I'd like both an attack and defence set based on morphing your form like the T-1000 in terminator 2. I'm picturing some of the possibilites (body-melting & reforming as a self rez, hands changing to blades or hammers, a pet that forms by splitting off a piece of your toon). I reckon that'd be pretty sweet. They seem to like making flashy animations lately & this would certainly feature some.
Voted psionic weapons/forcefields out of the options listed. I can see them being pretty fun (& complimentary).
Forcefield will take away from the Defender primary and Controller Secondary.

Of the choices given, I'd probably vote for:

On a sidenote, I STILL want to see a controller "Lag" powerset, including powers like these:
Mapserved - Single Target Hold. No damage, but bypasses most defenses.
Random Disconnect - Target disappears from map for approximately 1 minute (enough time to log back in) - reappears with all toggles down.
Insufficient Ram - slows target dramatically, chance to disorient
Video Card Flux - blinds target (like smoke powers)
Server-wide ____ - AoE version of any of the above effects.
Rubber band - TPs target approximately 15 yards backwards, heals damage/effects inflicted by target for last 5 seconds.
I know the Devs will never actually do this - I sometimes think they take this game too seriously. but it'd be a fun set, relatively easy to do (since it happens to us all the time, should be easy to set it up for the computer), and would be worth a good laugh. Maybe some of these powers could be temp powers given as christmas gifts, or inventables.
Quarterstaff. For the love of all that's holy, I would dearly love a two handed scrapper set with all the twirly and spinny and DOOM. Or Tanker as the case may be. Would be enough to convince me to make a Tanker if I had a fast two handed weapon and an armor set that didn't turn me into a christmas tree or otherwise completely obscure my costume (THERE'S a concept, wow).
EDIT: Oh, and making it Energy Staff would also very likely rock, because Scrappers like electricity/energy too. That and we have MORE than enough smashing/lethal.

I know we may not see this till 6-8 mo down the road, but it is so reassuring to see that the devs have some good stuff in the works.
That being said, I have to place my vote for:
DUAL PSIONIC ENERGY BLADES!!!!
Why just do one when we can combine 3 really good ideas. Seriously, I like the Energy and dual blades tho
As for defense sets, those are all awesome, but we really need a *basic armor* set. Something basic and non GFX based for the RP'ers.

It was for tanks, but with some modification it could be a good scrapper/brute set.
Ball and chain would be freaking awesome. I don't care about anything else. I don't even have a scrapper or tanker past level 10, but would roll a Ball and Chain/Dark Armor scrapper crazy fast.

Here's an idea for new and cool scrapping. Pyrotechnics...punches and kicks delivered by mechanical devices that explode on impact. So they would be Melee AoE attacks.

I would actually like to see all of these implemented at some time, they all sound good. One thing that has always puzzled me about the scrap and tank sets were the weapons and the "Martial Arts".
There are a ton of weapons they could implement for great new sets: Nunchuks(unless Nintendo copywrited their new controllers), Tsais, Staves, Tri-Bars, Whips, Spears, Crowbar.
Why was "Martial Arts" considered one set? There are sooooo many different Martial Arts out there that you could have a new Martial Art set every month for the next two years: Aikido, Kenpo, Goju, Capoeria, Savat, Ju Jitsu, Karate, Tae Kwon Do, Ninjitsu, etc.
I always thought a Grappling/Wrestling set would be totally awesome. Body Slams, Clotheslines, Flying Knees, etc would generate a lot of interest since wrestlers are comic bookish in nature.

