Just think though, if we did have to start from scratch though, perhaps the new powers that be would allow us to have a "returning players bonus". Give everyone a boost to help get back to where they were ya know.

I did test it but wasn't sure if I could mention it outside of the VIP beta forums. The way it works is it will proc on you but not on other players regardless of their health. I tested this by having me fall from an extreme high and then a friends account from an extreme. Only my hp resulted in getting the absorb proc. Also, I did account for the 90 second lockout.

Kismet's bonus is based on the assumption the power it's in is active. Therefore I'd move it and its slot to Maneuvers since there's room there.
I'd really like to see a 6th slot in Aqua Bolt for an Achilles -resist. Every time it goes off it not only boosts your Emp's damage but every attack by the entire team/league that connects while the debuff lasts.
I'd also adjust the level of a number of the special IO's if I plan on doing much exemplar work. (The knockback IOs, the LotG +recharge, the Winter's Gift)

Doom, I like your builds however I went a cheaper route with the one I am presenting with mid ground S/L Defense with high enough recharge. However, I did go with Agility over spiritual so your greens are going to be brighter however.
Having said that the purpose of this build for a good mix of affordability along with decent mixure of performance. You have perma-hasten which is good enough IMO and any extra recharge is gravy. Additionally since this is running Agility your buffs on Defense and your Maneuvers will be tastier to your teamies. Not much more but still. Lastly, you have lots a good amount of To-Hit with some nice bonuses to assist you including increased perception, stealth, KB protection.

Managing the buff cycles is why I play Empathy (and I miss it on my kins and bubblers). YOU may not find it fun, but I do.
However, I must admit that if it was a PBAoE buff it would be nice to be able to benefit personally from my own fortActually, a nice medium ground would be to be able to target yourself and fort yourself. That or a small scaling buff each time you cast fortitude. This way it further rewards you for casting it, however that is not as solo friendly. A neat idea I think though.

Really, to be honest I would just be happy if I could perma my Auras. Those two powers are just so dang tasty
As for Empathy, as a whole, I love the set. Sure its not "teh uberest omg droolz" but that doesn't make it bad either. I mean, if you see a well played one it is a true work of defender art. Now, that doesn't mean it couldn't be tweaked but it should stay as a purely buff set as it is now. Its just what makes it feel right I think. -

Empathy does need something, but I would prefer that they address the fact that only 3 powers are useful solo. All three powers are Dynamite!, but just not enough.
Before Time Manipulation, I would have been against a PBAoE version of Fortitude, and actually was lobbying for a PBAoE Clear Mind. But now.... Fortitude does not seem all that outrageous next to Farsight, which is perma-able AND nearly as good. So, my current belief is PBAoE Fortitude plus a slight reduction in the recharge of the Auras and Empathy is fixed.
Now, I am no numbers expert but what are your feelings on if fort were to be a pbaoe power? What would you make the defender base for it. (I know this is sidetracked from the OP and if you all like we can make another thread for this.) -

I've switched things around with Fortitude - slotting for ToHit now, which means that any Blaster touched by the red-head will have +28% to hit....
This, so much this. I would love too see some kind of secondary effect added to the heals. Like a small absorb shield, slotting would be easier, or even some Psi resistance added to CM as long as the Mez Protection can still stack. -
Persoanlly on my main MM (Beast/Time) I really prefer the Rebirth with the Regen Attached to it. Main reason is with their defense the regen is a nice way for them to repair their own HP in-between my own heals. Also, spirital is supposed to buff that but I believe the regen and max hp buffs are bugged at the moment and not be affected.
I would highly suggest transfering to beta and testing out both destinies. -
I will toss a vote in for Time/x, Cold/x, and Rad/x (x = Sonic). Additionally with crashless nukes on the horizon you will get some much desired AoE love with the set. I personally don't use Sirens Song or Shockwave but its not because they are bad. Really there is an arguable reason to use most, if not all, of the powers. Any of these three main sets thought will get you the kind of things you need. I mean, I know you have a /Rad and /Time MM and Controller (respectively) but wait till you see the numbers on a defender!
Just take the case of Farsight in Time/. Really, if you insisted you can practically perma Farsight with just 3 recharge IOs giving it a recharge of 120.6 with the 120 duration! Not to mention its close to 20% defense to all with a 12.5% ToHit buff! Now, imagine if you will slotting it with Three Membrane HO's and one Recharge IO. Thats 19.5% defense to all and to-hit! The difference this power is now truly permable without any help! Now, with snipe changes, that 22% cap for insta-snipe will have players hugging you like a teddy bear if run tactics and maneuvers on of it. To be fair and compare that to your MM with the same slotting your looking at 14.63% defense and only 11.7% tohit T.T.
Now, lets look at base rad compared to your controller. You get fairly higer base on -defense and -tohit in your toggles. This means you can enhance it much better. Now mix that with the ST nature of sonic and your not worried much while soloing!
Now, I would boast the Defenders numbers moar but I am looking at the clock and I really need to hit the hay. However, before I go, I must say something for cold. Not only is it sexy cause you don't have to ST shield everyone anymore but the debuffs man. If you invest to perma them, AVs just crumple at your feet. -
Well, don't forget that most Avs will be resisting that pretty heavily too. However, I agree that cold damage is a good choice and you can get a pretty beast ST chain too.

First question I have to ask is what are your goals? Your numbers appear to be a bit all over the place and even with vigor your end drain seems a bit high. I looks like at first you were trying to go for Energy/Negative Energy then you attempted to pick up ranged too. Also, did you pick up Leviathan up for thematic reasons? Lastly, I don't know about skipping thaw. Yes I know with iPowers we don't have to worry about it as much but if you plan on exemplaring its a very nice power to keep around.

For me I would go with soul mainly because I love capping defenses on not only myself but my team mates. The damage buff is really nothing to sneeze at in /Dark but I would rather my damage boost have a small downtime while keeping my teams up time up longer. Also, with Perma Chrono Shift which I imagine you will have the dark consumption is not all that jazzy in comparison.

You get KD, a self heal, damage bonuses built into your attacks, a very solid ST attack chain with some nice AoE MixupWater. Knockdown in it (aoe) from multiple powers, and slotting your primary with a kb->kd could get you some interesting fights.
It is gorgeous in Blue and Orange as well.
