I think so, yes. This sort of thing was very, very common when the game was new.
We didn't know nearly as much about the game as we do now, but even back then, I was part of a well-informed SG made up of folks who were in CoH's beta. They knew what the powers did about as well as anyone back then, and they made builds we'd still recognize today as largely reasonable once you corrected for the changes (particularly ED).
And even back then, we sort of looked down our noses at builds like what you guys are describing. We did try to help people, but we also got a fair bit of flack from people who were sure they knew better.

That's exactly what I run into. A PL'd nooblet from AE without their core powers. Any suggestion or comment made to them and their very snappy at you. I just don't say anything anymore. If I'm on a team who has someone like this and their pulling the team down, I'll just quit. It isn't worth the constant fight to me.
Not too long ago I created a mind/rad controller, and advertised myself as a 50 fire/kin in a blatant attempt to [censored] with the Atlas farmers. Not only did I get onto an AE farm, but I also advanced to level 16 doing so. Dumb runs both ways.
This was prety bad, and the playstyle was as bad as the build.

Ran in to a team with several members that didn't know where Crey's Folly was, didn't know the difference between Train Lines...
The worst example yet in my experience was from some helpless person I was futily attempting to solo Jurassik. I see a broadcast in Crey's Folly
"I've been killing enemies for 30 minutes and my 'Hunt Crey' number wont go down! What's a Crey??"
My heart got saddened, a lot.
Then there was the broadcast (also in Crey's) "Can someone help me?"
Me: "Sure, what do you need?"
Person: "Come to Crey's Folly first so we can team"

Numerous broadcasts told the person ( who was around level 30ish ) how to get there either through the door or taking the train. They STILL couldnt find it.. apparently the only two things they knew was the AE building and the Atlas statue. Didnt even know how to pull up the map...
I sent an invite to team telling them I would show them where the door is.. They rejected the invite... yet still asking in broadcast how to get to the tailor.. I tried this two more times telling them take the invite and I will show them where it is..
They rejected it two more times while yelling.. I dont want to do any AE missions right now...
I have never seen anything in 5 years that has messed this game up as quickly as AE has...

Back when the AE first opened, I had to explain to a level 18 character how to exit the game.

This is affecting every player game experience.
Very hard to join anything pick-up nowadays that is not AE farming.
Even the latest TFs have a hard time getting a team started outside of tight communities.
Given the number of noobs that are reaching upper levels I can only see this situation aggravate.
Bad players have and always will exist in this game. Blaming it entirely on AE is to easy although that has exasperated the problem.
A few years back a small group of us (3) decided to accept the request to team from a tank in PI. Now normally I only play with people known to me or my team mates. It was late and he asked nicely so we invited him to the team.
Before I invited him i looked over his build...seemed OK. A high level Stone Armor/Stone Melee tank with granite, earths embrace, mud pots & rooted...what could go wrong?
Our team had an Ill/Emp(me), a dark defender & a kin(don't recall combo anymore).
He was happy to get speed boosted. Tank runs into the 1st room grabs aggro takes a tick or 2 of damage & ran out of the mission. WTF! So after we(the squishies) take them out he returns.
OK, perhaps he's never seen Malta but that was a very strange reaction. Next room he runs in again grabs aggro and then proceeds to run out of the corner right to me dragging every squishie hating baddie with him. He told me he was afraid he would die. Well after I was rezzed...I kicked him and placed him on ignore.
That was pre MA and pre IOs. I expect a tank that makes it past 40 to have a clue. I've played with Emps that don't heal, FF defenders who don't bubble, Kins who don't FS or SB.
It is not my job to teach anyone how to play.
I really don't care what anyone's character concept or philosophy is as long as they contribute to the team. If you're so gimped(mentally or via power selection) that you don't contribute...what's the point in teaming?

I know that I am extremely cautious when recruiting team members now.
I would love to be able to find normal functioning teams in this game anymore. I mean I used to run with teams that were perfect, Tankers would tank, controllers would hold, Scrappers would help with damage along with blasters, and defenders would heal/buff. But nowadays we get Scrappers that stand on the edge and use Shockwave and Torrent because they make for fun powers because they're knocking the mob around....

Seriously, I was going to agree with you. Meows and AE have grown a crop of clueless and recalcitrant noobs who should be shunned.
Until I thought back and remembered how crappy of a player I was back in the day. Probably I still am today. I managed to get my first toon, a kin defender, up to 50 in 23 days back in i3, through a combination of teaming and farming (although I never knew that's what it was at the time). I barely knew what debt was, or the different status effects or mag...pretty much nothing.
I had read the manual, but since the philosophy of CoH at the time was to hide the numbers, I never really figured out whether X was better than Y and if my slotting was optimal or not.
The only thing that made me friends in game was that I was always determined to finish things. No matter how many times we wiped or how slow it was, we would see it through to the (bitter) end.
In time, I started getting clued into some of the behaviors of better players and getting a feel of the game. Slowly I got to be a better player.
Let's face it. Meows and AE were not developed by the poor player who doesn't know what is going on. It was put there by the devs. If there was adequate official documentation you could point the finger at the hapless noob, but really since there is no official docs to this game except the fragmented in-game dialogs (which everyone impatiently reads without comprehending), it is up to the player to learn by themselves.
And the community around them gets to suffer through this or find a way to help the noobs through the painful intro phase. If they don't want to listen, you don't have to team with them. But for those that do accept a certain level of mentorship, they could be the ones who teach you a thing or two about this game in the future.
Still, I think this thread is funny though.
PS. Paragon needs to integrate/buy/steal Red Tomax, Mids and paragonwiki and print/pdf a new manual.
No vet or any other kinds of badges exept MA. All the attacks in his secondary, only a couple powers from his primary (and he skipped his mez protection). He did have the entire medicine pool though.
I have a tank like that on liberty (Sontor). However, I don't team with that build unless they have a tank and I warn him of my rather unique build prior to joining. Otherwise, if I want to team I just switch my active build to the team one and no problems.
Without a decent playstyle those toons can be a horror show. My friend is our group's faceplanter. He plays them all the same, just runs in and blasts no matter the AT. Good guy but it gets a bit grating when you are literally dying for that heal which he won't apply until he begins to lose health. Does lend one to be a bit more independent minded when teaming though...there is a lesson to be learned there perhaps.
I'm with Pum. All the MA has done is made it especially convenient for these people to get to higher levels. I'm not advocating any particular change here, but one of the simplest factors in that is that they can find a PL right in the starting zones. And remember, even if the devs hack and slash the MA down to where we can't build anything better for PLing than regular missions, these people will still be able to get a PL in the starting zones, because the reality of the game is that you can be PLd in normal missions. There's just normally no incentive for 50s to hang out in starting zones to run them.
There's a new copy of CoH/V on store shelves. There's hubub about this novel new feature, the MA. These people are n00bs in the most basic sense of the term. The MA didn't make them n00bs. It didn't rob them of any intelligence (though I'll concede some might be low). People with horrid builds and/or no real clue how to play have made it to 50 before and would still be doing so if the MA had never been conceived. It's just made it more accessible to more of them, and there just happen to be more of them around than previously.

favorite one is still the lv41 Stone Tank who didn't have Rooted *because it made him slow* and Earth's Embrace
also, explaining how to kill Hamidon in the LGTF to 5 people on the team, while 2 others were on Ventrillo apparently and "didn't know what was going on." and couldn't comprehend untyped damage makes Granite useless.
