We all know that there is no mythical "game bible", but blind acceptance of the dev's claim the power X is broken (in spite of the players view of the power) is no different than mommy and daddy using the irrefutable logic of "because i said so." There is no evidence that VS,LS and GD are broken other than the dev' assertion that they are.
As to the pet AI fix, the reports are mixed from those posting, but it seems that the benefit to that aspect of the game has been so-so at best, which appears completely unbalanced by the huge nerf being applied

What gets me is that evidently most of the people who are really upset by this change have figured out a way to play that most players never even think of or can't afford and also allegedly are so smart in how they play that their pets rarely get slowed due to them having parsed every possible battle configuration. No doubt they feel that the game is being hopelessly dumbed down for the great unwashed masses and I can see their point. Then again they are so smart that they will undoubtedly figure out fun new ways to exploit bugs that the clueless Devs don't even realize exist so I don't know what they are worried about.
In any case they do not represent the vast majority of players but are rather a small and very vocal minority that nevertheless probably have the power to make the Devs pull their hair out in frustration with their apparent expectations of perfection or near perfection from a video game.
I use almost nothing but generic IOs in my toons and this change doesn't thrill me at all.
The fix for the problem that the Devs have discovered thanks to IOs is going to have an impact on one of my favorite things in the game: /kinetic controllers.
Now as other people have stated, Fire/Kins are going to be fine as imps really aren't their major source of damage.
On the other hand, Illusion/Kin may take a hit here as most of its damage DOES come from its pets.
I happen to LOVE Illusion/KIN.
So, yeah. I'm not happy about it.
On the other hand, past experience has shown me that complaining about such things on the Forums is a waste of energy.
We aren't going to change the Devs' minds.
I have a lot of respect for them, and they do listen, but in the end they're going to do what they think is right for the game and I don't think we are able to change their minds very often- if at all.
Hopefully, there's a reason why this has to be done, and why it has to be done now.
But it has sucked the enthusiasm I had for I14 right out the window.

What gets me is people that cant read. And people that fail to understand the it just isnt the pet owners being nerfed. Ice tankers were not exploiting anything when their recharge slows affected pets.
This is the EM nerf all over. The devs dictate how it will be, there are a lot of angry posts and dev apologists going back and forth, and in the end, the change goes into effect with no real input from the players. Face it, the devs know they can make a change like this and just ignore the forums for a couple of weeks. The players will gripe and keep on paying any way.

Speaking as someone not in the above mentioned group...
I really didn't know that the effect of slotting +Rech in LS made the storm fire more rapdly, was intending to increase how often I culd pullit out (I want it up for every fight, or as close to as possible). By the time I got LS (lvl 38) I already had a bit of global recharge through set bonuses. These conditions (which I would consider normal game play) have created my expectation of how the power should perform, not some insidius uber gaming on my part. I know there will b shouts that I should have known, or that my perception is irrelavent to the issues, but it IS in that it has set the stage for how I (and no doubt many others) will receive this "fix"....as a major buff to a power that I had no idea I was "exploiting."

You had me until right there. Compared to every other game I've ever played the Devs for City Of are light years ahead when it comes to actually listening and taking input from us players.
I can read hedgehog but when some of the folks are saying that this change is a nerf to those who have pets and some are saying that it's a nerf to those who have to fight those who have pets I have to wonder if they don't cancel out a bit is all.

And The EM Change is the Acro change all over again. And the Acro Change is the Smoke Grenade Change all over again. And the Smoke Grenade Change is...... ad infinitum. There will be a bunch of players who will cry doom until the next nerf rolls in and the whole process repeats itself. Again, and again, and again, and again.... many of it prob the same people who after every nerf declares that the sets they enjoyed are now completely unplayable (like seriously MM's unplayable now? oh noes! You won't be able to solo Av's nymore! ) and completely ignore the fact that easily the majority for the most part got along fine and the sets will most likely be fine after the change.
But of course that completely destroys the d00m and the point if people say "yeah, the changes suck... but for the most part we will be okay".... so instead we need the whole standard a) I HATE THE CHANGES b) sex x/y is unplayable forever, c) people who disagree with me are dev buttkissers/apologists/etc., and d) I'm right, so you have to be wrong.

