The Challenge...
Here's my proposal: (I pay homage to SonicRemedy.) My own preference would be to not use Blazing Bolt in the build. Getting a second Steadfast +Def to show in Mids' is a neat trick. I did fit in Blaze and added both the Numina & Miracle specials into the build. Frozen Armor helps to layer more defense in terms of Lethal/Smashing. You could also switch out Inferno for Mind Probe and use a full set of ToD for same defense. Game tactics: move up to edge of mob-- drain psyche-- back up and Fire Breathe + Psychic Scream-- Fireball + PSW-- while WoC picks up whatever gets near you-- clean up whatever is left.

The experience from two of my friends has been that World of Confusion does not seem to work much, if ever. I haven't messed with it myself.

I remember hearing that Contagious Confusion proc helps it out a lot.
Yeah, I was thinking that Contagious Confusion might be nice.
My Blaster mainly uses WoC to look cool with hover and the /yoga emote
It procs every 4 seconds and does a base 1.5 sec confuse, 3 seconds if slotted, dropped down to 2 seconds for +2s and +3s roughly for Invincible missions.
So at best you've got enemies in its tiny radius confused half the time.
I'm guessing Contagious Confusion helps out both ways - gives you the occasional longer lasting confuse and spreads the readius out a little, since any target within 8 feet of you then transmits the confusion another 8 feet around them.

It's a 33% chance to generate a mag 3 Confuse that lasts 10 seconds once per target every 10 seconds. It helps out WoC considerably but still doesn't do much to actually make it a decent control power.
While the usefulness of WoC is somewhat debateable it makes a great place to get +4% Recovery, +4% Damage, +10% Recharge, and 5% Ranged/2.5% Energy/Negative which is greatly helpful to the purpose of this contest. Also its a dirt cheap purple set too.

Eh, I saw an implication that he would prefer to have it if possible, but it wasn't a requirement. With the flight pool, melee defense wouldn't really be needed either, but that was asked for (and is probably the hardest thing to pack in there).
My stab at it because I was bored. Ended up 1.2% short on the global recharge. But everything is at the 30% range with the 3% res/Def PvP IO.
Other fun stats include fully slotted Tough/Temp Inv for near 50% resistance to S/L damage. Drain Psyche near fully slotted for regen. And I think about 3 or 4 % Shy of the HP cap when you accolade. Between PFF and FoN you should be covered for any rough spots you run into (needing your regen to catch up or just fighting your way through something tough)

On a more serious note, I really don't care if the reward is gonna be given or not. I build for the fun of it and am simply curious as to which build is deemed "best".

It requires that I get in the middle of a large group of enemies and, even with this much defense, that's not going to guarantee you stay alive. It's perfectly fine for a blapper (though */MM is sadly lacking in really good blapper powers) that expects themselves to be in melee already, but, if you're hovering around the edge and letting loose with ranged attacks, it's going to take time out of your damage to get the buff back.
