cast. Another, easier way is to pop a Purple Insp or two so that any shots at you will likely miss. Some folks like to use a high defense build.
One of my little favorite tricks that works most, but not all, of the time . . . Just when I'm about to re-cast PA, I will fly around BEHIND the AV, on the opposite side from where the PA are currently. Then I cast the PA in front of the AV. Often he won't get a chance to turn around and see me, especially if Phanty is on the front side, too. However, if the AV has a lot of AoEs, this has less of a chance to work.

My Ill/Rad is nearing 50 and I'm pretty much set on what I'm going to do as far as builds go. I've made a few modifications to your Perma-PA build to fit it to my needs (removed mutation and recall friend for maneuvers and tactics). My question is, how useful would you say your Fire Shield is? I really like the idea of tactics (maneuvers is set mule) but by running both tactics and fire shield I would run into end issues, so I am thinking of swapping fire shield out for something else like mutation. Is fire shield necessary to survive? I'm more of the type of player that tries to stay out of melee away from the fight (like you said you are in your guide). So I'm just wondering if you always run fire shield and do you absolutely need it if you wanted to solo a tough enemy like a AV or GM? And also do you have any recommendation for what to take for your Interface Slot? /Rad already has a ton of debuffs so I'm thinking I would go for Reactive: 25% res debuff and 75% Fire DoT to help pack some more damage. Fire Shield is certainly not a key power and could easily be dropped. It reduces the damage I take some, but it is not a big factor. I think it helps some mostly with AoE damage as long as the damage is Smash, Lethal or Fire. I do always run Fire Shield. A few times I have thought about trading it in for Rise of the Phoenix . . . but this character doesn't die all that often.

Fire Shield is certainly not a key power and could easily be dropped. It reduces the damage I take some, but it is not a big factor. I think it helps some mostly with AoE damage as long as the damage is Smash, Lethal or Fire. I do always run Fire Shield. A few times I have thought about trading it in for Rise of the Phoenix . . . but this character doesn't die all that often. On Interface I went with Reactive, too. This is, hands down, the best guide I have seen for any build.
It's great you are giving credit where it is due to many others, but you compiled it all brilliantly.
I apologize if this was covered and I missed it (I read all of this on my phone at lunch over several days) but I'd like to offer my own humble observation. In the strategy section you mentioned confusing sky raider engineers to get the ff generators to work for us us. I have found, too, that you can confuse the generator directly if you missed the engineer (or if the fight lasts long enough for his confusion to wear off). Presumably this will work on malta drones too, but I have a way to to go before I encounter them with this toon.
Great guide. I took many of its recommendations when building up my Ill/Rad that I am currently Incarnating. I've got two potential builds. My main goal is perma-PA. Secondary goals are perma-mez protection, ranged defense, and damage. I mostly play on large teams and enjoy manipulating dead teammates, thus I have the Veng/Fallout/Mutation combo.
The first build has Ageless in addition to Spiritual. That makes it very recharge rich even before the sets, and includes Psionic Mastery for IW. Psinado and Assault were the "last 2 out" that I just couldn't find room for.

Several people have expressed an interest in getting the Mace PPP for the extra pet. However, you are giving up that fast-recharging single target blast that makes the Blind-SW-Blast-SW attack chain so effective.
Comparing Fire APP to Mace PPP, Mace has Poisonous Ray, a single target blast with some -Resistance, but the recharge is 24 seconds compared to 8 for Fire Blast -- even with all the global recharge in this build, you still can't get a nice attack chain. Fireball is a great AoE, so those are pretty much equal. The Mace Shield is Defense rather than resistance, which is generally better . . . but if that is a significant factor, you can get a defense-based shield in the Ice APP AND a fast single-target blast. Fire offers Rise of the Phoenix, which is a pretty fun power to have but you hope you don't have to use it, while Mace has the extra pet.
If your playstyle is to be more of a pet wrangler and less of a blaster, then I can certainly see going with Mace. But I rely too much on my fast Attack Chain, and changing to Mace would reduce my overall damage.
