We don't know yet.
Having Vengeance and Fallout slotted for recharge means never having to say you're sorry.
Only guesses at this point, but my guess would be:
1) Hero to villain. You're still a hero AT and continue to use your hero epics.
Villain to hero. You're still a villain and use the patron pools, even if you've never done the arcs.
OR
2) Hero to villain. You can use hero epics or new patron pools designed for the hero ATs. Villain to hero. You can use your patron pools or newly designed epic pools for villain ATs.
I hope it's option two, but I do think it will be one or the other.
The City of Heroes Community is a special one and I will always look fondly on my times arguing, discussing and playing with you all. Thanks and thanks to the developers for a special experience.
I'd imagine nothing will change with respect to villains getting patrons at lvl 41 and heroes getting epics at lvl 41. A villain AT will probably have the patrons open up at lvl 41 just like they do with heroes and the epic power pools.
The only diffenence between patrons and epics is that it never ocurred to the Devs players should have to complete a story arc to have access to epic power pools.
In hindsight the Devs perhaps wish they had created story arcs for epic power pools. Maybe a redname will chime in on that point of speculation.

No way to know until they tell us.
I'm kinda hoping that they remove the arc requirement for the patron pools and just make them accessable at level 41 like they do with the epics. Maybe even add some more. Then keep the patron arcs, but make it so you can run all of them if you so choose, like they are any other contact (maybe make some requirement for accessing them).

The hilarious thing is, it wasn't.
The name was actually supposed to be about several heroes turning into villains (Manticore, States, States' sidekick), so 'Rouge' was thought to be a clever play on words since Villains are generally considered the "red" side... but somebody screwed up and couldn't spell Rouge correctly.

Maybe they'll Force Respec you? Maybe nothing will be impacted at all and you'll just unlock both blue and redside epic pools if you betrayed your side.
I don't really see why reformed villains can't use patron powers. The arcs seem to basically involve beating up the patron and stealing their techniques after all.
As for the Arachnos member pets... consider Bob, agent of HYDRA.

I gave some thought to this and I also considered the fact when it comes to accolades what will the devs do? I think in this sense you can have only 1 accolade and not stack them. For instance if you are a hero and have the Freedom Phalanx Reserve accolade then you can't get High Pain Threshold which is the villain equivalent. At least that's what I'm hoping and why I'm not going to bother with my red toons I intend to move to blue side. I can get ALL the HP and End accolades in 1 day blue side but the red versions have such ridiculous requirements that I refuse to do them.

What happens with your Epic and Patron powers?
Say your a villain and you switch to a hero...do you get to select Epic Powers or what happens?