The problem with the electric hammer is that it seems very specific. I mean, are there going to be 50,000 thors running around Paragon City each with their own Mjolnir? On the other hand it is extremely iconic.
We really need some way to genericize and customize these things - a power set variants system.
What if we had "hammer" set - non elemental. Then there were a few sub sets. (a drop down menu when selecting hammer) Electric Hammer, Fire Hammer, Tech Hammer, Mystic Hammer, etc.
The majority of the powers could be shared (the actual animations at least) - just 2 or 3 would change with each varient.
Electric Hammer could have a power that calls down a lightning bolt into the hammer. (AE damage and power build up) Fire hammer could have the fire burst power available. (giving them a fairly above average ranged power for a melee) Tech hammer could have a few gadgety tricks - an emp burst that lowers enemy end and recovery and a web grenade launcher. Mystic hammer is similiar in concept to gadgetyness but with a magical flavor - could have a curse power that is a relatively potent single target debuff. (for a melee power at least)
For powers that are basically similiar there could still be some variations - many melee sets have a single target control power of some sort. Hammer could have a hold - debilitating strike for the normal hammer, the others would have elementally appropriate hold graphics. Damage types would vary for most attacks. (some could be purely non-elemental regardless) And the secondary effects of some powers would change.
I'm not saying we need four variants for every weapon power (just "hammer" and "electric hammer" would be pretty cool)
Along this line...
Thorns:
Metal spikes: The spikes would be grey and metallic rather than offwhite, probably bit smaller visually. Secondary damage would be purely lethal - to represent bleeding rather than poison.) (this is essentially Silver Mantis' powerset)
Crystals: Crystals rather than boney/plant spikes - ala the DE crystal beasties.
Claws:
Katars: Blades held in the hands rather than claws coming from the wrist/back of hand. a katar
Talons: Claws that come from the fingers. (essentially these wouldn't necessarily have any graphics associated with them - they would just use the claw animations.) Would be useful for werewolves and such, as well as if someone wanted to make a somewhat esoteric martial arts master.
Assault Rifle
AR/grenade launcher: A more normal looking AR. The flamethrower is gone, but a barrel mounted grenade launcher is capable of a firing a variety of ammunition. Also the "shot gun" powers would be replaced (renamed mostly). Ignite would be basically unchanged but called phosphorous grenade (with appropriate animation). Slug->snap shot (no real change needed, could even keep the name slug - just that it imples a shotgun slug), buckshot->spray (different animation, same basic affect), flamethrower->rubber bullets (cone smashing damage, chance for disorient)
Laser Rifle: Energy/fire damage. High energy lasers have concussive force, so the knockdown effects are conceptually fine. Damage type and particle effects aside, renames would work well. buckshot->wide beam, M30 Grenade->Charged Blast (shoots out a ball of energy that explodes at target), beanbag->stun ray, flamethrower->flare (a very wide angle but short range energy attack - similiar in actual effect to flame thrower), Ignite->Ignite (fire the laser at the ground to start a fire), Full Auto->Overcharge.
Shotgun: A rather ordinary pump action shotgun. Shot gun would have reduced range, but increased accuracy. Burst->shot (not a DoT), M30 Grenade->Grenade (the character would just throw it), Flamethrower->Dragon's Breath (No real animation change needed), Full Auto->Flechette rounds (character fires repeatedly and rapidly, spraying tiny needle projectiles over a wide area - essentially the same effect as full auto) Ignite->tear gas shell (a cone that does mild toxic damage, debuffs to hit and can disorient). Shotgun really wouldn't have a sniper attack - maybe a very short range, high damage and knockback attack. (damage bonus against zombies)
I probably deviated from my original point here... deviated a lot.
I like a lot of those. Though if I were to throw in new ideas:

If I9 and I10 come out with no powersets, and the devs are only considering new sets for at most 4 ATs in I11 or I12, what happened to the rest?
Not to bash this efforts, scrappers and tankers need the love first, but is there a long term plan for the rest?

We did plan out Power Sets for the retail box, but we've gone the route of free updates instead (woohoo!). Yep, we had some planned...and we thought about just putting those into updates as schedule permitted...
but then we thought it'd be cool if we polled the players what they wanted first. Not all of these power sets are of equal difficulty - some are tougher than others - but they are all possible. I can't promise exactly when it'll get in, but please know that we've heard loudly and clearly that players want new power sets.
BTW...Ball and Chain was my little addition last minute. It would be just be SO cool!

I posted a Force Armor set to the Suggestions board some weeks ago. And PMed that same set to ... I think Statesman, and/or Positron, at about the same time. Maybe the idea caught on ... ^_^

As the Lincoln Memorial, I of course want Growth powers so badly I can taste them. Imagine a gigantic marble statue of our greatest president striding through the streets of Paragon! All in all, though, I think they'd be better suited to a pool rather than a primary/secondary.
Mind you, I say this mostly because I don't want to have to reroll Lincoln completely.

A completely-optional pack, with (say) one new primary and secondary per non-epic AT (both sides of the game), plus maybe two additional character slots per server? I'd buy that.
Okay, these are a couple of 'others' I thought about...Why not a light defense? Armours would be scintillating light glows, last power might include a chance to blind. A light blend for camoflage.
Club hands for offensive set...Hands transform to a variety of oversized glove types.
You could just fix the mace powerset
Way back when there was a promise of a boomarang! But I'm guessing that is for blasters.
