it seems to me ,that the time has come to replace the current engine, more and more it is holding us back from getting what we want,while a great job has been done reto-fitting upgrades, maybe the time has come to start over,

It's not an engine problem. People who are ignorant about system design and software design and programming often like to complain about an out of date engine and that a new one is needed or the existing one needs to be upgraded.
What engine are you speaking of, exactly? "The engine" is vague and meaningless.

The problem with that idea is that replacing the engine and starting from scratch (CoH2) will force current users to upgrade their computers if they want to keep playing.
I know this is sacrilege to tech-heads, but not everyone upgrades their computers to the latest-greatest toy on a regular basis. Some people can't afford to, and I really don't see the devs thinking of the lower-end users when they start writing code.
Then there's the hassle of trying to transfer the current information to the new engine. Do you really want to force longtime players to scrap all their 50's and start from scratch? That's the kind of dilemma these guys have to deal with.
I don't mind the idea of doing a new engine, but there's a lot more involved with it.

If we mean current graphical engine, there's nothing about the current engine that would indicate that we couldn't have flowing lovely robes. Unfortunately, that would also drive up the system requirements.
An upgrade to the graphics engine is not required for a lot of cases that some players ask for it. Look at what SexyJay has done in the past couple years with the textures and bumpmapping and what have you. Zoom in on a high-res texture made relatively recently and you can see pretty much see the weave of the fabric. Compare the recent hair to the old hair.

The collar that comes with the wizardly cape, is that switch offable? Like can we just have the wizard cape and no collar? or is it 1 costume piece.

Both are perfectly fine considering that they don't charge for actual expansions (Issues).
Since we get TONS of free content I don't begrudge a little extra from time to time (on both my accounts) to help them keep head count up. The game has been improved so much since the Wedding Pack came out (right up till the '09 Valentine's Event where everything went into the toilet) that I consider the microtransactions NCSoft is selling with CoH as a wonderful thing. You don't HAVE to by them to get the Power of Ultimate Uberosity and win the game, they are 120% optional.
Check out the Repeat Offenders network of SGs! You'll be glad you did.
Im ok with packs as long as we continue to get nice options for free... which we havent... a few coats and a belt in the last two issues... its not enough... I think MA is amazing in its detail however outside of RPers i see it being rarely used six months from now... cept for some killers farms

Twelve "jackets" (some of which aren't), plus sleeveless variations, plus additional variations, plus ties, plus at least two hats, plus a belt, plus slacks, available to all three body types. All of which had a high level of detail. Plus approximately 3700 shields. And I may've missed something in there.
If you're going to complain about how little free stuff there is, at least be honest about how much we got.
One drawback of the internet is how it has trained so many people to think that one day is a long time.

Yeah, it basically comes down to the fact that there are certain powersets (coughmartialartscough) that make true "wizard robes" impossible to animate. Jay explained this as much in the Q&A at HeroCon.

My guess is that when Jay said it worked like other cape/back options, he meant the high collor is a new type of cape mantel (just like full, half, asymmetrical or shoulder) which you can then pick a cape design for.

Back Alley Brawler has said that they can't restrict costume peices based on power choices currentl (and that if they could dual blades would disallow the pirate hook), though I did get the impression it was something they'd like to be able to do.
Only blasters should get robes.

As of Issue 14, there are 5, 313 animations in the game. 2,246 for the male rig, 700 for female, and 720 for huge.

Forgive me if this is too obvious, but if they look that bad, why not simply prohibit certain ATs or power sets from taking them? Fire Controllers already can't take Talsorian Broadswords.
It'd be different if "robes are going live as soon as we iron out the last few problems". If they're impossible to mesh with Martial Arts, just give up on meshing them with Martial Arts and make them for everybody else.
Of course the endless whining from Martial Artist scrappers who want to play in robes would deafen the earth. Not sure if it would be worth it, honestly...
