Here's the plan: We have PvP IOs. Right now they have a chance to drop off every PvP kill. That's great, there's nothing wrong with that, but I think there's a better way.
We already have merit systems in the game. We even have a PvP merit style system. it's functioning smoothly, though anemically, in Siren's call. Lets expand the system.
I'm all for new PvP zones, zone revamps and all manner of such things whereby we get capture the flag, king of the hill and so on, but here are some very simple changes that could fill those pvp zones and arenas with all kinds of players NOW.
It's based on the simple truth: PvP IOS are GOOD. People want them.
Allow players to purchase them, or at least random rolls for them with PvP merits. Call it bounty, call it whatever you want.
Bounty for killing players (instead of a random drop chance) This could potentially vary with rep delta or some such.
Extra bounty for killing designated players in Sirens.
Bounty for capturning a pillbox in RV (maybe only from the PvE turrets to prevent excessive gaming)
Bounty for killing AVs in RV
Bounty for rescuing scientists in warburg
Bounty for winning a rated arena match with a given minimum duration (repeated match rewards decay over time if fought against an identical team)
Substantial bounty for winning a weekly arena tourney...
Bounty for defeating turrets in bloody bay, for having a faction WIN in Sirens or RV...
Is it going to see some abuse? yes some, there will be farmers, but making the system LESS farmable than AE is a pretty trivial task no?
How easy would this be to do? I'm sure it would be time consuming, but I'm also pretty sure it'd be a whole lot LESS time consuming than I13 was.

From what I can tell, the players that get the MOST PVP IO drops are stalkers.
So stalkers get more powerful, make more kills over time, thus getting more IO drops.
What really needs to happen is the reverse. Players should get PvP IOs so they can fight against stalkers better.
The reason a lot of people don't pvp is simple...players frilling HATE stalkers. Heck some villains don't even like stalkers. I still haven't made a stalker and I don't plan on EVER making one, I find doms much more fun.
But that being said, the drop rate for PvP IOs needs to be increased. They are far too rare and expensive at the moment. They also need to be available at the merit vendors too.
But your ideas are nifty, I like 'em.

An personally I've got more pvp drops on my scrapper and tank then I have on my stalker. Nothing to do with AT, it's all about luck. I got one the other day just from teaming with my rad. I didn't make any kills myself, I just helped the team by debuffing and spamming char and rof.

so are you asking for a stalker nerf? you obviously never saw what they used to be like if you think theyre still so much of a threat.
the way you romanticize this mystical "stalker player" makes me think you just started pvping recently and generally gets your opinion ignored by alot of people.
also, i mostly agree with the OP. originally pvp in sirens call had the perfect reward system because it was giving the then-best available loot(aside from HOs), but as the rewards system grew for pve and more options were added to the pve side of the game, pvp rewards never changed.
if the bounty system was expanded or tied to the rep system and was used to "cash-out" toward something like common IOs or maybe some rolling system you'd probably see alot more pvpers instead of people dual-boxing arena matches farming for pvp-ios to cash in on people who actually want to play the game.
imo arena farms for pvp-ios is as bad as, if not worse than, the ma farms. its using a dev made mechanic in a way not intended to gain rewards through the market, slightly less direct but exploitative nontheless.

Yea, he's not very bright at all.
This wouldn't fill zones with pvpers, it'd fill them with farmers.
Which is fine if you want to farm on them, but not if you expect many serious fights.

Wonder if I can trade that paper bag in for an upgrade...
Also, all of my PvP drops have been on my Emp/Psy and Mind/Fire Dom...and they're hardly moving at the speed of sound on the Market. My Panacea:Heal (50) is still unsold on the BM, despite being well below the last 5 listed.
While I'm usually in favour of having most goods available through Merits/Tickets/whatever, PvP drops are meant to be had through PvP. You can just set up a farm if you dislike PvP or just join one of the Leagues and have fun with it.

Keep in mind that not all servers have such leagues, and certainly not at all hours.
If PvP is going to become effectively limited to only a few servers (arguably what has already happened now) then "just join a league" makes sense. The arena is reasonably frequented some servers, and zones, at least on freedom and virtue do seem active.
But this isn't generally true.
If PvP is to become more universally available to players on all servers, it's in zone popularity needs to be bolstered across as many servers as possible. Putting rewards into zones is a way to do that.

I like this idea. With some boundarys to discourage farming it would work. I love the bounty system and if it got spread out to all the zones to go toward buying random rolls, that would be cool.

If this is a ADDITION to the pvp drop system we currently have I'm all for it. Sounds like a great idea.
If its a replacement I'm totally against it. Half of the stuff mentioned was pve content (pill boxes, shiven, ect), something I have no real interest in doing at all.
I feel you should get pvp IO's from actually pvping, not killing npcs. But if it's a extra way to get pvp IO's it sure couldn't hurt.
I think the wonderful thing is killing farmers would actually help your bounty so you literally farm the farmers. Great idea.

AE that allows for player vs. player created missions. Competitive objects and you can fight the other players in the mission.
Protect an AV.
Click the most glowies.
Get out with a hostage.
How is this not doable.
Rewards from these missions over time could lead to PvP IOs.
Just saying. It'd be something different from what we already do and not just AT/color palate swapping we do in AE now and would include the neglected PvP element.

Don't get me wrong, I think that's almost a requirement eventually.
Cross server, "equal" force minigames would be pretty key in the long run

I'm not a PvP'r at all..and I've played the game a looong time. I like this idea however. It would encourage someone like me to give PvP a try. Right now the best rewards are earned in PvE so I'm usually there. But if PvP had some kind of reward system other than "bragging rights" and a few badges, newbies may be tempted to log in and give it a try..which is what pvp needs new people. Heck, its what the game needs as a whole.
