The Xylon corporation, started in 1995 by retired Army Brigadier General Herbert Mason and secretly funded by Hugh Jackman, started pouring money into a project called "Zenith." This project's goal was kept secret, but in 2004 the Department of Homeland Security became quite concerned with the company's antics after a string of worker deaths haphazardly labeled as 'industrial accidents' due to 'equipment malfunction'. Autopsies later revealed that the workers had been nearly ripped to shreds, but not by mechanical equipment.
They sent in their best agent, Jason Statham, to investigate the rumors of wild genetic experimentation. Agent Statham infiltrated the Xylon labs to find that the rumors were true, and BGen Mason was making the attempt at creating a REAL super-powered being. This did not shock the Feds when Agent Statham informed them through a secure satellite phone from deep inside the complex, but what he told them next was indeed concerning: They were successful. There was a test subject in a stasis unit that was reported to have incredible intelligence, lightning fast reflexes and strength equal to any five top athletes.
Upon further investigation, Statham found that there were also failed experiments that had not been disposed of yet. One was a complete failure, with extremely low intelligence and strength.
The Department of Homeland Security reportedly sent in three highly trained assault teams. The details get sketchy after this, because all that was found when DHS had to send in three more teams was a pile of smoldering rubble. It is believed that Xylon destroyed the evidence and the structure in an attempt to kill Jason Statham, but medical reports filed say that he died from six puncture wounds in his chest by sharp metal objects.
The failed experiment was also missing from the smoldering rubble, though DHS is currently tracking his location by monitoring his City of Heroes moniker. It is believed that since the experiment could not prove itself to be a super-powered being due to genetic miscoding at Xylon labs, he strives to prove himself in this digital world under the name "Elf Stalker".
