Panacea: Chance for Healing
I do remember someone saying they had it slotted on their tanker and were still only getting around 60hp a tick. And yes the tanker hp cap is twice that of the blaster hp cap, but like all heals it would be based off of base hp. Also, a willpower tanker could potentially have 2 performance shifter procs and a panacea proc and in one lucky burst get 27.5 endurance.

True.
PvE, it appears the only function for this proc is to pair with the Performance Shifter proc. In PvP, the regen bonus (whatever it may be) could prove useful or meaningless pending its scale and whether or not the character has an emphasis on regeneration slotting.

Yeah, it sounds to me like the IO might have been changed after Red Tomax got the data that's up on his site currently. What's up there looks to me like it would be a scaling heal, but that's not what's being reported.

It's Melee_HealSelf that's 10% of your AT's base HP.
The Panacea proc uses Melee_Heal, and that is not correlated to your base HP.

The Panacea Chance for Healing proc, is currently the most expensive IO in the whole game on villain side. I just checked this morning and they are going for 250 mill. Are they about the same on hero side? I really don't know since I don't play on hero side anymore.

Maybe if you spend an entire night PvPing (and actually getting kills) you might get one. It's easier to just farm them though, which is a little ironic.

I got one the other day, blueside, for my lowball bid of 333,333,333. All the last sales were 400-500m, so I was quite pleasantly surprised when that bid was filled in just a day!
Oh, and my Claw/SR no longer has a problem running all his toggles during sustained fights, and he has all the SR ones, plus Weave, CJ, Sprint and FA. Between the Panacea and the Perf. Shifter my blue bar regularly just jumps to full.

I got one today villain side for 150 million, and it was level 25 - a bargain.
On my level 50 dominator it heals for 79 per tick.
How would this work in a power like Drain Psyche?
Would I only get one use for the power or would it tick for each enemy effected?

So is this best slotted in an always on or toggle power or is it like LoTG and the power does not need to be on?

It's best in a power that's always on. It's a "chance of", so the power needs to activate for it to work.

If it works like Performance Shifter, it may not do what you want at all in that power. It might give end and health to your targets.

Haven't tested it myself, but looking at it in CoD, it looks like it'd heal [edit: and give end to] the target:
Numina: Grants effect to Self
Performance Shifter: Grants effect to Target
Panacea: Grants effect to Target. (Exception: In PvP it grants the regen bonus to Self.)
Yep. And for comparison, the Theft of Essence proc (which always gives the endurance to the caster) also grants the effect to Self.

Ya You!! And lol @ 480mil. Still havent gotten any dropped but the other nite when we were in Rv, think it was Winter that got the Gladiators Strike Proc. Dont think Junc or anyone else ended up with much an we got I'd say a fair # of kills between the bunch of us. Ahhh well just have to PvP Moar. To bad Pinnacle is deader then ever PvP wise for most part :/ Got 3 full sets stashed now just debating on if gonna do a second build, overwrite other sets or put em on my other Blaster altogether

I was thinking about 6 slotting my Serum with a full set of Panacea. But from what I've been reading above, it sounds like the 6th slot where I'd be putting the proc would be a waste, as Serum isn't auto. I got my one of these procs on villain side for my crab spider for 150 mill. I've also heard that this particular proc works alot like the numina proc.

I remember reading that too. I think the guy mentioned he was a blaster though.
Although that does offer a pretty good clue, since Blasters have, at maximum probably about 1/2 the HP of a Tanker.
I'd say Tankers get roughly 150 HP a tick, which is roughly once per minute (based on a 20% chance of activation if it operates just like the Performance Shifter procedure). That's pretty low.
The proceedure only shines when you consider the potential stacking of a Performance Shifter procedure in Stamina, effectively doubling your opportunity for a burst of stamina.
