I don't remember that either...but generally they don't make promises of what's gonna be in any new issue until they make the complete announcement for that specific issue.

I don't recall that in the least. They may have set that as a goal for themselves, or something they'd like to achieve - but that's not the same as a promise. Honestly, they can't even *promise* I15 will be out in the first half of this year - they'd like to, it's their goal, but the office could be flattened by an asteroid overnight while the data centers and backups burst into flames, which would cause more than a slight delay. *shrug*
In any case, though, I13 and I14 were initially part of the same issue. Some see I14 as "issue 13.5," and the various adjustments to mobs for players to use did take up the dev team's time.
Even if said comments where made one should understand that no comment ever made by a developer is every a guarantee even if it contains the phrase, "This is absolutely a guarantee..."
Live with it.
That said, Issues 13 and 14 are but a single issue split in two and not two whole issues.

Remember, i14 Architect was originally part of i13 before it was held back and made into it's own issue. I think you should give them a break and wait to see what happens in i15 and i16.
I absolutely agree on the "give them a break" point. This is my wanting to know if I'm remembering things wrong, which the overall consensus seems that I am! :P
At least I've still not been able to find the quote I'm looking for and have checked every interview I can find around I12's release (the ones that are still up anyway)...

Nor do I. On the other hand, I don't guarantee that I have read every interview, dev quote, etc.
My ignorance does not disprove your statement. It does seem like an odd thing for them to say, given that there are not very many powersets left to proliferate. What, Dark Miasma to Controllers, Thermal to defenders, Regen to Brutes, and Energy/Superstrength to Scrappers?
... and many of those would bring up game balance issues.

My recollection was more along the lines they would not proliferate powers on two issues in a row when people were trying to guess what they were going to proliferate in the next issue.
But I do recall some people thinking that meant they would proliferate every other issue and I think Castle said that was not the case either.

I'm pretty sure the phrase "no promises" comes to mind here Even if someone said that, which I don't recall either - only to a degree and not specifically worded that way - everything is subject to change up to and past the live date anyway. As we've seen, even when beta goes smoothly there are always things that crop up in live that they couldn't have anticipated without a much larger player base. I never hold my breath on things the devs say, and am pleasantly surprised when we get *anything* cool, be it new enhancements, proliferation, new sets, or whatever else.

Ok, there's the key to your quandary right there.
Here's something that will help you be less perplexed, confused, and/or uncertain.
There are two elements of a sentence, idea, or communication that, when both are present, automatically render a statement false. Those elements are 1.) Where a poster is making a statement regarding something a Dev said, and 2.) the presence of the word promise in any of its modified forms, ie. promising, promised, promises, etc.
If only one of these elements is present, then the statement may, or may not, be true.
So, any time a forum poster, be it yourself or anyone else, uses the word the "promise" or "promised" in regards to something the Dev's said, you can automatically regard it as false. (Under certain circumstances this could also include a post by a Dev or other Redname)
Here's an example:
"The Dev's promised that they would raise the level cap to 75 before the year 2010"
*Buzzer sound* The above statement is false. Note that it is both 1.) referencing something the Dev's said and 2.) contains the word "promised" (I bolded it so it's easier to spot). Having these two elements together renders it automatically false.
Note: Exceptions to the rule exist where a poster may be attempting to correct a false statement made by another poster.
Example: The Devs did not promise to raise the level cap to 75, ever!
The point is... the Devs are not in the habit of making promises. They know that even the best laid plans can fail. Making a promise for a new function, feature or whatever can backfire, and unseen problems can be cause for not being able to deliver.

The devs stated that their intended goal was to not go two consecutive issues without new enhancements and likewise not go two consecutive issues without new proliferation. Please note the words "intended goal".
When i13's split into two issues was announced, one of the devs came onto the forums and stated that, according to that plan, i13 and i14 were still the same issue.
They gave us new enhancements in i13 *and* i14.
We are MOST LIKELY to get some proliferation in i15.
No go back to the first paragraph, and re-read the words "intended goal".
If the devs don't give us any enhancements or recipes, they still haven't broken any promises, because it was "We're gonna try to do this", not "We promise, and expect you with torches and pitchforks should we fail to deliver".

I don't remember any promises. But even if they did, and couldn't live up to it, this company has so EXCEEDED my expectations for this game that it is beyond belief. The idea that I have been kept interested in CoH for 5 years now is incredible to me. And they just don't let up with the new issues, new ideas and new goodies.
So, in my book, they can break a few promises along the way ... even "let me down" by implementing Dev's Choice selection differently than I would have liked ... but all in all, who cares? Delivering this much nonstop, always-evolving entertainment for just $15 a month means they've earned a few "Get Out of Jail FREE" cards, as far as I'm concerned.

Asteroid, not comet. Comets are generally considered frozen balls of ice, gasses, and minor other debris around a core, usually on a very wide orbit around a star (if they haven't been knocked out of the system by the gravity of that star or an associated planet.)
Asteroids, which can also be referred to as planetoids or even minor (as opposed to dwarf) planets, are generally more rocky, yet smaller than a planet (or dwarf planet.) Generally not rounded by their own gravity, nor do they have any sort of atmosphere (which comets, approaching a star, will temporarily have) or (known) tectonics. Despite the inclusion of "planet" in their name, they do not have the gravitational influence to clear their own orbit.
This also did not refer to the dropping of a classic arcade game on Paragon Studios. Which they may appreciate more, if it survived.

Unless I am mistaken, amidst all of the hoopla of I12 a guarantee was made in at least one interview that no more than a single Issue in a row would be released that did not include new Enhancements and no more than a single Issue in a row would be released that did not include new Powerset Proliferations. While so far the promise of Enhancements has been kept up with quite nicely, I13 and I14 have come and gone without hide-or-hair of a single Proliferation... I am still trying to find the exact quote, but unfortunately I believe it was the Split Infinity Radio interview with Positron released on 07MAY08. An interview which unfortunately is no longer available...
Not to stir up any trouble or offend in any way,(Forum trolls looking to wine about "TEH EVL DEVS!!" can turn around and find something else to post to) but was this or was this not said? Either way, we know that it hasn't been done for two Issues in a row so far and as of yet we have not even the slightest indication that there will be any in I15, so what's the deal? Am I wrong about this and remembering something that wasn't there, or am I just the only person who would like to know why we're receiving guarantees that are swept aside as soon as the hype creeps just out of sight?