Its not the pet - its the slows. One side effect of this change is to make all player summoned pets (and by default any NPC summoned pets that are the same as the player pets) immune to recharge slows - this means that any set the relies on recharge slows for mitigation (ice armor, ice control, ice blast) is now going to be at a serious disadvantage in certain PvE material (mostly the MA I think, as folks seem to LOVE putting masterminds NPC's in MA missions) and in PvP against pet summoning PC's.
I actually think this is the biggest danger in this fix and the one that is going to come back and bite the dev's hard as its not obvious HOW much this will hurt those sets and there is probably no good way to get the data until we go live.

I haven't seen a lot of testing outside of pet AI issues -- have people tried, say, and ill/kin or a stormie to see what the overall effect on performance is in the context of the entire set? That would be good to read about.
My experience playing my fire/storm was that LS was gravy. I hardly noticed the difference in LS's firing rate between when Hasten was up and when it wasn't because there were 83 other things going on. I rather suspect that for most stormies, this change will primarily have a marginal effect on the performance of the powerset as a whole.
I have less (almost no) experience with kinetics. But I'd still be pretty surprised if ill/kin actually takes much of a noticeable performance hit, except in extreme situations.

Is making -recharge worthless on a bunch of existing content and a huge amount of forthcoming content really worth this fix? I seriously doubt that they are going to make npc pets immune to this fix as it is just double work for them. I just wonder how many ice toons or toons with -recharge in general is this change overall going to effect.

As far as the PvP stuff aren't serious PvPers the ones most likely to have used the IO recharge "bug" to boost their pets? That being the case then even Ice Tankers will probably have an easier time of it fighting pets, won't they? Maybe the problem is discussing this at all until there's more time to test it out.

I have tested it out, and it SEEMED like it took longer to clear a mission than it does on live, but I'm quite prepared to admit that I would need do substantially more testing than I have done so already in order to get an accurate answer ...
But I have to admit I've been playing Fire/Kin a lot lately rather than Illusion/Kin so I can't say for sure that impression is accurate.

I was here for ED, and if the howls that arose for that didn't change anything ...
And it could be a nerf to both.
Any set that depends on slows to mitigate damage is going to suffer when facing opponents that use pets now. Depending on what you usually fight, that may or may not seem like an issue to you.
Also, if you have pets, the simple fact that their attack rate is going down-- compared to what you're used to if you have SB or another power that boosts recharge rate-- then that's also going to be a nerf to you as well.
Also, this is the only MMO I've ever played. I'm not a MMO fan. I'm a super hero fan. If this game had been City of Pirates or City of Magicians I never would have tried it. I think there may be a fair percentage of us here who've had no experience with other MMOs.

But that ice tanker that goes up against your mm in pvp...part of his mitigation are recharge slows on your pets. they arent there now. none of the powers in cox exist by themselves. there are consequences to changes such as this.Maybe the effect of this is ok, but it needs to be looked at. Yes the devs make mistakes. They are after all, human. You anti-doom police assume that anyone against a change are dev haters and doom mongers.

While the change will negatively effect toons who use -recharge against pets and in pvp testing will need to be done as to determine how bad it really is. And about pvp.... didn't i13 already show that the devs didn't give a damn about PvP?
That said I strongly believe that pretty much every pet for the most part will be okay despite Gun Drones and VS..... both of which could have used a buff anyhow and now that this is said and done hopefully they will throw a bone..... though either way I'll still probably use Gun Drone.

You know that a very important form of mitigation for Ice/ Tankers is the -recharge they give to their opponent (slowing down incoming damage)? Chilling Embrace has a large -recharge component. In addition most of the /Ice attacks have a -recharge component to them.
If -recharge does not work against enemy pets, then both Ice/ and /Ice tanks lost an important form of mitigation against enemy pets.

P.S. Ice Patch does not have a -recharge component. -Slows and knockdown are the main function of this power.

