the tf makes no sense and is filled with holes, from what I hear it's still lolpvp, and the costumes from the last time I looked at them still had glitches and didn't match at points, unless this has been fixed. The new faces are alright, but I'd rather have a task-force that makes sense heroside rather than throwing 4 AVs with Reichsman and a bunch of other weird plot points and call it a day, and a little bit more work on the one villainside to make it better.
this issue would be far better with some polish to it; if the only praise you have for it is "return of old foes and some faces" then I doubt it's gonna be a "really good issue", considering the other past content issues have added whole new zones with a far smaller team, but I'll right that off as the game being younger and the devs being more in-touch with the smaller and more tight-knit community
you don't even mention the Super Booster which imo is the best part of the whole thing, even though you have to buy it to experience it; so many character designs could be accomplished with the whole "different costume slots can have Male/Female/Huge" aspect of it.

If you've been playing for more than two years, then you'll understand why this issue is so important to the canon of CoX. The return of the Column is huge! Yes, yes, it was in the ITF, but not as a "holy crap, they're back and in player missions" villain group.
If all you're interested in is new toys to play with, then I'm sorry you're having to pay more for the Science Super Booster as it sounds like what you're more interested in experiencing, and I can see how that's not fair to you. For the rest of us old-timers, though, this is kind of a huge deal. And TFs get tweaked all the time. The Jade Spider used to not do anything but wait to be shot...

But the servers appear to be up when you log into the game (i.e., they show one green dot instead of being greyed out like they are when they're truly down).
Unknown status on the server status page actually means the servers are up, but there is a minimum number of players needed to trigger an actual "Up" status. That's why you'll see the Test Server showing as "Unknown" so often in between new issue testing -- the Test Server will be Up but it won't register as Up on the server status page because there aren't enough people on it.
Right now, the servers are showing as "Unknown" because the only people on them are Paragon Studios employees. The servers *are* up -- if they weren't, the PS employees couldn't be on them. They've just got us locked out at the moment.

Yep. That means the servers are up, but you're just locked out. (If they were actually down, no one would be on them, not even NCSoft employees.)
For a "relatively" small new issue, this seems an abnormally long wait to bring up the live servers. Above 5 hours now.

I've been able to do that on EVERY Issue release, and several major patch releases since I started. When they finish patching the servers, they turn them on, but lock out everything but the login servers, so that the staff can test the build and make sure it's working. Apparently, character creation is done on the login server, before you get to the game server.
But this is NOTHING new. Taking a little longer than normal, but I just figure staff has to test everything new to make sure it's working right, and right now, I'm imagining a team of Devs and GMs cursing at their screens because a bad team selection has delayed completion of a new task force.

Well yes I'd rather "play with toys" such as a creation tool that allows us to expand our character options (which was a main point of the game by the way) that salivate over a TF that really doesn't make any sense whatsoever.

there are lots of issues with this issue (*ba dum dump*). I'm interested in story content too, and I can definitely appreciate the 5th coming back, but I'd rather wait for more polished stuff than get thrown some small bones while Going Rogue is in development

Posi commented on this in his recent Boomtown.net interview. They wanted to have an issue that released around the time of the game's 5 year anniversary. But MA took them longer than expected, so rather than skip the release entirely the pulled some features that were planned for this one and it ended up being pretty thin.
Given that it's happening so soon after the last issue, I don't really see any reason to complain.

Vines appears to be just a coloured pattern to apply to most any costume piece, whereas Ulterior is this as well as it's own material type.

UNKNOWN does means UP but shows less then 20 players logged in. The service status page show OPERATIONAL system. That is, are the servers running in a nominal state? However, the server status page does not indicate if is there is an some type of administrative lockout in place.
As a System Administrator myself, a lot of times, I will bring up servers to an operational status. But I will have users locked out until I can log in and verifiy the system, or do some admin stuff to grabs stats or data dumps. Once everything tests out ok, I open up the servers to the users. NcSoft does the same type of thing after an update. They patch the servers, bring them up to an operational status (i.e. status:UNKNOWN), but administratively lock users until they can run their post update testing. Once everything is verified, they remove the lock outs and let players log in.

I agree super booster is great, I am just too lazy to take the time and type everything out that is what the anouncement is for, but the "old Foe" thing is pretty huge, I remember playing when they were "killed off" or taken over and in the corner of Atlas you could go get into the skirmish between the Coucil and 5th Colum it was fun despite being faceplant heavy for a young inexperienced Hero.
like others have said this is a light Issue, but we have been waiting along time for new faces, and a couple other things they did were great, my only complaint is the MA badges I earned and lost, I wish they would just discontinue them and if you already got them yay for you, but I understand why they did it...OK back to work I go, had just enough time to create a Ulterior Themed Hero...errrr work!!!!
