Well, the Forum changes has brought out "The Good, the Bad and the Ugly."

The Good? We can now go back and edit old posts, allowing me to fix typos and correct errors, and add more stuff! And I will be able to update this guide to its origial posts. This will also give me a chance to fix some stuff in my old Earth/Rad guide.

The Bad? All the links are messed up. Not only is the Guide to Guides usless, but links within my guide (and everyone else's) now send you to an Error page. It is going to be a real pain in the tail to fix all those links. I'll try to get around to it sometime.

The Ugly? The Forums changeover seems to have messed up Lists. I had to play around with it to make it work again. I did spend some time fixing the lists in this guide, but the font in lists seems to be a little bigger than the font in the rest of the post. Also, Links are underlined but no longer colored green. I had to take a while to figure out just where to place the color command so that it would work on links. But now links can be any color, as shown in the first section of this guide.

Thanks for the Guide Local. I already had a Ill/Rad that was almost perma PA but your guide made me take a look at my build again and I can see where I can add some more sets where I can get down to perma PA.

I finished up my final build for Obscura Directive, who hit level 50 over 2xp weekend!

The only slots I need to buy at this point are two more Enzymes, but at 30m+ each and little availability, I'm not in a rush. I have couple SO's in there for now to make up the gap.

I'm really happy with how it turned out. I'm maybe 5 seconds off perma-PA/AM/Hasten-close enough that my own shortcomings in hitting AM and Hasten are worse than the downtime. I run at +178.75 Recharge 95% of the time.

Problems with the build? Well, Endurance is always an issue in the back of my mind. Even at 3.92/sec Recovery, I can chew through my blue bar very quickly if I spam attacks and keep my toggles up. I'll look at adding a Miracle or Numinas to the build if I get one as a drop, but otherwise I'll just be cautious to keep a blue or two in pocket. Same for an LotG +7.5, which would tighten up the gaps in PA/Hasten/AM.

I also could complain about having too many great powers! This is a big time swiss army knife toon, with a half dozen ways of going about a fight.

As far as IO levels and choices, I bought the majority of this right after 2xp weekend, so prices were wonky. Salvage prices ranged wildly from one purchase to the next, running from 100 to 200,000 within 15 minutes. I tried to use Tickets to get the rares when I had some, but I think I was only able to get 4 or 5 (saving approx 5m).

I did have the two sets of Decimation and the Glimpse of the Abyss to start, as well as some generic level 30-40 IOs.

I was pretty pleased to spend under 190m to get to +78.78% Recharge. With some reasonable patience (of which I have none), I'm fairly confident you could get a similar build for under 150m. I was definitely in a 'buy it now' mode on this one.

No travel power till 49? I hope you don't exemp much. If so you'll be stuck with a Jetpack.

Superior Invis is a major END hog. I generally prefer Super Speed with a Stealth IO.

I rarely bother with Accuracy in Lingering Radiation. Any mob worth using it on will already have Radiation Infection, though granted I usually have more Accuracy from IO set bonuses. The regen debuff will stack, so I load it up with Recharge Reduction.

Even though you'll rarely be attacked on an Ill/Rad with near perma-PA, I still prefer 2 Blessing of the Zephyr IOs in travel powers for the 3.13% Ranged Defense.

Mutation is a bit END expensive. I usually put in an END Reduction, since you'll pretty much always benefit from that. You already have massive global Recharge Reduction, so slotting more in Mutation won't help it a huge amount. And you shouldn't need to rez frequently given the massive amount of control you have.

EM Pulse doesn't have an Accuracy penalty, but Flash does. You may want to slot a fair amount more Accuracy in Flash to make up for that.

I've heard that after using Hibernate you can't use it again for 120 seconds. You've got enough global Recharge Reduction already to get Hibernate below that, so slotting more won't help. You might want to slot Heal or Recovery, depending on which is usually slower.

Overall, a pretty nice build that avoids a bunch of Luck of the Gambler Recharges and other expensive IOs. Like TopDoc, I would take several powers in a different order . . . I always take my travel power at 14.

Nothing wrong with Superior Invis, but it is a major End Hog . . . but SI is better than Super Speed and a Stealth IO for when you run into foes with +perception. My Ill/Rad occasionally does the Lady Grey TF, with all those bothersome Rikti Drones, I apprecate having SI to get me able to get a little closer without being detected. He uses Teleport for travel, allowing him to stealth when others can't by teleporting past groups of Drones in the halls. However, I went with Super Speed + Steamy Mist on my Ill/Storm to free up a space for another Storm power. It depends on your playstyle.

