I've gotten 5 so far from sweeping the RWZ on my DM/Shield scrap. With 2 to 3 bosses per spawn it seems to be the best chance to pull it off solo. Either that or the shadow shard.
So far Numina Heal/Rech 2 Devastation Chance for holds, Time Space Manipulation Stealth and devastation dmg/rech. Nothing great, but they drop.
To put it in perspective for drop rate, in the same time I managed 3 purples.
I've managed to get a Freebird +Stealth and a Devastation Chance for hold. I think I've gotten some others, but in crap sets so I'm not sure if they are Pool A, B or C.

I have a fairly kitted-out shield/dm tank I've had parked at 33 since before the meow haydays (dumped my 5 merit rolls and then stayed there for bronze and gold rolls).
I can't really take the sorceresses in Croatoa's Grim Vale, but in the immediate area are many Fiend spawn points. I've acquired much valuable salvage, many giant insps, and a couple decent Pool A's, but to my recollection just 1 junk C.
I'm due for another extended session of Fiend-whackage tomorrow. I'll go as long as I can stand it and track the results.

I got a Celerity +Stealth off of a Cimeroran boss on the ITF and a Mako's Bite proc off of something in the Hami mission in the LGTF. It looked like it was off of a weakened Mito, but I have to wonder if a Rikti boss didn't bite it somewhere on the map.

Our best guess before I13 went live was that it was going to be something like 1 per 600 bosses. (Which in my brain was "1 per 5 freakspecs" but I could be off on that.) So I think it's very possible to go 1 to 50 and have 0 Pool C's drop from bosskilling.

Yeah, they drop. The chance is just really, really, really low. I think it might be about the same percent as purples, maybe less since they can drop at more levels and be bought as well.

The markets are still swimming in the supply Meows produced. Give it a few weeks - Steadfast res/def's are already on the rise redside (counted 20 million for the recipe at level 30 last night).

Well, for fun (and with an excuse to install HeroStats for the first time) I marched my Shield/DM tank off to Croatoa to consult on this question with some Fiends.
They weren't terribly forthcoming with information, so I ended up having to consult with 108 of them in 2 hours time (plus about 15 minutes at the market shoring up some crafting badges and selling my ill gotten gains).
No pool Cs. Got plenty of other interesting things (got a Deific Weapon out of the trip) and a nice supply of Masterwork Weapons. Still way easier to obtain Pool Cs from the market. But I may give it another go at some point to try and get closer to the magic 600 mark.

Well for what it's worth I happened upon a lvl 10 - Pulverizing Fisticuffs: Acc/Dam/Rech/End, while doing a "kill 10 Outcasts in Steel Canyon" mission last night.
I know (noticed) that it dropped right after fighting 2 orange Outcast Bosses - on a level 10 toon set on Heroic, in the intersection in Steel Canyon just between the WW's & the University - heading North toward Positron & Valkyrie.
Woo-hoo... the lowest level quad IO possible, ain't I lucky!
I seriously couldn't decide what to do with the darn thing, ill have to decide next time I login that alt I guess (iirc, there was no history for the recipe or the crafted IO).
I can't really see anyone wanting one of these at level 10, unless they want a really low-level "flashback" dual-build - maybe?
EDIT: Actually, that might have sold pretty well - back when people were doing the Negotiator badge flashback mission @ 4 merits a run... oh well. *sigh*
2nd Edit: (Doh, I just realized that alt was level 10 (not 12) when that recipe dropped.)

Leveling 1 to 50 on pure bosses, you would defeat about 5993 bosses.
Given a more typical breakdown of boss/lt/minion and mission completes, its going to be a maybe once per character when levelling up type occurance.

Hmmmm maybe im wrong but im 99.9% sure your both BSing Numinas ++ and LoTG 7.75 global recharge are from TFs/ Trials not regular C drops, only time ive ever got a lotg 7.75 and numina ++ was when i a- completed a TF/Trial in old structure b- reward merits rolls c- ticket rolls, and i have over 10each of both enhancements on toons

The Taskforce Random Recipe Roll and Trial Random Recipe Roll from merit vendors have been merged into one Random Rare Recipe Roll pool. Also, the recipes generated by random rolls have been weighted so that recipes for common power types (such as Ranged Damage) drop more often than sets that are not so commonly used (such as Confuse). Finally, recipes formerly in Pool C and Pool D now have a small chance of dropping from a Boss class NPC.

I was wondering if many of these have been dropping for you all. So far I have only gotten one and that was off of Hami during a LGTF. I havent seen one since then. I was thinking of starting a new toon. Where I go thru every single villain side mission to complete all the arcs and kill the bosses in the missions starting at lvl 9. Since bosses dont appear solo unless you are higher than heroic I was thinking about setting it to the middle setting just so its one higher but less critters. I would be doing this on stalker just to see how many drops can be earned like this. Does anyone know of any specific arcs that you know have more than 1 boss in them aside from the Intro to Cimerora from Ashley Mcknight?
