Yeah, it basically comes down to the fact that there are certain powersets (coughmartialartscough) that make true "wizard robes" impossible to animate. Jay explained this as much in the Q&A at HeroCon.

I can't be the only one who thinks it would be funny to see martial arts characters have to hike their robes up to their waist before they can attack.
The Mystic Fortune power reminds me of the Destructable Labs in the Tech/Sci Mission Maps. The players can destroy each one and get a random buff or debuff.
In this case, it's more voluntary with the choice of the player to accept it or not (what would be the point of having your fortune read if you already knew it was going to be a bad one?).

Most likely, you have to decide whether to accept or not before you know what the result is-
Player One attempts to tell Player Two's fortune.
Player Two gets a popup asking whether he wants to have his fortune told by Player One.
Player Two agrees.
Animation plays, result is determined, Player Two gets whatever buff or debuff comes up.

I would still work if the 'cape' portion was cut along the sides. Essentially it'd function as 2 separate waist capes, one in front and one in back.
I'd even just settle for more top choices for the trenchcoat though. Like a baggy top for instance (which would look way better with a hood). I'm tired of having to explain to everyone that my Wizard isn't actually wearing blue leather.
Would it be possible to treat robes the same way weapon customization was done, then? Weapon powersets and shields have a custom costume part. If every powerset except the troublesome ones had Robe as a custom costume option (including none), and there was a bit of logic such that if any of the player's powersets (and pools...would not want to be the guy trying to do this for Jump Kick) didn't have that option, it didn't show up at all, then MA's animation issues could be freely ignored.
In fact, you could even do just a few at a time and add more as time permits.

That's not a bad idea, keeping the robe away from the melee classes. Though splitting it down the sides would cause less trouble and make it accessible to everyone. That Mu-style front & back cape is another thing everyone has been whining for, for a pretty long time. Might as well kill 2 birds with one stone.

It is a problem.
It is also a problem that is hideously difficult to solve. It's not unlike some of the problems that exist with Alissara's Rularuu claws. Getting things not to inter-clip while the model is in bind-pose is typically a no-brainer. Fixing all the inter-clipping problems when the model does any of animations it might do is significantly harder. How many animations did we have in the game? I seem to remember Back Alley citing a number north of a thousand.
However I happen to know the cost of fixing things like this, and so I live with it. Mostly because those claws are about 87% as sexy as Jay.
At a wild guess, a decision was made somewhere in the art department between "no inter-clipping and no high collars" and "we'll do high collars and just live with the inter-clipping." We got the collars.
I sure as hell don't begrudge them that choice.
BTW, Jay is extremely sexy.

If thats the big issue why not just prevent MA (and incompatible sets) from using robes? You have the tech to do this, you use it to determine if a weapon costume item will be available based on the selected power set.
It even makes sense to do so and I don't think there are any pool powers that would cause this issue.

I remember the devs saying we will never get customizable power color tinting in the game because of limitations. In fact, the devs tend to say we will never get a lot of things we want in the game because of limitations.

Well, why can't we have wizard robes and if the toon selected has martial arts (and any other powersets that makes it impossible) the robes are flagged as not an option. You already do this for shields. Since the powersets are chosen BEFORE the costume selection screen I don't see why we can't do this. Will it limit those nasty Nija wizards? sure! But I can live with that!

It's not, The thing of the matter is he doesn't think there should be the premium content -and- the monthly fee. like some of those (crappy) korean and japanese MMo's that are free to play unless you want the cool stuff. However the whole of CoX is cool and to me worth the monthly If you don't want to pay more then $15 a month on it then you -don't have to- you lose nothing for not getting the boosters... that is why it is called a "Booster"

Currently, various costume choices preclude other choices (i.e. hats override hair, pants type can rule out certain boots).
How about a new filter where certain POWERSETS preclude certain COSTUME parts?

Yes, but they're also probably rigged differently than the standard Male, Female, and Huge models we have for toons. Likewise, they don't have variable length legs and variable waist and hip sizes, not to mention variable overall builds to deal with either.
As I understand it, that's how a lot of the NPC models get away with things that we, the players, can't.