You know that a very important form of mitigation for Ice/ Tankers is the -recharge they give to their opponent (slowing down incoming damage)? Chilling Embrace has a large -recharge component. In addition most of the /Ice attacks have a -recharge component to them.

I guess a good way to test might be to get some relatively straightforward mission -- maybe a radio "click the glowie," since that way you could basically do the whole mission, except actually clicking the glowie and completeing it -- and time it on both live and on test. As I say, if you didn't click the glowie at the end, you could run it a few times -- say 5 or 10 -- and then you'd start to get a decent sense of how much difference the change actually makes.
Of course, this doesn't sound like as much fun as actually playing the game, but it's really the only way to explicitly determine how much of an impact the changes will have. (I'd do it myself, but I don't have any characters who are currently affected by the changes -- I deleted my fire/storm a while ago to make room for new alts.) I think it's also the best way to get the devs to throw some compensatory buffs at affected powers if the changes do have a big impact on the overall performance in normal situations.

Still seems like a classic case of trying to have it both ways to me in angry defiance of the laws of reason and logic. If the attack rate for pets is going down then people fighting them will have an automatic built in mitigation that will require no thinking or planning or expensive IOs (last part sucks for those who've already bought them but helps those who have yet to). Besides from the dumbing down factor already mentioned, I can see how it could possibly be harder fighting NPCs with pets for everyone and require different tactics but otherwise it's simply impossible for this ill wind to not benefit somebody or at least to do equal damage to both parties.

While the change will negatively effect toons who use -recharge against pets and in pvp testing will need to be done as to determine how bad it really is. And about pvp.... didn't i13 already show that the devs didn't give a damn about PvP?
That said I strongly believe that pretty much every pet for the most part will be okay despite Gun Drones and VS..... both of which could have used a buff anyhow and now that this is said and done hopefully they will throw a bone..... though either way I'll still probably use Gun Drone.

I'm questioning the benefit of this fix. I wasn't aware my Singularity was not cycling through its powers when I used Accelerate Metabolism. Is there a fourth power I do not know about on Singy? It is using an immobilize, hold and lift.
Also, how will this fix help Phantasm? As I understand it, the -recharge of outside buffs or from IOs was causing the problem, correct? Well, I have neither(Ill/Emp) so I don't understand how this will help Phantasm start cycling his Energy Torrent when the foe is out of range and he just spams Power Blast and Decoy. I specifically took Team Teleport to get some more damage out of him. Having to use TT each battle is not endurance-friendly.
if only he could spam his Decoy...that would be hawt

I have read the entire thread thus far and many other (now locked) threads. My understanding of some matters has thus changed from the first I heard of this.
What I am inferring from the vast number of posts here and elsewhere is that some folks (using Purple Sets, etc) could routinely summon multiple (3? more?) Lightning Storms and that they would fire VERY rapidly. Is this the case? If it is, then Castle's comments about explicitly aiming at LS with the "fix" at least makes sense. (Why Sparky or Gun Drone therefore does not, but I digress.)
I also infer that the initial "LS inherits the Hasten buff" boost to LS' firing rate was known about, but not considered in need of fixing, so it was left alone. (for 7 issues, ie, i7 to now?) Is this the case?
What got me so up in arms is that a drastic "fix" was applied out of the blue and Castle said it was a done deal, not gonna discuss it, because it was "Never Intended" for LS, VS and GD to fire faster than their original "unbuffed" rate.
So I have been in the position of wanting the "Hasten rate" of fire made the norm. If I understand correctly, this was not considered "game-breaking" enough to warrant a fix anyway.
Castle & friends, in fixing the "Purple/RIP rate" of fire, set the rate back to the original, slow, "unbuffed" rate and said that is how it was always intended to fire, so that is where it stays. No, we won't consider upping it to fire any faster, period, much less as fast as it fires with Hasten. And no, we won't discuss it.
I am seeking to make sure I have understood all facets, since I was a Hasten Buff guy, not a Multiple Gatling Storms guy and never knew such was possible, much less acheived.