I like having an Acc in Ling Rad, as one of its most important uses is against AVs, who strongly resist the -Defense Debuff from RI. Since the AVs are often high level, the Accuracy increases Ling Rad's chance to hit.

I would strongly agree with TopDoc that Flash needs more Accuracy. Flash has a 20% accuracy penalty, and needs at least 60-70% accuracy. Do you use it so often that you really need maxed Recharge? Especially since you have EM Pulse, too?

Good points, guys.

I do like Superior Invisibility despite the Endurance costs, so I'll keep that in there.

A jetpack is a pretty viable travel power in my mind, so I'm happy to push out Fly 'till the latest levels.

I'll consider moving that Acc out of Lingering Radiation and moving in another Recharge. Your reasoning makes sense, Top, and I can easily swap them in and out without respecing if I decide to add Acc again.

I'll admit that I haven't run into a situation yet where I didn't have Mutation up when I needed it, so an EndRed might be a good choice there, too.

Hmmm... Accuracy in Flash. I haven't noticed I'm missing stuff, but to be fair I'm mostly using Flash and EMP as a one-two punch in a rough situation where the team really needs some breathing room. Most likely the targets I'm missing are getting hit by EMP soon after. But I'll swap an Acc in there and see how it affects things.

Thanks very much! I'm loving this toon. I was really 'meh' about it until I IO'd the build, but now that I've made the investment I'm really enjoying how it plays solo and teamed. I can make some really useful contributions to just about any situation!

Hiya LM,

I have a Ill/Rad I made some 4 years ago and only made it to 17 before I left for another MMO with friends and family ( I know I know the SHAME of it all ! ) Anywho ! I climbed back into his skin and am enjoying him quite a bit.

I ran the Sister Psyche TF last night and knew I needed to modify him a bit. He's currently 26 ( as of this morning ). I put together this with the help of this thread. I was thinking I wanted a bit more def. than I had ( I face planted several times as my team was all 25 or nearly so, and I was 2 exp. INTO 20. Facing all purples for 3/4 of the TF was harsh so I was mostly a Radiant Aura spammer and alternate AM buffer ( another /Rad was on the team ). I put PA out when it was up, for what little agro they could pull and minimal dps.

I realize this is a $$$ build, but want something to aim for. I'm building to this spec on build 2 and on build 1 is my SO ( with Teleport ) build.

Is this near enough to perma PA to be viable? It's what I was hoping for. Thanks in advance for any advice, critique or mocking

I took a look at your build and have made a few suggested changes while trying not to change much. However, if I wanted to go with higher defense, I would probably go with the Ice APP set rather than Fire. The Ice set gives you Smashing/Lethal defense, and another place for a LotG Recharge IO in Ice Armor. Also, you can use Hibernate in place of Consume, and it only needs 1-2 Recharge. I did not make that change in the build below.

Personally, I have found one -Knockback IO to be enough almost all the time. I can put up with those rare situations where a second one would make a difference. But I left the second one in. I would also consider switching out Air Superiority for Hover (another place for a LotG) and add in an APP blast (Both Ice and Fire work very well). That gives you a ranged blast for that great attack chain of Blind-SW-Blast-SW. That would allow you to drop Combat Jumping. Again, I did not make that change in the build below.

OK, I had to do it. Here is the build with the Ice APP and two more mega-expensive purple sets. You could use the Devastation and Posi Blast sets for almost as much recharge in Ice Blast and Frost Breath, and your recharge on PA will only be about 61 seconds for a LOT less Infl. The Lethat/Smashing Defense goes up to about 27.8% with Ice Armor.

Found this guide while searching for "close to perma PA" builds. MY ill/rad hasn't been updated since right after IOs came out. This is a medium priced build that allows me to keep the primary forces epic set (after over 3 years it would feel wrong to switch).

Of course, I have severe altitis too and I'm currently working on four other builds, so this will take a while. Any viewpoints and comments are greatly appreciated.

I looked at your build and made a few smallish changes to the sets you chose, just as a suggestion. A little more damage and Recharge for a little less Defense.

I really like the Efficiency Adapter set in AM, as it has some nice bonuses to HP, Regen and Recovery plus that ever-important Recharge. I tried to damage-cap both PA and Phantasm. I'm not a big fan of the Primal APP for Ill/Rad . . . Illusion doesn't have enough usual type of control powers that will make use of Power Boost, and I find Torrent to be kind of lacking as an AoE. Since Illusion has no AoE damage powers, that last one was important to me. The single target Blast and Conserve Power are nice, though. But I left Primal in the build because you said that you like it.

This, of course, is just a suggestion. It may be that you want more defense and less recharge. The recharge difference is only a couple of seconds, but it gets you under 63 seconds, the 60 sec Recharge + 3 Second cast time needed for "Perma PA."

Thanks for the catch on Performance shifter vs. Efficacy adaptor. Not sure why I did that. I'll probably leave in the Thunderstrikes on Spectral Wounds for right now as I'm still working on Decimations on a few other characters.

I can't remember why I originally went with Primal on her. She's one of my first chracters, so I probably did it conceptually to match with Phanty's Power Blast and because it was "not fire", pre epic nerf. I do remember being sad when I finally found the power boost guide and found out how little it did affect.

I fixed the listings on the Perma PA build and added another one using the Fire APP (which I actually prefer on an Ill/Rad). I'm working on fixing the other builds so that the Datalink works.

The more I play, the more impressed I become with this guide.

It not only explains the utility of various powers, it puts them into context in both the discussion and the sample builds. That's important, because builds are about choosing from competing options.

On that note, I'd suggest one change particularly for new players, like me: take Mutation earlier.

If you team at all, this spares the expense of slotting a second build to be more group friendly. For someone struggling to afford IO's, it's costly to make a whole new "team oriented" build based around one power.

Mutation fits nicely in Local's suggested builds at 30, bumping Lingering Radiation until later. Why move LR? In fast moving groups, it gets less utility, both because of its slow recharge and because mobs don't last long enough for its benefits to shine. When soloing through small groups, its slow powers often aren't needed, as you can lock down each enemy without it.

It's not a bad power. It's most useful when moving through tougher mobs, and three times in the past month, its Regen debuff has made the difference for my team in wearing down an ornery AV. But it's less useful than the powers preceding it, and it can be bumped to 49 (or to 35, displacing Flash), while allowing your character earlier access to a valuable rez, all in a single build.

Thanks for the kind words about the guide. I tried to mix in a lot of opinions other than my own to give people a broad view of the powersets.

You make good points about Mutation. Mutation is a great battlefield Rez, and it is the next power I would fit into my builds if I could. I have Mutation on my Earth/Rad and Plant/Rad Controllers, and would fit it into my Ill/Rad if I took Hasten/Super Speed for travel. With the 60 month Vet Reward, I might drop Air Superiority and be able to fit in Mutation.

It depends on the team make-up and playstyle whether the slow in Ling Rad or Mutation's Rez will provide more benefit. Rezzing a key member of the team so that he can immediately jump back into the fight, substantially buffed, can turn the tables on a battle. On the other hand, there are some AVs that you run into in lower levels, especially if you like doing TFs, where having LR might provide that -Regen your team needs to take down the AV. With the availability of the temp power self-rez, and the ease with which anyone can combine Inspirations to make a Wakie, the "need" for rez powers are lower now than in previous incarnations of the game. That's why I did not include Mutation in my suggested builds, but I certainly can see good reasons why one might choose to take the power.

I find that the Slow in Ling Rad has minimal benefits when Phantom Army and Phantasm are drawing the attention of the foes. Illusion does lack control powers, and that added slow can be nice to have at times, but the distractions from Illusion generally do the job. The slow can be nice to slow down those occasional foes who run away from Spectral Terror, but even they don't go far. The main benefit of Ling Rad is the -Regen for AVs. If I have it anyway, I may as well use it for the slow as well, so I use it pretty constantly even if I'm not sure it is providing all that much benefit. (But that Slow is really nice on the ITF.)

Thanks so much for the guide! The sections on usage of deceive were especially informative! I struggled for several months trying to find a character that really fits for me. So what I did was start reading some of better guides out there and yours really stood out. Im at around 40 now on my ill/rad and although the idea of perma PA sounds really awesome, I think id have just as much fun without it. Ill shoot for your near perma, no need to break the bank, and just have fun with it. Thanks so much for showing the builds as you level as well. Most guides I see out there seem to have just the level 50 purpled out version available to us new players who know nothing about the AT yet. Again, great guide. I think you've helped a new player greatly find the class that's really meant for him and I appreciate it.

Trying to get perma PA is really, really expensive, and I would rather spend my time getting other characters. It's nice to see that it can be done, but my Illusion/Radiation is fun without being a super-expensive build.

I worked out this build for the Ill/Rad I'm currently working on. Made her two days ago and hit 12 last night. I'll probably attempt to hit 30-40 this week. I'd love to have your opinion. I'm going to attempt for Perma-PA, Perma-Hasten, and Perma-AM. I think I did a reasonably good job of cutting costs without sacrificing too much.
